Vojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 23-44 | DOI: 10.3849/2336-2995.30.2021.04.023-044

The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022.

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 101-113

The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex.

The Rating of Aggregate Objectives Applied by Defence Management by Objectives: The Enlistment Goal Case

Opinions, controversy

Pplk. Ing. Bohuslav Pernica, Ph.D.

Vojenské rozhledy / Czech Military Review Nr. 2/2009, Vol. XVIII. (L.): 49-51

Management by objectives works very well only if there is a rating and evaluation system of objectives. To form such organization one is not easy, especially when using aggregate objectives, combining many partial objectives of various levels. This article deals with the problem how to rate and evaluate this kind of aggregate objectives. The problem is explained in the enlistment goal 2008 of the Czech Armed Forces, which sets the number of volunteers joining the Czech Armed Forces in 2008. The key role here is played by the suitable gauges steering a level (percentage) reached. Thus, recruiting reflects manning the Czech forces by professional personnel in a given period (calendar year). The author proposes to run recruitment for military schools separate from enlistment for the army, i.e. to conceive this recruitment only as a practical goal.

Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine.

The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace.

The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.

The study was carried out by comparing the assessment of physical fitness each year 2012-2019. The monitored group consisted of 316 professional soldiers, who participated in this assessment regularly, without interruption in the same disciplines.
Due to the managed long-term military physical training process, overall improvement in the strength and endurance disciplines throughout the monitoring period took place.
Based on the acquired data, it may be stated that the annual testing showed rising trend and thus the efficiency of the in-service physical training process proved to be good and appropriate.

Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.

The article is about the immigration in France and its consequences on the security field. It starts by the historical context and pays a big attention to the development during last two decades. It analyses the process of the islamisation on the cultural, social, security, and political levels. It continues by the French debate which reflects the clash of two contrasting approaches: political correctness vs. critical attitudes. The French experts dispute about two key subjects: the numbers of the immigrants and, namely, the correlations between the immigration and the growing numbers and brutality of the terrorist attacks (the so - called amalgam). The last part analyses the place and the role the immigrants in the French armed forces. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

Vojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 87-101

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.
