CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation. |

There is wide range and amount of relatively autonomous service regulations and official channels (internal orders, guidelines, advices). Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code. |

(LIV.): 150-167 | DOI: 10.3849/2336-2995.22.2013.02.150-167 On January 11, 2013, the French army opened the military operation with the aim to halt the progress of Islamist armed groups, controlling north of Mali. The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments. |

On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |

(LIV.): 48-58 The main characteristics of the Armed Forces of the Czech Republic-leadership, organization, doctrines, personnel and its preparation, weapons systems, material, infrastructure-has been continuously adopted since their creation in 1993. This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership. |

Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |

This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer. |

(LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |

(LIV.): 88-93 | DOI: 10.3849/2336-2995.22.2013.02.088-093 There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities. |

(L.): 49-53 An article in the Vojenské rozhledy magazine triggered an argument over the importance cash-flow planning for the application of 3E-methodology at the Czech MoD in 2004. Today's study re-opens this argument again, but on the background of the modernization of Czech state finance management and the implementation of a modern cash-flow management into the Czech public finance, under the authority of Finance Ministry. Those processes profoundly affected the economic policy of the MoD, granting more responsibility and economic independence. MoD is allowed to formulate, administer and control its own financial policy to reach higher cost-effectiveness. But does the ministry really become a better financial manager? This article deals with fiscal years 2004-2007. |

(L.): 152-155 This essay is based up ideas summarized in Huntington's famous book The Clash of Civilizations. According to Mr. Huntington, there are seven or eight world civilizations. The West is "unique"-but its values are not universal. World politics is entering a new phase, in which the great divisions among humankind and the dominating source of international conflict will be cultural. The decline of the nation state from the conflicting pulls of tribalism and globalism, among others. The author of this essay introduces individual world's cultures and traces prognostic visions both from historical and topical point of view. He warns against intervening into civil wars, as we know very little about their cultural background which must be respected; our interventions might be disserviceable. |

(XLIX.): 125-128 As the military's current fight against terrorists and insurgents does not follow the templates of the past, it requires innovative, adaptive thinking. This article summarises the main ideas of the essay "We the People are not the Center of Gravity in an Insurgency" by Maj. Mark P. Krieger, published in Military Review No. 4, 2007. A COG could be characterized as a source of power from which a military force derives its freedom of action, physical strength, will to act. The definition is important namely when military planners try to identify enemy COGs. There is a single COG at the operational level; the tactical level of war has decisive points. COGs organize and direct critical capabilities, physical or psychological. An insurgency's case is its strategic COG, its organization is operational COG, and the people are a decisive point at the tactical level. The population is important in an insurgency, because the people are a tangible to target, but it is not a COG. Attacking an insurgency?s organization will weaken the strategic COG that becomes vulnerable to attack and destruction. |
The Rating of Aggregate Objectives Applied by Defence Management by Objectives: The Enlistment Goal CaseOpinions, controversyPplk. Ing. (L.): 49-51 Management by objectives works very well only if there is a rating and evaluation system of objectives. To form such organization one is not easy, especially when using aggregate objectives, combining many partial objectives of various levels. This article deals with the problem how to rate and evaluate this kind of aggregate objectives. The problem is explained in the enlistment goal 2008 of the Czech Armed Forces, which sets the number of volunteers joining the Czech Armed Forces in 2008. The key role here is played by the suitable gauges steering a level (percentage) reached. Thus, recruiting reflects manning the Czech forces by professional personnel in a given period (calendar year). The author proposes to run recruitment for military schools separate from enlistment for the army, i.e. to conceive this recruitment only as a practical goal. |

At the same time the author marks out the tasks for its second phase in 2008. Logistics involves obtaining, maintaining, and transporting military personnel, supplies, and equipment. Now, we lay emphasis on the preparation of a new logistics concept in frame of outsourcing system (concentrated on optimalization of the employment of civilian companies for appointed goods and services); development and reconstruction of Maintaining Material Base Štěpánov (depends on allocated financial sources); purchases of T-810 vehicles; unifying control activities in the field of material economy and the founding of Office for Economy Management, subordinated to Logistics Department of Defence Ministry. |

