This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

Data analyses using methods of exploratory and inductive statistics nowadays form an integral part of many areas of human activities. The paper is focused on the statistical processing of data using a new application STAT1 that works under Microsoft Office Excel. The explanation is given, the source is stated, and the comparison with alternative application software tools is mentioned. Moreover, the examples of practical utilization of STAT1 in the military area are presented.

This article deals with the involvement of military members of the Czech Army within peacekeeping operations as military observers. It discusses the core of the command and control of peacekeeping operations under the heading of the United Nations. It is focused on the role of military observers and the peculiarities of their tasks, based on the historical development. The special attention is dedicated to selection criteria and requirements for the selection of military observers. The candidates have to be flexible persons with comprehensive educational background. In the conclusion, the author opens the possibility to continue with the theme of military observers by means of a subsequent article based on personal experiences.

This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete.

There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities.

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

The organizational structures are to define and effectively make plans for humane activities (individuals and groups) to meet set objectives. In the Army of the Czech Republic, the organizational structures have to fulfil goals not only on tactical levels, but also it has to connect to superior units. It must be clearly defined on both horizontal and vertical levels. The article is focused on differences in organizational structures of logistics support of some battalions and that of brigade. It compares competences, respective responsibilities, in the area of material management, operations support, etc. The aim of the article is to propose an alternative solution, backed by above-mentioned comparison, for further possible evolution of logistics organizational structures, including professional training and career development of logistics members.

On January 11, 2013, the French army opened the military operation with the aim to halt the progress of Islamist armed groups, controlling north of Mali. The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide.

The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries.

In 2007 and 2010, this Czech Military Review Vojenské rozhledy published several articles, discussing analytical thinking and analytical methodologies in the field of military intelligence. The authors among others mentioned the methodology ACH, Analysis of Competing Hypotheses. The methodology is not suitable only for intelligence, but it can be used further for solving a variety of military decision-making problems. The article in its first part describes ACH philosophy, including some academic considerations both by supporters and critics to this methodology. The second part demonstrates an example of its implementation and usage during support other problems tied with decision-making in defence planning process. The method is simple to explain, but difficult to introduce to real practice. The article explains both the theory and modifications of ACH and underlines some pitfalls connected with putting methodology into practice.

The role of civil-military cooperation (CIMIC) is increasing in the post-modern wars (operations). CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation.

Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

In this article the author thinks over one of many variants the mortar units could be deployed into battalion combat task forces to support developing operations. It is a process of gradual compatibility with the units of North Atlantic Alliance and modernizing mortar weapons system with regard to prospective personnel reductions. It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.

The article is concentrated on explaining the most important provisions during the preparation and control of shooting procedures, targeting, effective fire, namely during shelling with reference to depth and width of target. First, the authors introduce security regulations, followed by main features of fire control: meteorological preparation, ballistic preparation and other elements of fire. Mortar battery uses distributed fire by platoons, sections or lines. The authors offer several fire tables, schemes, and artillery charts. The basic requirement for deployment of artillery is its effectivity, which presupposed flawless knowledge of shooting rules and their masterly implementation in practice.

In the Czech Republic, the schooling of security experts is broken into fragments, i.e. into many fields of study, which go beyond security politics. The state of affairs can't be regarded as satisfactory. The first step is the Resolution of Czech Security Council No. 32/2007, Common Minimum for Security Experts, which put a proposal to introduce security issues into teaching programmes in universities and institutions of further education, so that such institutions could obtain accreditation in this field. This minimum is specified namely for undergraduate study; graduated security studies ought to be more specialized. Political scientists involved in the study of security policy should attempt to devise solutions for problems of public concern. Security study covers issues such as non-military threats and risks, proliferation, pollution, natural disasters, mass migration, economy risks. It is tied with international relations, foreign policy and national security strategies.

At present, we pay great attention to alternative methods of teaching and learning foreign languages. Actually, it is difficult for language instructor to choose from among them. This article is a sort of hint to help teachers to pick up the most suitable one. Reciprocal teaching has its prominent position, namely in the field of reading with understanding. There four basic strategies: prediction, questioning, clarification, summarizing. During socio-cognitive conflict, in discussion, the language knowledge of learners (students) is pushed up and higher, learners are mutually influenced in social interaction. This learning process is sometimes recorded, monitored. The role of a teacher is multifaceted, indispensable and very demanding. New security threats ask for the transformation of NATO alliance, in the background of political Islam or the recent Russian-Georgian conflict. The contents analysis of presented papers points to main hidden problem lying behind all security questions: whether the U.S. would be able to continue in its role as a world leader, explicitly owing to American economy difficulties, e.g. today's financial and mortgage crisis.

