Review of the Author's Monography PROCHÁZKA, Josef and Pavel NEČAS. Approaches to Security and Defence Strategy Formulation.

The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used.

The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers.

Official objectives of war on terrorism are as follows: we must face theorist threats, prevent terrorist strikes; suppress the power of terrorist groups such as al-Qaeda. War on terrorism is not a classical or conventional warfare; the term is wide-ranging, covering longterm strategies of national importance. The war on terrorism and employed means are also a source of controversy. It is a question of adequacy of used tools. It is necessary to implement the new strategy of improving conditions in Muslim countries to eliminate their background supporting negative religious and political attitudes towards democracy. Outlined ways of "smoothing edges" in economical, social spheres can noticeably change hateful attitudes of Muslim population towards values of Western democratic society.

The paper discusses the correlation between methodologies of conflict analysis and dynamics of international security environment and highlights the need to tailor these methodologies to the rapid sequencing of world events. The analytical approach starts with an overview on the general theory of conflict, whereupon the author focuses on the most widely used models of contemporary conflict analysis and summarizes the way they approach the same conflict, namely the recent events in Ukraine, in order to illustrate the advantages and disadvantages of each model. The final part of the paper develops, instead of conclusions, the correlation between the two analysed items and the way in which specific components of the methodologies can be adapted to the development of main characteristics of the international security environment.

The contemporaneous security environment is more diverse, dynamic, interconnected and far less predictable than ever. As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

The article deals with the development of Czechoslovak military aviation in the period 1920 - 1939, as it was presented in the journal Vojenské rozhledy. The author focuses on the most interesting articles, which he complements with his own observations and opinions. He is directed on articles that affect mainly the doctrinal aspects of the development and activities of the military aviation, as an independent kind of Armed Forces, in defence of the state sovereignty of Czechoslovakia. The article is supplemented with information on the capabilities of the military Air Force immediately before the annexation of Czechoslovakia by fascist Germany in 1939.

The paper presents selected knowledge and findings of the sociological survey, which was focused on identifying the needs and problems of modern war veterans leaving the military service in 2018. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers' problems and needs, especially before leaving military service.

The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution.

The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

The article is focused on assessment of the model of competency to lead others for graduates of the Faculty of Military Leadership of the University of Defence. This competency to handle the initial demands of a command post, to which graduates of the Faculty of Military Leadership may be enrolled immediately after their studies. The main aim of the research was to define, structure and evaluate the model of competency to lead others for the graduates of the Faculty of Military Leadership based on the experiences of the commanders which serves in the Army of the Czech Republic. Questionnaire survey of own construction for two groups of respondents (young commanders and their closest superiors) was used to obtain the data. Those data were evaluated by parametric and nonparametric statistical analysis. The results of the analysis showed that abilities defined in the model of competency are used in daily military life by addressed commanders.

The article is focused on operations of autonomous artillery weapon systems and possible requirements on survey units and their equipment. In the light of perspective purchase of artillery weapon systems it is necessary to analyze the character of operations of these systems and determine requirements on preparation of position areas. Goal of this article is to describe the character of autonomous artillery weapon systems operations in terms of functionality of individual components of navigation unit and based on this to set the requirements on survey units equipment. As the main method authors used method of scenarios where were as a scenarios determined individual variants of navigation system functionallity. Output of this article is determination of requirements on survey units equpment used for geting information about position coordinates and directions.

Recently, on pages of this Military Review, several authors wrote about new scholarly discipline, the securitology (Josef Janošec, MR 3/2007). The author would like to add several ideas to this new discipline, inspired among others, D. Meadows, Limits to Growth, P. Kennedy, The Rise and Fall of the Great Powers, R. Robertson, Globalization: Social Theory and Global Culture, Albrow, M. The Global Age, and many others. Today's world actors, the U.S., People's China, Russia, India, Iran, are in their roles accompanied by institutions, such as the Unites Nations, European Union, NATO, International Monetary Fund, the World Bank, multinational monopolies, etc. Among key actors also belong established international terrorism, international crime. The common outlet of those megatrends is emerging New Multipolarity, new picture of world's configuration. Among others, at the end, the author calls for good relations with Russia, otherwise we might face energetic crisis (energy aspect of security).

