Black Sea Dimension of Ukraine WarReviewed - Reviewdoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 6-23 | DOI: 10.3849/1210-3292.25.2016.01.006-023 The article is based on the positions of neo-realism, namely in the works by S. Walt and J. Mearsheimer. It characterizes the key actors of the war in Ukraine, which is a result of a long-term geopolitical competition between the USA and RF in the Black Sea region. The NATO enlargement in the area is classified as a non-coercive Expansion by Invitation (articulated by the elites of the former member states of the USSR and Warsaw Pact), which has provoked growing irritation of Russian political and military elites and the following hybrid war with dramatic international consequences. Last but not least, the article analyses military incidents and resulting security threats and challenges. |
The Consequences of the Bundeswehr Mission in Afghanistan for German Military Engagement AbroadReviewed - ReviewPhDr. Pavel DvořákVojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 24-43 | DOI: 10.3849/1210-3292.25.2016.01.024-043 This article focuses on answering the question to what extent did the German foreign and security policy change, based on the ISAF mission in Afghanistan, especially when it comes to military deployment abroad. The author identifies and analyses the consequences associated with the German experience in Afghanistan and their influence on the current and future deployment of German armed forces abroad. The attention is given to the German strategic culture of "civilian power" and the question, if Germany still fulfills the attributes connected with this theoretical concept. The author verifies this assumption by means of the role theory concept, which helps to understand the behavior of Germany on the international level. |

Research of Al-Qa'ida Has Never been Easier: an Overview of the Sources of Primary DataNonreviewed - OtherMgr. Petr ZelinkaVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 46-60 There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida. |
The Animals and TerrorismInformational pagesIng. Hana VlachováVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 155-163 Animals have been used for military purposes from the ancient world to nowadays. Horses, elephants, mules and camels were carrying supplies and took part in battles. Dogs were trained for securing livestock and military camps. Soviet army used them as live mines during World War II. The U.S. Army explored the possibility of using bats as live incendive devices. Even the terrorists could use animals for destroying chosen targets in the same way armies used to do. The deployment of animals would be advantageous for any terrorist group because security forces would not expect this kind of attack. Up to now, there have been just a few cases of abusing animals by terrorists, e.g. for bomb laden mules or dogs carcasses which hide explosive devices. But animals could also help with the fight against terrorism, for example dogs or bluegill fish. |
WikiLeaks Case and Its Reflections in World's Security CommunityInformational pagesPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 129-137 Czech dailies and weeklies publicised their analyses of the diplomatic dispatches released by WikiLeaks. Some were concerned in world's politics, but higher attention was paid to 1,271 dispatches from Prague. According to the dispatches, the U.S. Navy wanted to purchase 23 Russian anti-ship missiles to obtain the weapons from Belarus through Ukraine, with a Czech arms dealer. However, the Czech government decided to derail the plan by not granting the Czech middleman the needed permission to export weapons from a dictatorship like Belarus. Various cables also detailed a dispute in the area of arms technology. Some observations from the dispatches dealing with characteristics of Czech prominent politicians are amusing. Overall, the United States evaluated the CzechRepublic positively, as an economically mature country and as an ally. |
Why to Afghanistan? Skills, Money or Ideals?Reviewed - ResearchMgr. Jitka Laštovková, Ph.D., plk. PhDr. Kateřina BernardováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 40-50 | DOI: 10.3849/1210-3292.23.2014.04.040-050 The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |
Strategy and Strategy Culture in the Early 21st CenturyNonreviewed - OtherDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 142-151 Strategy and strategic culture influence everyday lives of soldier and military units, as well as the system of their preparation for combats. In case of wars, they have a decisive impact on the destiny of civilian population. The strategic culture of every state has its national, international and historic dimensions. The article explains the criteria of militarism, because those phenomena were typical for a history of some states. First and foremost, backed by the analysis of a dramatic development of the strategic culture of the US during the first decade of the 21st century, the article concludes and explains its core and importance for our contemporary world. |
Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |

The Position of the Russian Federation to Western Military Interventions in 1999-2011Reviewed - ReviewMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 22-41 | DOI: 10.3849/2336-2995.22.2013.04.022-041 On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011). |
Perception of Security Threats in the CBRN Sphere: History and ChallengesReviewed - Reviewpplk. Ing. Pavel Otřísal, Ph.D., MBAVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 46-64 | DOI: 10.3849/2336-2995.22.2013.01.046-064 The period of the beginning of the 21st century is typical for the situation characterized by minimization of a global conflict and by decreasing risks of a direct aggression among neighbouring countries. Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |
NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |
Jan Eichler: International Security in the Era of Globalization. (Informative review)Book reviewVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 191-195 This is another publication by Mr. Jan Eichler. It consits of three parts: the fi rst one defines nearly three dozens of basic terms in the field of security, the second one deals with wars in the 90?s, and finally third part concentrates on terrorism. The book has evidently pedagogical bias, with explanatory character. Under the influence of foremost sociologist Ulrich Beck, Jan Eichler interprets risks as ?social phenomena? derived from threats. The author also evaluates wars in Africa, Asia and Latin America, in Serbia or the Persian Gulf, which took place in 1990-2001. There were 120 armed confl icts, with 94 % victims from among civil population (compared with 50 % of WWII and 15 % WWI). In those wars bellingerent parties deployed weapons of all sorts, with the exception of WMD. As far as international terrorism is concerned, the author sees as its primary characterists the absence of warning before terrorist attacks are accomplished. |
Armed Forces and Ethnic Riots in Central EuropeReviewed - ReviewDoc. JUDr. PhDr. Miroslav Mareš, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 132-142 | DOI: 10.3849/2336-2995.22.2013.04.132-142 The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio". |

Reflections over Syrian Conflict in the Czech RepublicReviewed - ResearchDoc. JUDr. PhDr. Miroslav Mareš, Ph.D., Mgr. Michael MuradVojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 132-142 | DOI: 10.3849/2336-2995.22.2013.03.132-142 This study deals with the responses to recent Syrian conflict in the Czech Republic. The authors introduce particularly activities inside Syrian diaspora, actually formed during the time of communism. Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic. |
Twenty Years of the Army of the Czech Republic: How to Go On?Nonreviewed - OtherIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 48-58 The main characteristics of the Armed Forces of the Czech Republic-leadership, organization, doctrines, personnel and its preparation, weapons systems, material, infrastructure-has been continuously adopted since their creation in 1993. This article analyses three main strands of this process: the first one constitutes the changes in the global security environment and their impact on the role and tasks of armed forces. The second strand reflects the marginalisation of security and defence policy agenda, influencing the instability of armed forces. The last strand focuses on the growing role of international organisations during the provision of security and defence of the Czech Republic. In summary, the author identifies main challenges ahead for Czech political and military leadership. |
The Conceptualization of CyberterrorismReviewed - ReviewBc. Jakub DrmolaVojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. On Command Problems in the Army of the Czech RepublicNonreviewed - OtherIng. Pavel Zůna, MSS., Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 109-118 The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out. |
A Small War with Large Possible ConsequencesReviewed - ReviewIng. Martin KollerVojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 150-167 | DOI: 10.3849/2336-2995.22.2013.02.150-167 On January 11, 2013, the French army opened the military operation with the aim to halt the progress of Islamist armed groups, controlling north of Mali. The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments. |
Preparation of School Youth in the Czech Republic for EmergenciesNonreviewed - ReviewMgr. Libor Kirsch, JUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 168-181 The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |
Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
