The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

There are many reasons to start learning French. With the involvement of our professionals in missions in Mali, it has also become desirable to improve their language skills before their departure. We interviewed those who attended the language courses at the Language Centre of the University of Defence. They confirm that the knowledge of English is not always sufficient. This interview can be inspiring for those who are going to fulfil their duties in the missions in the African continent. We also present statistical data related to the number of French-speaking Czech soldiers and some tips how to maintain the level of French after completing a course.

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The article deals with some aspects of long-term planning in the sector of theMinistry of Defence. Its aim is to stimulate discussion about the methods and processes of long-term planning, to point out some shortcomings in the development of strategic documents in the past. The text also describes the basis for long-term planning process and particularly the role of long-term foresight. The author analyses lessons learned from the developing and implementation of Long-Term Vision of the Ministry of Defence document (2008) and tries to aply them in drafting a new document, The Long-Term Vision for Defence in 2030, is now being prepared under the leadership of the Ministry of Defence of the Czech Republic. He also highlights some of the theoretical principles for developing documents in the process of strategic management.

The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries.

This article discusses political and military issue of Islamic State, since establishment of the anti­IS alliance in summer 2014 until March 2016 in Iraq and Syria. The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. What is Necessary to Consider in the Process of Organization Structures Construction, Military Forces Equipment and Training in ACR, after the Ending of "Conception" by Ing. Antonín Krásný, CSc. The very welcomed "Concept of Development of the Professional Army of the Czech Republic and the Mobilization of Armed Forces of the Czech Republic" had to be revised because of the lack financial means. This fact influenced a lot of live of our army. Additional career officers were to leave his services; military material, vehicles were further reduced. At present, we have to balance our military strength with security demands reflecting running changes in world's security surrounding. The main aim of the article is to describe development of security environment in the Central Europe. It considers decision mechanisms reform in NATO and transformations of its military forces structures. It highlights an impact of demographic, technological, institutional changes and changes in value system of defence assurance of the CR. We must still bear in mind that for us, NATO alliance, supplemented by the EU structures, is the main tool of our security.

The lecture discusses the possible forms and methods for further development of Population protection, focusing on implementation of measures to protect the population at higher crisis status. The aim of the lecture is to analyze possible priorities, resources, and procedures for population protection in serious and large-scale crisis situations using all available forces and capabilities of the State and citizens. The work also deals with the possibility of more effective measures of population protection during announcement of higher crisis status generating additional forces and means and methods for the management of these measures. The aim of the work is among other things to point out the fact that the measures of population protection must be prepared in perspective and comprehensive and must reflect the potential risks, including the large scale crisis, which may be occur in the territory.

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

Presented text mainly deals with the issue of long-term planning in the department of the Ministry of Defence (MOD) of the Czech Republic. The issue is discussed at many levels, taking into account economic and other operational factors that are very important for adequate functioning of the department. Attention is focused both on theoretical considerations, and practical implications of proper planning.

In October 2008, under the auspices of the First Deputy Chief of the ACR General Staff Maj.Gen. Josef Prokš and Col. Jiří Gajdoš, Chief of Czech Armed Forces Chemical Corps, 3rd International CBRN Commandant and Commanders Conference took place in Liberec, dealing with the CBRN threats and variants of protection against them. The Conference was organized by Force Development Division-Operations Section Chemical Corps Department in cooperation with Centre of Excellence in Vyškov, 31st CBRN brigade in Liberec, NBC Defence Institute in Vyškov, Centre of Biological Protection at Těchonín, Chemical Corps Department of Joint Forces in Olomouc, Czech NBC Team, and last but not least VOP-026 in Šternberk. The article deals with the use of military police in combat operations during dominance phase.Itdescribes the place androleofmilitarypoliceas combat support units, analyzes experience from previous and ongoing operations and specifies the possible activities of military police during this phase. In conclusion it gives recommendations for the development of capabilities in terms of the activities performed and possible changes in organizational structures. The content of the article is based on thesis prepared by the participant of the 27th General Staff Course at the University of Defence.

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

The fundamental regulation of governmental invests is Czech Act on Public Contracts. Its main objective is a financial saving in the procurement of goods and services by the state. In some specific cases, this objective may come into a conflict with other interests protected by a law. Several verdicts recently delivered by courts in criminal cases relating to a procurement of medical supplies bring a new and interesting insight into this issue. Some conflicts with social interest were identified on basis of these verdicts. These interests are the maintaining of the Czech Republic Armed Forces combat capability and its function in peace-time, fulfilment of international obligations of the Czech Republic and the requirement for the strict adherence to military orders. Some cases, in which different interests outweigh the interest protected by the Act on Public Contracts, were found.

This article describes the doctrinal determination and definitions of the term Actionable Intelligence and the impact of this specific intelligence concepton commander's decision-making process. The part of this report deals with the position of Actionable Intelligence in intelligence branch, concretely in connection with the intelligence disciplines and particular stages within intelligence cycle. There is also the accentuation of interconnection to the importance of intelligence information sharing, early warning systems and force protection on tactical level. The next part of this article is focused on the impact of intelligence support on commander's decision-making processes.