The author analyses the impact of the Order of the MOD (1/2007) on language training within the Czech Armed Forces. He examines the situation before and after the publication of the said order and makes recommendations how to optimize the system. He supports his recommendations by empirical data gathered in the preceding eight months at the DLI- Defence Language Institute (ÚJP-Ústav jazykové přípravy) Vyškov and its subordinated branches. The results reached lead us to genuine optimalization of departmental language training. The contemporary system of language instruction, without any amendment, could exist even in the future, but it will not be as effective as it could be.

The University of Defence Brno belongs to non-philological schools of technical nature that not only offers training for military specialists, but also puts stress on foreign languages. Unlike many civilian technical graduate schools, it takes over the responsibility for language preparations and therefore studying languages is obligatory both for bachelor and graduate degrees. But in this article the authors are more concentrated on bachelor's programmes. They summarize students' answers to various questions collected at the Faculty of Military Technologies (English language, 300 teaching units), and the Faculty of Economy and Management (two foreign languages, 180 teaching units for every language). There are many elements influencing the efficiency of teaching, the authors analyze some of them and make several recommendations how to improve the space for individual language drills.

The Implementation of E-learning for English Language Teaching in the General Staff Course at the University of Defence in Brno

The article deals with the state of English e-learning on the premises of the University of Defence. The authoress introduces some pages of the electronic materials used for the General Staff Course as an example of modern methods of learning English. She explains the basic principles of the work with these exercises. There is also mentioned the military English interactive CD-Rom that was published last year and is used as the electronic support for learning military English; and also a new CD-Rom that is being developed now is mentioned because it will be used for the General Staff Course participants as well. Because of the fact that Czech military personnel are expected to serve in multinational operations, this interactive CD-Rom will make their language training easier. In the last part of the article, the opinions of the General Staff Course participants on using e-learning materials are given on the basis of questionnaires.

This article deals with the problem of theoretical base of reflective teaching methods and illustrates practical examples and recommendations of experienced language teachers. In detail it explains the structure and principles of this educational concept, and defines differences from regular teaching methods. The authoress explains both teaching and learning through critical reflection practice, how to develop critically engaged learners. She explains how to gather information on students in class in charge, and enumerates questions to be answered. Reflective thinking by means of feedback enriches both students and teachers. "Reflective" teachers are able to monitor, criticize and defend their own activities, planning, implementation and assessment language programmes and instructions. fl

How to master foreign language? There are many methods the teacher can use. The authoress enumerates at least the most important ones: grammatical-translation method and communicative language teaching. Both methods are subdivided into smaller groups, emphasizing different aspects of teaching. The second method puts the stress on communication in practical life. The teacher is only a mediator, learners (students) take over responsibility for mastering foreign language. The language is used prevalently in tangible social context. This method could be called "natural approach". The language acquisition is hard and demands extreme efforts. It is 206 never ending process, assuming perpetual repetition of gained knowledge. At the end the authoress (language teacher at Komorní Hrádek Institute) describes her own experiences with learning foreign language.

Monitoring English Proficiency of Students at FEM Defence University

English is one of official NATO languages, therefore at the Defence University belongs among very important subjects. The Centre of Language Preparation took over ELT (English Language Teaching) in all faculties of Defence University, so did at FEM (Faculty of Economics and Management). This paper is dealing with students' proficiency monitoring in ELT and the factors that could influence their results during their language preparation. The authoresses have been monitoring bachelor programme students from the very beginning to the final university terminology exam in English language. The teachers' teams from particular faculties of the University of Defence observe in their research the students' progress for which the questionnaires data were used. The recommendations provide guidance for improving and making more uniform procedures for screening and entrance testing prospective students of the Defence University

Continuous Assessment of Students in Language Preparation at the Defence University Brno

The academic year 2006-2007 is an important milestone for the Defence University, as the freshmen are asked to have relatively high entry knowledge of English language. The concept of English entry tests had to be changed, i.e. entry tests are at the level STANAG 6001 SLP 2. For practical purposes, speaking and writing knowledge of all applicants can't by tested, therefore new test patterns cover only listening and reading (level SLP 2). This represents an extra burden for the staff of the Centre of Language Preparation, influencing language training and testing. The new curriculum was formed, accredited in UNIcert system. It has been implemented for students in the first grade of the Faculty of Military Technologies. This curriculum reflects speaking knowledge at the level STANAG 6001 SLP 3333 and opens the road to European Certificate of English Language.

E-Learning: A New Element in Language Instructions at the Defense Language Institute in Vyškov

The article describes certain findings obtained during the introduction of new methods in the teaching of English language courses organized at Defense Language Institute, Vyškov. It outlines possible problems, which will have to be addressed before the wider exploitation of e-learning in language education for the MoD. It expresses the optimism that e-learning will find the rightful place, especially in the realm of distance learning, as well as support of the administrative and command authorities. The dynamic development of e-learning is prevented only by the barriers of legislative provenance, as military computer network must be protected and secure. The leading authorities are searching for suitable connecting of users that are not only passive participants, but they must be tested and instructed.