The article discusses the history and present state of instruction in the Arabic language in the Armed Forces of the United States and the United Kingdom within the context of their engagement in the Middle East. The analysis of the evolution of institutions tasked with Arabic language instruction since the end of the World War II mainly addresses the issues of fast language-capacity building and the cooperation between the Armed Forces and the academic sector. The main issue in state-organized instruction in non-standard languages is a discrepancy between the required long-term nature of building of linguistic capacities and an immediate need of states addressing new regional challenges requiring a specific knowledge of new languages.

The overall purpose of this paper is to describe the way the Alliance and the also the Czech Army is going to apply the leverage of powers while conducting operations in the future. The article shows in details that the relative combat power analysis requires an assessment of factors either directly or indirectly affecting the potential outcome of the operation. In order to improve military knowledge and operational thinking within the Czech Army it is recommended to improve the quality of officers' military training and personnel preparation in accordance with Czech MoD White Paper on Defence. The views expressed in this assessment are those of the author and do not reflect the official policy or position of Alliance or the Czech Ministry of Defence.

The aim of the text is to present the approach to assessing the military potential of the state as well as the will or possibilities to be used to achieve national strategic interests or power objectives. This approach is methodologically based on the sectoral analysis of the state's power potential and its possible projections in the construction and use of armed forces. The described and used approach in the Ministry of Defence of the Czech Republic is applied to the current Russian Federation and its military or power activities

Partisan and paramilitary groups operating on Colombian soil have been representing a serious regional security threat for the last fifty years. The most successful attempt to conclude a peace treaty between the government and the insurgents is represented by the peace process that took place between 2012-2016. This process resulted in the agreement between the colombian government and the guerilla group Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo. This paper deals with the dynamics of the of the peace processes between the government and guerilla groups and analyzes the factors contributing to the escalation and deescalation of the conflict and factors that enabled or on the contrary disabled a successful demobilization of the insurgents. The analysis of the demobilization uncovered a number of factors indicating a contradictory acting of both sides of the conflict. While the adversaries were negotiating the peace agreement, in the same time they were violating the previous agreements. Such behaviour was caused mainly due to the absence of a strong sponsor.

The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures.

Research into the use of structured analytical techniques has shown that analysts use specific structured techniques to achieve better analysis results than using traditional intuitive approaches. The experiment was based on solving the analytical tasks of two intelligence scenarios in a set of 32 people. To verify the null hypothesis, a chi-square test of independence was performed at a 5% significance level. In the control/intuitive and experimental/structured technique groups, responses were evaluated in four criteria, in an overall qualitative intelligence analysis, in rank corps, depending on the time of service and education. The number of correct answers was the highest in the experimental group when dealing with the intelligence analysis criteria for both scenarios. Improved analysis of the experimental group in the second scenario solution was statistically significant. The null hypothesis, using structured methodology improves qualitative intelligence analysis, is not rejected. In the experiment, other test criteria are below than the critical value. The results of the research have shown that the success of the problem solution is influenced by the correct use of the Hypothesis Testing technique. The use of structured techniques depends on the level of knowledge and the type of intelligence problem. At the same time, the conduct of research has shown the influence of analysts' cognitive biases.

This article describes the basic terms used in prognostics (future studies, forecasting the future, prognosis, prediction, expert) and introduces selected prognostic methods and techniques which could be applied in security area (brainstorming, focus group, trend extrapolation, Delphi method, scenarios etc.). The basic classifications and prognosis typologies are mentioned as well. Particular phases of prognosis making are described too. For the Czech security community the prognosis making has an important potential whose outcomes (of particular surveys) should be manifest in following years. This text has only tried to outline selected methods and techniques for their potential application.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.