(L.): 173-184 At that time, the base for plural societies in Eastern Europe was founded. Poland, the Czech Republic and Hungary joined NATO defence alliance. Serious global threats of economic, military, ecology, social, ethnic, religious, criminal characters were lasting. The important question of proliferation of mass destruction weapons was raised. The analyses of security situations in Europe and the World respectively proved that armed conflicts were mostly internal, in a form of civic wars, but demographically endangering bordering countries. Those threats were only discussed, namely nobody fully realized the threat of terrorism. Defence budgets were reduced, all people wanted to profit from the so-called peace dividends. Czech army was loyal to the state; it was not misused in inner political conflicts, which was regarded as something normal by the majority of Czech public. But there were many problems left, especially the role and engagement of the ACR in the following century. |

(XLIX.): 25-28 Management by objectives (MBO), first outlined by Peter Drucker in the 1950s, is a systematic and organized approach that allows management to focus on achievable goals and to attain the best possible results from available resources. The tasks are delegated to subordinates without dictating a detailed roadmap for implementation. Everybody within the organization has a clear understanding of the aims, or objectives, as well as awareness of their own roles and responsibilities in achieving those aims. In the U. S. Army, MBO was implemented into The Army Plan FY 2000-2015, with 789 operational capabilities, divided into 1,248 operational standards, but without demonstrable success, as the system worked rather formally; it was too complicated. The same was true in the Czech Army, where e.g. The Set of Objectives till 2005 came into existence in 1991. The author tries to explain why. He concludes that MBO can be a useful management tool in the army environment, but it should not be realized without proper understanding this process. |

(L.): 23-28 This year we marked the 10th anniversary of our full membership in NATO. We've verified that the nation can become a "full fledged member" in eight or ten years at earliest. Signing the treaty, you became "only" a freshman. You must learn everything, from "consensus building" to forming informal coalition. The author of this article, Deputy of the Czech Permanent Representative to NATO, summarizes the history of fulfilling the membership's prerequisites and following difficult process of implementation of fundamentals and requirements, e.g. the so-called NATO legal acquis (Status of Forces Agreement), Planning and Review Process, setting Force Goals, fixing Identification Friend or Foe on Mi-21 aircraft assigned for Air Policing, problems with developing home infrastructure for Host Nation Support. We joined common security planning, took part in NATO Security Investment Programme and Conference of National Armaments Directors. But today's organization is quite different that used to be, the role and missions have changed. We must be prepared to meet them too. |

(XLIX.): 3-12 The purpose of this essay is to analyze the role of conceptional documents as guideposts supporting decision-making process of ministerial top-management. The key role belongs to visions. They reflect various political targets, whereas prognoses represent the prospective image of goals of department in question. The author offers several matrices of assorted components serving for the creation of predicted variants of normative and nonnormative scenarios. This leads to forming concepts, followed by plans and methods of their implementation. It is necessary to respect this outlined principle, so that titles of individual documents would match their real contents. Local Wars 1996 and Tension Epicentres 2007 (Book Review and Comparative Study)Book reviewPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2008, Vol. XVII. (XLIX.): 189-195 The author compares two scholarly books: World's Tension Epicentres by M. Šlachta (published in 2007) and Security Policy of the Czech Republic by the team of authors headed Jaroslav Janda. The latter study of 1996 uses different terminology: instead of today's favourite teams threat or security threats, they are civilizational risks, economical risks, military risks, environmental risks and so on. The special attention is paid to undemocratic, autocratic states, violating humane rights. Those who owned nuclear weapons are regarded as especially dangerous to peace. Those risks have multiplications effects, they could be solved only by collective effort of all interested states. The recent history confirms predictions made by the team of Jaroslav Janda. The analysis by Mojmír Šlachta contributes to deeper understanding present state of affairs, among others it covers rising Islamic word. |

(LIII.): 180-186 After several years of service with armour corps he devoted himself to social organizations in the forces, among others he was a head of department for military youth. In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established. |

Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
