Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

Russia's actions in the Ukraine have changed the security situation in the Baltic region, which makes NATO's long-term presence in Latvia essential for the Latvian Republic. The impacts of Russian actions on Latvian defence policy are discussed in the paper by Mr Janis Berzinš,Managing Director of the Centre for Security and Defence Research, National Defence Academy of Latvia, in Policy Paper, No. 2, 2014. It is a new way of intervention, new-generation warfare, without the employment of armed combats, using mostly influence and coercion, by means of covert operations. Abridged and adapted. Even though the study came into being in April 2014, the editors regard it worthy to be published, being timeless and with general validity.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

This is the question asked by the book ?Strategical Governance and the Czech Republic?, published by the Centre of Social and Economic Strategies, Social Science Faculty, Charles University Prague, in which also the Centre for Security Policy participates. The opening sentence says that humankind is not able to control itself. The team of authors guide us through individual items dealing with world?s political and economy situations, plans for economy growth, security and defence concepts, forming supranational security structures and finally towards depressing destiny of adopted strategy concepts and plans. If Czech leadership has any deficiency, then it is a lack of strategical dimension, concludes the reviewer.

At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Article analyses the relation between legal and internal regulations and other management acts in public administration, focusing on their own hierarchy, quantity, liability in specific areas of Czech armed forces. The first part was published in Military Review No. 4/2013; this following section focuses on the creation of internal management acts and their releasing for the recipients. The article also emphasizes the need for a stable organization, which is necessary for the effective implementation of personnel management, personnel control and the so-called internal and external legislations.

Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

Methodically, presented study comes out of a book by Martin Potůček at al. Studying the Future as a Challenge. Its author offers a comprehensive characteristic of several fundamental challenges to social forecasting. It begins by defining forecasting as the formulation of conditional accounts of possible futures. The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system.

The article shows that Czech armed forces are supposed to develop planning mechanism according to the Alliance Comprehensive Operations Planning Directive (COPD) to be fully interoperable in operation planning process (OPP), namely in field operations planning in the framework of the multinational missions abroad. However, some problems persist at the operational level of crisis management, such as institutional arrangements for planning and commanding crisis operations, procedures pertaining to force generation, synchronization and activities coordination. The Czech Army Operational Planning Doctrine is still being developed. The purpose of this article is to inform on current state of affairs in operational planning with subsequent consequences to the results and reform recommendations by the White Paper on Defence.

As we look at some organization as the system of mutually tied and connected processes, se can see that every process is specifically defined. Then key processes constitute the mission of organization (the very core of its existence), which are further divided into several sub-processes, i.e. risk management is subdivided into: establishing the context, risk identification (risk sources), risk analysis, risk evaluation, risk management and risk management re-evaluation (its effectiveness), compiled by the so-called stockholders. Enumerating various risks, the authors conclude that state administration is influenced by two categories of risks: from outside and inside. They have impact both on strategical level and operational one. At the same time, most of elements of organization (employees, material, activities) can present assets, on the other side might present inner risks.

The aim of this work was to make an analysis of current state of catering services in the forces, to define risks of possible harms, damages, losses, or another prospective disasters, in order to propose a systematic approach to the risk management. Identified risks are being completely analysed. Author's team drafted a risks catalogue to make their identification easier. Among others, upon this analysis, they compiled the chart of risks in catering process within the section of the Ministry of Defence of the Czech Republic. A user manual for monitoring and risk control was created, so that we can adopt suitable procurement measures for avoiding or minimizing risks, their occurrences, eventually lowering unwanted results generated by the above mentioned analysed risks.

After a short review of defence R&D history, the author concludes that our country used to reach world's level in some fields: passive warning systems, NBC protection, military surgery, explosives. After the change of political system in 1989 we began to dispose Czech military industries. The only scientific place to left is Defence University Brno, but it is an institution more or less concentrated on education. It is almost impossible to maintain pace with foreign defence industry. In the article there is an exhaustive list of military plants, institutions after 1989, together with the date of their closing down. It is followed by research orientation of defence industry, set according to time periods. The special chapter concentrates on financing defence research, the closing part deals with the period of our membership in NATO. Although there are same positive aspects, such as international cooperation, exploiting sources from abroad, strategical control declined. We see unwise reductions in personnel, abolishing accredited institutions, etc.

