Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
Is Building a Weapons of Mass Destruction Free Zone in the Near East Feasible?Informational pagesJUDr. Miroslav TůmaVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 65-72 The establishment of nuclear-free zones in various regions covers roughly 110 countries and thus helps to the final aim--freeing of the world of nuclear, biological and chemical arms. Nuclear-free zones are suitable counterpart to other institutions to stop proliferation of nuclear weapons and the threat of its usage: Non-Proliferation Treaty, Biological and Toxin Weapons Convention, Chemical Weapons Convention, Comprehensive Test Ban Treaty. The risk of nuclear proliferation in the Near East is high, the main obstacle lies in different attitudes of key actors to the successive operations: whether to create peaceful arrangement among all involved states as a first step (proposed by Israel), or preferably to renounce atomic weapons (proposed by Arabic countries). The author suggests rethinking security interests in the Near East, to remove deployment of nuclear weapons from military doctrines, to concentrate on soft security to bolster up mutual trust, to create security guarantees and transparency in the region. |

Iran's Nuclear Program: An Important Tool of Domestic and Foreign PolicyReviewed - ReviewIrena KalhousováVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 42-57 | DOI: 10.3849/2336-2995.22.2013.04.042-057 Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

Reflections over Syrian Conflict in the Czech RepublicReviewed - ResearchDoc. JUDr. PhDr. Miroslav Mareš, Ph.D., Mgr. Michael MuradVojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
The Americans Withdrew from Iraq and Changed Military StrategyInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 86-90 | DOI: 10.3849/2336-2995.21.2012.02.086-090 American military strategy was preparing long before the US troops left Iraq. The published document reacted to circumstances after the end of Iraq conflict and planning withdrawal from Afghanistan in 2014. Pentagton's analysis underlined the fact that in the following years, US forces would not conduct wars similar to Afghanistan and Iraq. Defence secretary Leon Panetta told reporters that American forces were going to be smaller but more effective, innovative and technologically advanced. In spite of budget cuts, military expenditures were planned larger in volume then in the last year of G. W. Bush's presidential term. |
Obama's First Year in the White HouseReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 3-23 President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan. |
Operational Areas and BG EUMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 19-36 Africa has became synonymous with conflict, increasingly violent and protracted. Therefore the purpose of this article is to inform and pass knowledge of operational environment to those Czech soldiers designated to deploy overseas and abroad. It covers topics such as operational areas, understanding EU Battle Group operational Environment and Africa's operational environment. It is necessary for Czech soldiers to understand African operational environment very quickly and profoundly to avoid unfortunate misunderstanding of the local culture, customs, believes, religions, regional official and customary laws. Legitimate and Illegitimate Wars after 1990 (Persian Gulf, Afghanistan, the Balkans)Reviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 12-24 | DOI: 10.3849/2336-2995.21.2012.04.012-024 This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally. |
Nuclear Deterrence and Cooperation? (Russian Security and Foreign Policy 2008-2012)Informational pagesMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 61-72 | DOI: 10.3849/2336-2995.21.2012.04.061-072 The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |
The Cyber War ContinuesInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
Biodromal Preparation Concept of Citizens for their Protection during EmergenciesMilitary professionalJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 99-110 People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation. |
Course of Actions VariantsMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 30-47 | DOI: 10.3849/2336-2995.21.2012.03.030-047 The purpose of this article is to deal with Course of Actions development (COA). Attention is paid to ensure a common understanding of COA process. The article broadens the vision and offers deep insights for its readers. Moreover, the war game was described as a method of refining or modifying the COA. It has also been emphasized the commander and staff consider each COA advantages and disadvantages. The Czech Army personnel training and preparation should steadily and deliberately bring improvements into the field of operational planning capability within forces´ command levels. In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive. |
Problems with the Translation of Military RanksInformational pagesPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 89-105 | DOI: 10.3849/2336-2995.21.2012.03.089-105 The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |
