Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

The world's leading climate scientists poses fundamental questions of human security, survival and the stability of nation states. While state weakness and destabilizing internal conflicts are a more likely outcome than interstate war, climate change will be a stress multiplier for all nations and societies, especially those already at risk from ethnic and religious conflicts, economic weakness and environmental degradation. Strategic planners ought to include worst-case climate-change scenarios in their contingency planning, as climate change is set to rank with terrorism, pandemic diseases and major war as one of the principle challenges to security in the twenty-first century. Threats from the East and the South as V4 Defence and Security Cooperation Catalysers

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world.

Infomantion era could be characterized as a period of steem qualitative and quantitative information raise, aroused namely by sharp development of information and comunication technologies (ICT) . Military deception thus acquires new dimensions, wider chances to be employed in armed forces operations. This article concludes a free series of essays dealing with military deceiving. It is thinking over questions resulting from deception-information age relations, the beginnig of which could be situated into the 80s last century.

Defence-Industrial Cooperation of V4 Countries up to 2016

Article deals with analysis and description of defence-industrial cooperation of V4 countries from the beginning of nineties of the 20th century up to 2016. The goal of this text is presentation of findings relating to achieved degree of cooperation, where besides realized cooperation (its outcomes are real products) and political aspects (as determining mechanism and framework of whole partnership) attention is also paid to the causes as a driving force of past and current state. In conclusion, author assesses the most problematic issues of defenceindustrial cooperation of V4 countries and also obstacles of their deeper EU involvement, which can be used as a more suitable framework for anchoring regional partnership in sector of defence industry. Author also outlines areas of potential future cooperation of Visegrad partners.

The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation.

The article focuses on confronting the Lebanon's Shiite movement Hezbollah with Israel in the field of energy. The aim of the article is to analyse the importance of energy in strategy of movement Hezbollah generally and specifically in confronting with Israel and motives and methods of the energy strategy of the Hezbollah. The primary method of Hezbollah action is to use or threat of violence consisting in threatening to attack on the Israeli energy sector to defend Lebanese energy wealth and deter its enemy from production of gas and oil in the disputed waters of the eastern Mediterranean. The main motive of Hezbollah's activities is especially strengthening of stable energy supplies and Israel's accusations of aggressive energy policy towards Lebanon.

The article deals with ways to help soldiers with the integration into the labour market after leaving the military service. Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation.

With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

The article deals with the evaluation of the state of oil security in the Czech Republic and measures, which should be taken to increase it. The attention is payed to the importance of the crude oil in the energy mix of the Czech Republic, its oil dependency and international cooperation in the area of oil security. Further, it focuses on the emergency stocks of the crude oil and petroleum products and to their use and to the oil demand restraint measures.

After several years of reducing of the Czech defence budget there is a reversal and the Czech MoD begins to manage the increased budget especially for Czech Armed Forces capability development. The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept.

The Development of Personnel Recovery in Military Operations

Personnel Recovery is currently an inseparable part of all NATO military operations. This article is focused on the development of the Personnel Recovery in military operations from the Second World War to the 2003 Iraq War. It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken.

The paper analyses goals of the Slovak and German foreign and security policy focused on their role in NATO as well as on the role by forming European security and defence policy. The paper deals with potential and opportunities for more intensive and effective cooperation between Slovakia and Germany regarding their security and defence policy orientation. It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations.

The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges.

The author compares two scholarly books: World's Tension Epicentres by M. Šlachta (published in 2007) and Security Policy of the Czech Republic by the team of authors headed Jaroslav Janda. The latter study of 1996 uses different terminology: instead of today's favourite teams threat or security threats, they are civilizational risks, economical risks, military risks, environmental risks and so on. The special attention is paid to undemocratic, autocratic states, violating humane rights. Those who owned nuclear weapons are regarded as especially dangerous to peace. Those risks have multiplications effects, they could be solved only by collective effort of all interested states. The recent history confirms predictions made by the team of Jaroslav Janda. The analysis by Mojmír Šlachta contributes to deeper understanding present state of affairs, among others it covers rising Islamic word.

The article focuses on the issue of foreign fighters from the Balkan peninsula, and examines the measures that have been taken by governments in the region to combat it. The author asserts that the first ISIS losses and the thinning of the first wave of enthusiastic recruits accompanied with the first disillusioned returnees and changes in public policies and in public discourse (political narrative and narrative of Islamic communities, mass media) caused the unprecedented decline in the number of new recruits.

Information Support of Human Resources Management in Sector of Defense

The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions.

Evaluation of Education Quality

Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course.

Russia's Influence on the Conflict Dynamics in Nagorno Karabakh

Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

Article analyzes the relation between legal and internal regulations and acts in public administration focusing on their hierarchy, quantity, liability in specific area of armed forces. There is wide range and amount of relatively autonomous service regulations and official channels (internal orders, guidelines, advices). Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code.

NATO Common Funding as a Tool for Cohesion Enhancement and Ability to Act

In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains.

Prospective Attitudes to the Reform of Security System

Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations.

It only wants to draw your attentions to several problem factors that have got complicated the preparing of strategical documents in the field of defence and security in the Czech Republic and in fact they do not allow to form predictable surroundings for defence planning.