This text presents development of the Ukrainian conflict in the context of contemporary discussion about the extent of Russian intervention in crisis regions. The author explores thesis about application of hybrid war by Russian side, use of new military and strategic methods. He also presents and evaluates the arguments which oppose the idea of considerable changes in character of military conflicts, which were demonstrated during the occupation of Crimea and during the combat clashes in Eastern Ukraine having in mind the state and possibilities of the involved actors.

In October 2008, language knowledge was pretested at the Department of English Language and Literature at the Faculty of Education at the Masaryk University in Brno. The test was developed in accordance with NATO Standardization Agreement 6001 by the examiners of the Defense Language Institute (DLI) of the Czech Army in Vyškov. It covered listening comprehension and reading comprehension tests at SLP 1-2 levels. The tests were organized on behalf of the Department of English Language and Literature by Mgr. Ivana Hrozková and Mgr. Sonia Šamalíková (former Director of DLI Methodology and Testing Department) with a total of 80 students participated in the pretest. The outcomes of such cooperation reiterate the importance of strong ties between both institutions in the field of methodology and testing.

The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001.

To fulfil Czech obligation as an EU Battle Group Framework Nation according to the regulating document EU BG Training and Certification, the Czech Army is to certify that the CZE/SVK Battle Group EU meet the standards and criteria stated in Standards and Criteria for EU BG. It is recommended that the CZE/SVK Battle Group EU certification process should be analogous with NATO Response Force (NRF) certification procedure and practical methods. Further it is suggested that the CZE/SVK Battle Group EU certification procedure is divided into several evaluation procedures: preparation planning evaluation, war-fighting evaluation, and technical evaluation. Each procedure will be developed by specialized teams with representatives in the sub-working group to ensure that the different procedures harmonize. The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental.

This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could.

After a short review of defence R&D history, the author concludes that our country used to reach world's level in some fields: passive warning systems, NBC protection, military surgery, explosives. After the change of political system in 1989 we began to dispose Czech military industries. The only scientific place to left is Defence University Brno, but it is an institution more or less concentrated on education. It is almost impossible to maintain pace with foreign defence industry. In the article there is an exhaustive list of military plants, institutions after 1989, together with the date of their closing down. It is followed by research orientation of defence industry, set according to time periods. The special chapter concentrates on financing defence research, the closing part deals with the period of our membership in NATO. Although there are same positive aspects, such as international cooperation, exploiting sources from abroad, strategical control declined. We see unwise reductions in personnel, abolishing accredited institutions, etc.

The article familiarizes readers with theoretical fundamentals of the key element of operational design, i.e. decisive point that is described as "a point from which a hostile or friendly centre of gravity can be threatened". It may exist in time, space or the information environment. As a tool of operational art, it helps commander and his staff to unlock the path to the centre of gravity. The concept is further evolved via example of peace support military operation planning process. The close understanding to terms decisive points, lines of operations, centre of gravity, kinetic effects, non-kinetic operations, doctrine is for military planners fundamental. The aim of this article is therefore to explain this basic terminology, to describe connections with other element of operational planning that could be used during all steps of operational planning. Basic theoretical Jomini's implications are introduced and their doctrinal interpretations are highlighted.

The shift from vocational military service to all-volunteer force (AVF) could be regarded and treated as any other scholarly assignment of project management, so we can get a better look at its bugs and risks. The author applied the Valentas classification of innovation upon this AVF project in the Czech Republic and demonstrates what are main risks for its sustainability. He sees the first cause and effect in the reality that this shift lacks sufficient support by social sciences and humanities. Since 2003, only six per cent of scientists/scholars employed by the Czech Ministry of Defence have been supporting this great change. It is not enough and it makes certain incompetence within defence ministry to reach the factual aim of this move and AVF produces more and more difficulties. According to the author, the professionalization of forces in our country has not meet its main purpose--to raise professional qualities of military personnel, in spite of the fact it originally used to be the prime objective of this process.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use.

The end of the Cold War was the most important factor determinating political and security realities in the world. Consequent development has gradually led to the significant reengagement of the former Warsaw Pact member states and other military alliances, especially into all form of peace operations. The Czech Republic is following the path common for the other countries in Euroatlantic region, being motivated by common struggle for enlargement this area of stability, security, democracy and peaceful resolution of crises. Hand in hand, with growing experiences from peace operations, the Czech Republic reflects specificities of national security and military strategies, as well as the level of declared military ambitions. Principal changes the Czech forces undergoing now are aiming at fulfilment basic principles of the Security Strategy of the Czech Republic. Participation of the Czech Republic in peace operations and operations outside the republic is becoming the most predominant form of deployment of our armed forces. Therefore, peace operations studies are more pressing today than ever before in the past.
