At the macro-level the paper analyzes geographical spread of the conflict and its key quantitative characteristics (numbers of fatalities stemming from different types of incidents). At the micro-level it focuses on Malian region Mopti. At this level the paper analyzes geographical distribution of various incidents and the interaction of the key armed groups operating within the region. |
Is Turkey Ready for a War with Syria?Reviewed - ReviewVladimír Bízik, Zdeněk KřížVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 57-71 | DOI: 10.3849/2336-2995.29.2020.03.057-071 This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria. |

(LXI.): 72-86 The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations. |

(LXI.): 3-19 | DOI: 10.3849/2336-2995.29.2020.02.003-019 The aim of the article is to broaden scientific discussion held within the defence and security community on methodological approach to scenario development process. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. |

The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |

(LXI.): 92-106 | DOI: 10.3849/2336-2995.29.2020.02.092-107 United states of America classified from 2019 Iranian revolution guards as "foreign terrorist organisation". Article analyses consequences of this step. Text in the introduction presents Guards and highlights the differences between this organization and "classical" terrorist organization. Goal of the main part of text is to analyze American steps and finds consequences resulting from it. This work concluded that though legal consequences of putting Guards on the list of "foreign terrorist organization" are small, on the other hand its practical impacts are huge. There was also found link between putting Guards on this list and new American strategy of "maximal pressure" against Iran. |

It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO. |

(LXI.): 51-70 | DOI: 10.3849/2336-2995.29.2020.01.051-070 The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers. |

(LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |

The attachment contains complete set of topics and their classification into the strands to fulfil the profile of the cyber security expert. |

(LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |

Experiment of Using Structured Techniques in Intelligence AnalysisReviewed - ReviewJozef VojtekVojenské rozhledy / Czech Military Review Nr. 4/2019, Vol. XXVIII. (LX.): 32-43 | DOI: 10.3849/2336-2995.28.2019.04.032-043 Research into the use of structured analytical techniques has shown that analysts use specific structured techniques to achieve better analysis results than using traditional intuitive approaches. The experiment was based on solving the analytical tasks of two intelligence scenarios in a set of 32 people. To verify the null hypothesis, a chi-square test of independence was performed at a 5% significance level. In the control/intuitive and experimental/structured technique groups, responses were evaluated in four criteria, in an overall qualitative intelligence analysis, in rank corps, depending on the time of service and education. The number of correct answers was the highest in the experimental group when dealing with the intelligence analysis criteria for both scenarios. Improved analysis of the experimental group in the second scenario solution was statistically significant. The null hypothesis, using structured methodology improves qualitative intelligence analysis, is not rejected. In the experiment, other test criteria are below than the critical value. The results of the research have shown that the success of the problem solution is influenced by the correct use of the Hypothesis Testing technique. The use of structured techniques depends on the level of knowledge and the type of intelligence problem. At the same time, the conduct of research has shown the influence of analysts' cognitive biases. |

Goal of this article is to describe the character of autonomous artillery weapon systems operations in terms of functionality of individual components of navigation unit and based on this to set the requirements on survey units equipment. As the main method authors used method of scenarios where were as a scenarios determined individual variants of navigation system functionallity. Output of this article is determination of requirements on survey units equpment used for geting information about position coordinates and directions. |

(LX.): 59-72 | DOI: 10.3849/2336-2995.28.2019.01.059-072 Structured analysis is a systematic approach to solving intelligence analytic problems. Methodology and analytical techniques in the intelligence analysis include the selection of structured techniques from the point of view of the analytical task and the use of the analytical spectrum. Basic structured analytical techniques ensure transparency and reduce personality bias. Taxonomy is the basis for quality analysis. There are 55 types of techniques that complement expert judgment and intuition. A properly structured analysis contains twelve questions supplemented by a number of analytical techniques. The method of analytical spectrum in strategy leads to the split of the process into the phase of analysis, synthesis, selection of information and argumentation, and the analysis itself consists of four sub-stages. The basic parameters that negatively affect the use of structured analytical techniques by intelligence analysts are the analytical and collective approach, the patterns and the level of education. |

(LX.): 85-97 | DOI: 10.3849/2336-2995.28.2019.01.085-097 Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor. |

(LIX.): 20-35 | DOI: 10.3849/2336-2995.27.2018.04.020-035 The establishment of the Permanent Structured Co-operation (PESCO) in defence in 2017 is one of the most important European initiatives of recent years, aiming at enhancing effectiveness in addressing security challenges and advancing towards further integrating defence cooperation within the EU framework. The article describes the genesis of PESCO and explains its functioning, including its legal framework, objectives, the role of the main actors and the dynamics of the whole process. The purpose of the article is to demonstrate the scope and strength of the more binding commitments that the participating Member States have decided to fulfil in the name of strengthening Europe's defence under the umbrella of the Common Security and Defence Policy. |

(LIX.): 78-104 | DOI: 10.3849/2336-2995.27.2018.04.078-104 The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic. |

Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime. |

(LIX.): 25-43 | DOI: 10.3849/2336-2995.27.2018.01.25-44 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |

(LIX.): 45-67 | DOI: 10.3849/2336-2995.27.2018.01.45-68 The article deals with the Information Support of Human Resources Management of the Ministry of Defense in terms of providing information on the quantity and quality of the personnel of the department for decision making processes. The first part describes the tools and methods of analysis for processing this information. The second part provides practical examples of this information support. On the basis of analytical studies the status of staff is presented in 2015 and 2016, supplemented by comments from the author, indicating possible ways of presenting and using this information in Human Resource Management. The author of the article, which presents the results of the long-standing experience of the creator of the information management support system, concludes that the data generated by this system could lead the adoption of a number of fundamental strategic decisions. |

(LVI.): 95-105 The article focuses on the current use of NATO logistics information systems in the NATO Defense Planning Process and the Operations Planning Process in the area of logistics. Information support is provided through the logistics information systems of LOGFAS (Logistics Functional Area Services), which generate the necessary information environment through various software tools. In order to improve future logistics information support, NATO is concurrently preparing a modernization of the existing information environment by the development of the LOG FS projects. In the future, those projects are expected to replace the existing information systems in order to optimize information support, deliver new features and to facilitate the coordination of logistic operations within the NATO integrated command and control network. |

The paper deals with potential and opportunities for more intensive and effective cooperation between Slovakia and Germany regarding their security and defence policy orientation. It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations. |

(LIX.): 93-104 | DOI: 10.3849/2336-2995.27.2018.03.093-104 The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |
