(LXIV.): 110-122 | DOI: 10.3849/2336-2995.32.2023.04.110-122 The article describes attributes will influence character of modern warfighting and presents the basic approach to prepare commanders and leaders of "new generation". The operational environment describes determinants and characteristic of today's and future warfighting. Technological development as booster, change the tools and the procedures but not the nature of war. Level of training and leadership quality multiplies combat power. The key findings and recommendations support fundamental idea of ability to lead and manage hybrid systems in volatile multi-dimensional environment, using various tools and sources, appropriate to specific environment and specific tactical level mission, stressed in last chapter as result of this study. The article´s aim is support discussion, which directions we will adapt currently ongoing or newly creating study programs, preparing new generation of warriors - leaders. |
NATO Force Integration Units: Are NFIUs a Valuable Element of NATO Deterrence and Defense Posture?Reviewed - ReviewMartin Botík, Jan MazalVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 71-80 | DOI: 10.3849/2336-2995.31.2022.04.071-080 Russian aggressions against Georgia (2008) and Ukraine (2014) led NATO into unprecedented changes in the NATO deterrence and defense posture at its eastern flank. The establishment of NATO Force Integration Units with their mission to facilitate high readiness forces deployment was one of the measures taken. The role and tasks of NATO Force Integration Units are very complex. They include a variety of different tasks across all levels: strategic, operational and tactical from peacetime up to activation of Article 4 or 5 of the Washington Treaty. Besides the main mission, these tasks consist of: assurance, deterrence, planning, information sharing, situational awareness, and liaison to Host Nation including contribution to strategic communication. The complexity of the performed tasks and their location in capital cities make NATO Force Integration Units an effective and valuable element of the NATO deterrence and defense posture at the eastern flank. |

(LXIII.): 159-171 | DOI: 10.3849/2336-2995.31.2022.04.159-171 The article describes the reasons that led to the development of the implementation tool for development projects used by the Czech Ministry of Defence to simplify the planning processes and the experience of its users with the tool. Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice. |

(LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.03.003-022 The article presents a summary of analytical outcomes aimed at mapping current NATO and EU approaches to capability planning and their impact on national planning processes, which were carried out by security and defence institutions. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes. |

(LXII.): 52-66 | DOI: 10.3849/2336-2995.30.2021.01.052-066 The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. It primarily answers the questions of whether these factors are sufficient and can be used effectively in the mobilization process. It addresses the issue of military records, sustainability of military reserves and their profitability. It also deals with the influence of secondary factors on the possibilities of creating and training reserves, especially the motivation of citizens to defend the state and the physical fitness of the mobilized population. |

(LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |

(LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |

(LXV.): 110-128 | DOI: 10.3849/2336-2995.33.2024.03.110-128 The article deals with the comparison of refunds of non-material damage in public and private area. In the public area is analyzed legal regulation on health injuries in service relations, in private area is discussed legal regulation on health injuries in civil law and labour law. Particular attention will be focused on the transfer of compensation in the event of injury to the heirs - while in service relationships, such claims are extinguished by death (not transferred on the heirs), which was taken over from the 1960s legislation, in current private law, do not cease if they have been recognized or at least brought in court. The aim of the paper is a critical analysis for the current state of legal regulation and the proposals de lege ferenda (approximation to labour law regulation). The issue has increased importance for public finances and functioning of public sector and enforcement of the rule of law. |

Business continuity management system is assessed in a diagram as controlling instrument aimed at operational hazard mitigation of continuity disturbance of affected subject. A ´from Operations´ Value Added - O´VA is established as qualitative dynamic information about productivity of activities. The measures are designed in crisis scenario for quality improvement of subject´s crisis readiness. An indicator of business risk continuity slip is defined. In a connection with war conflict on Ukraine is assessed if it is Grey Rhino manifestation. |

(LXIV.): 50-68 | DOI: 10.3849/2336-2995.32.2023.01.050-068 The Russia has presented the ongoing war in Ukraine by the term special military operation, whose goals were declared by Russian President Putin in terms of demilitarization and denazification of Ukraine. In the wider context, there is an imperial effort of Russia to enforce its power and influence in the region by an offensive and aggressive war. The authors define the fundamental difference between a special operation and the so-called special military operation in the context of contemporary interpretation of the Kremlin. They further argue the way in which Russia is trying to justify the war and discuss its reality in terms of international law. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

(LXIII.): 17-33 | DOI: 10.3849/2336-2995.31.2022.02.017-033 The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |

(LXIII.): 54-70 | DOI: 10.3849/2336-2995.31.2022.02.054-070 The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |

An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors. |

(LII.): 29-33 The specification of terminology related to terms command and control (C2) is quite important for further scholarly examination of military science. The command and control area is nowadays under the constant impact of the influx of information technology, as well as it is affected by the changes in the contemporary security environment. This article is dedicated to the military, its history, and its contributions to current military operations. It provides an attempt to specify terms "command and control" in both general and military levels. Finally, it provides clarification of the terminology within command and control systems, as their terminology has been changing. In a simple way, the C2 could be characterized as the execution of authority by the commander, via communication and information systems, with the use of current standard operational procedures, under present laws and rules, to act in the interest of forces to meet assigned orders and intentions. |

(XLIX.): 29-51 This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. In the framework of the descriptive research problem, the author was looking for an answer to the question: How is logistics planned in the defence planning system at the departmental level? The article contains the results of theoretical and empirical research carried out on the given issue. The author explains the main theoretical background of the research issue, describesin more detail the methodology of logistics planning in the conditions of the department as well as current knowledge and experience from practice, points out the most significant problems in the field and proposes their possible solutions. |

Internet of Things Vulnerabilities in Military EnvironmentsReviewed - ReviewAndras TothVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 45-58 | DOI: 10.3849/2336-2995.30.2021.03.045-058 IoT devices (sensors, drones, cameras) are gaining more and more emphasis on military operations. The application of IoT elements in the military environment increases situational awareness and supports the acquisition and maintenance of information superiority. The information they provide about the enemy, the area of operations, and the location and status of our soldiers and assets can contribute to the successful execution of operations at the tactical, operational and strategic levels. However, they can also pose serious threats if their vulnerabilities allow the data they collected to leak or they provide access to the info-communication networks used for the enemy. In this article, the author examined the vulnerabilities of these IoT devices using keyword analysis. After drawing conclusions from the analysis of the relevant literature, he compared the results with the general-purpose IoT threats and attacks typical of today, like distributed denial of service attacks, security, software, security and privacy issues. |

(LVII.): 114-124 The article discusses the process of risk management introduced in 2015 as a result of inconsistent implementation of law no. 320/2001. The authors show the way to identify and analyze a risk, using identification and analysis of assets, followed by threats, thanks to their influence on the assets. They demonstrate the approach to defining risks with second and first level targets in the department of Ministry of Defence, while using risk shifting and aggregation of dependent risks. They describe the application of the risk management process outcomes during goal managers' decision-making in the process of medium-term and annual planning of the department of Ministry of Defence in relation to changes in these processes. |

Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development. |

(LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

It was regarded as a mere limited, transitional phenomenon. Nowadays we see that it is not a standard crisis known from history, but the so-called systems crises. It is a different sort of crises; we ought to respond by systems reaction in which the society should response to crisis as a whole. This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. The author proposes to draw up a working document "The Army for the Next Twenty Years". |

(LIII.): 155-161 There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity. |