The autor responds to several articles published in our Military Review, namely by Prof. František Ochrana, Prof. František Božek, Brigadier Rudolf Urban, Prof. Miroslav Krč, in No. 4/2008, with special appreciation to critical articles by Ing. Jiří Dušek and Lt.Col. Ing František Růžička in the same issue. He tries to find out common denominators of those essays. There are three of them: economization tied with rationalization, risk management, and information compatibility. As necessary he regards to unite those denominators both at the level of decision making officials and at the level of their subordinated elements, by means of e.g. working teams as a guarantee of coordination, so that the adopted Long-term Vision of Defence Department could be actually realized.

The problem of forming military decisions lies in the very core of this article. Among others, there are a lot of highly unpredictable impact factors; there are many assessment criteria for individual variants of solving problems. Criteria of qualitative characters, and various interpretations of data information demand quality decisions; they are sometimes difficult to understand and even contradictory. The commanders and their staffs must be well educated, trained and experienced. To meet this precondition we must ensure quality of career training, supported by practical experiences. The staff work must be practiced regularly, with the use of various scenarios, supplemented by historical studies of past or recent fi ghts and battles.

This article covers the EUFOR RD Congo operation preparation phase and provides information on Military Strategic Planning Process, Military Operational Planning, Collaborative Planning, EU OHQ Potsdam activation and Force Generation Process. It describes planning period to highlight a pivotal role of training and education. Operation EUFOR RD CONGO was the EU second military intervention in the RDC, following Operation Artemis in 2003. The EUFOR RD CONGO mission was to support MONUC during running election process, in accordance with the UN Security Council Resolution 1671, authorizing the temporary deployment of an EU force in the RDC. The shift from vocational military service to all-volunteer force (AVF) could be regarded and treated as any other scholarly assignment of project management, so we can get a better look at its bugs and risks. The author applied the Valentas classification of innovation upon this AVF project in the Czech Republic and demonstrates what are main risks for its sustainability. He sees the first cause and effect in the reality that this shift lacks sufficient support by social sciences and humanities. Since 2003, only six per cent of scientists/scholars employed by the Czech Ministry of Defence have been supporting this great change. It is not enough and it makes certain incompetence within defence ministry to reach the factual aim of this move and AVF produces more and more difficulties. According to the author, the professionalization of forces in our country has not meet its main purpose--to raise professional qualities of military personnel, in spite of the fact it originally used to be the prime objective of this process.

The study analyzes the key features of Russian policies in the late 2000s and their prospective developments. It is above all the rise of Russia's economic power, boosted by the favourable rising trend of energy prices (oil and gas) that has helped to resume again the position of one of the key world powers, obsessively pursuing its geopolitical interests in a new emerging multipolar world. This also determines its relations with other major global actors, e.g. the U.S., the EU, and China (outlined in this article). As far as military budget is concerned, it is increasing. Russia has overcome a long period of stagnancy. After 2007, they re-established strategical patrol flights off Russian territory; great effort is aimed at power projection, as a means to secure natural resources beyond Russian boarders. During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

The paper presents reflections over the issue of armed forces capabilities. It is a phenomenon much discussed and written earlier, namely from the point of its building, estimation and development. Nevertheless the question is whether practical experiences are backed by theory fundamentals. Now we have a chance to introduce the live theory of quality management [1] into this specific and frequented military problem. The article is a polemic consideration over possibilities of introducing capabilities management into command and control capabilities system in armed forces.

Infomantion era could be characterized as a period of steem qualitative and quantitative information raise, aroused namely by sharp development of information and comunication technologies (ICT) . Military deception thus acquires new dimensions, wider chances to be employed in armed forces operations. This article concludes a free series of essays dealing with military deceiving. It is thinking over questions resulting from deception-information age relations, the beginnig of which could be situated into the 80s last century.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

Armament of Mechanized Force: Keeping on BVP-2 and the Vision of Development

The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department.

There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities.
