Arabic for the Purposes of the Armed Forces in the United States and the United Kingdom

The article discusses the history and present state of instruction in the Arabic language in the Armed Forces of the United States and the United Kingdom within the context of their engagement in the Middle East. The analysis of the evolution of institutions tasked with Arabic language instruction since the end of the World War II mainly addresses the issues of fast language-capacity building and the cooperation between the Armed Forces and the academic sector. The main issue in state-organized instruction in non-standard languages is a discrepancy between the required long-term nature of building of linguistic capacities and an immediate need of states addressing new regional challenges requiring a specific knowledge of new languages.

Applicability of Former Soldiers at the Labour Market

The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article.

Information Operations on the Background of Contemporary Armed Conflicts

The article presents the theory of information operations on the background of contemporary armed conflicts in Ukraine, Iraq and Syria. In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts.

The paper deals with the ministerial officials of the Czech Republic. Using large-N survey on the Czech ministerial officials and in-depth interviews with them, we are exploring the role of social scientific knowledge, which use ministry officials. Based on results of the empirical research are drawn comparative conclusions concerning the ministry of defence and other ministries.

This article deals with the Czech defence industry and its role in the defense policy of the Czech Republic. The basic goal of the text is a short introduction to abilities of the Czech defence industry and answering the question if and how it is able to fulfil the demand of the Czech defence sector for an armament and a military gear. Basic items needed for a military capability of soldiers on a field and the ability to develop and produce them at the Czech territory is mainly examined.

Space applications and use of satellite data became an important tool for production and development of many companies and institutions, as well as indispensable part of our daily lives, when using e.g. satellite navigation or TV broadcasting. Proper functioning of those services, however, requires the security of space assets at the orbits, their ground stations and the transmition links. The basic threat for space assets is the growing number of debris at the orbits. Space Situation Awareness has a growing importance and sharing information among all main space actors becomes a pre-requisite. Efforts to agree on common guidelines to mitigate possible risks related to outer space activities are made both within the UN and the EU as well as among all space agencies.

This article deals with one of the approaches to command - Mission Command - which can be seen as a dominant command philosophy in NATO nations and especially in the United States. This approach is considered as a very important in terms of possible responses to the challenges having impact on current and future security environment. Respective parts of this article describe the military causes and related historical consequences based on which the mentioned command philosophy had been constructed. The relevant parts describe basic principles of Auftragstaktik, developed and implemented by Prussian and later on by German military leaders which aim is to emphasize centralized intent and dispersed execution through disciplined initiative.

The authors present the results of the research on the Lessons Learned process applied within the Ministry of Defence of the Czech Republic. The main purpose of the article is to introduce the proposal of the process optimization to readers. The paper describes the process in detail, and this description is used to identify procedural shortcomings exploiting the process analysis method in terms of factual and logical accuracy of the process. The following part of the article presents the results of the comparative analysis of the chosen Lessons Learned processes. The result of the comparative analysis allows authors to make in an innovative way suitable recommendations for optimizing the current state of the whole process of Lessons Learned. Based on the analysis of the educational programs, the paper proposes to include the subject of the Lessons Learned process into the learning outcomes, especially from the perspective of competency based approach to education.

This opening study is written by two authors, members of Centre for Social and Economic Strategies, Faculty of Social Sciences, Charles University Prague, which is an interdisciplinary research and education unit engaged in the development of theory, methodology and practice of exploring possible futures, and the application of analyses and forecasts in decision making. The authors propose to supplement prognostic scenarios by the so-called wild cards that represent something unpredictable, extra players or actors taking part in a global politics. They compare wild cards of 2001 with the present-day situation, and then predict state of affairs till 2040, among others, the islamisation of Europe and hispanisation of the United States. The purpose of this is to promote dialogues between military and security experts, politicians, civil servants, civil sector activists, as well as individual citizens.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

The fire support is an inevitable prerequisite for the success of combat forces in land military operations and artillery is its key provider. Will it be even in a future complex and uncertain operating environment? The article recalls high requirements on the current ACR artillery and with the use of the Alliance partner's findings, it points to selected aspects that might influence its capabilities development towards the future operations. The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. It discusses the issue of an operational concept and its importance for the future ACR artillery, together with introducing main trends in areas of its potential development.

The paper deals with cyber security, cyber defence and operations in cyber space. It follows earlier performed analysis of cyber defence tasks and proposes distribution of competencies among key players. The required capabilities are derived from tasks determined by legislation, NATO and EU commitments and earlier developed strategic and operational scenarios. Comparing required capabilities and an actual state, a solution harmonizing defence in cyber space with defence of the Czech Republic and ensuring the cyber space defence and integration cyber capabilities into common operations conducting is proposed.

The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders.

The issue of terrorism is becoming increasingly important on the level of social, economic, political and security. The threat of terrorism affects at the same time, societal and cultural events. Professional and academic discussion addresses the causes and possible consequences of this phenomenon. To understand the implications of terrorism, it is necessary to look at this issue from the perspective of terms of its financing. This review study aims to define the term financing of terrorism on the one hand, but also to identify possible sources of financing of terrorism, including the most used payment methods by terrorist organizations. This study also leads a discussion on the efforts and effectiveness of the various authorities in the fight for detecting terrorism, especially in relation to the detection of its financial flows. The study also defines the possible pitfalls in the fight against terrorism and detecting its sources of financing and attempts to outline possible alternatives while increasing success in this fight.

This paper provides an introduction to the quantum radars that can cause a revolution in the modern warfare in the near future. The goal of the paper is to present basic principles of quantum radars without deep knowledge of quantum mechanics, where its properties and phenomena important for the quantum radar will be outlined. After the physics introduction, the three basic designs of how the quantum radar could work will be presented as well as their advantages. In more details, the main benefits of quantum radars including higher quantum radar cross section and more difficult jamming and localization will be discussed. Next, the state-of-the-art research, the important technologies for quantum radar and its other applications will be commented. Finally, the time scale of the first prototypes and the role of the quantum electronic warfare will be discussed.

The paper deals with cyber security, cyber defence and operations in cyber space focusing on the department of defence. Tasks implied from the Czech Republic's, NATO's and European Union strategic documents and roles of participating subjects have been analysed. Four scenarios as another source of identified tasks were created and used to describe possible situations requiring cyber defence capabilities. The presented analysis is a prerequisite for specifying required capabilities, and a proposal how to assign roles, responsibilities and required capabilities.

This article discusses the issues of the Czech military diplomacy carried out by military, air, naval or defence attachés accredited in foreign countries in order to uphold the national security and defence interests. The aim of the article is to present a synthesis of findings from both analyses and their application while conceiving a proposal of methodology for military capability assessment of Armed Forces of the Czech Republic. The proposed approach to capability assessment stems from principles of the NATO´s J-DARTS (Joint Defence Planning Analysis and Requirements Tool Set) and EU´s SAEP (Scrutinising, Assessing, Evaluating and Prioritising Process) when the main attention was focused on the phase of matching current capabilities of force units against capability requirements, follow-on identification of shortfalls and their prioritisation. The degree of priority should primarily qualify the level of operational risk stemming from potential engagement of force units in an operation.

Outplacement in the Defence Sector Environment

The article deals with ways to help soldiers with the integration into the labour market after leaving the military service. Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation.

The article deals with the topic of scenarios in relation to their significance, internal structure development and the way of elaborating scenarios following links to security threats and mission types. Article describes possible way of structuring set of scenarios reflecting security threats stated in The Security strategy of the Czech Republic and corresponding mission types. Main methodology exploited during the work with the topic of scenarios was document analysis, which resulted in finding, that scenarios don't enjoy appropriate attention in the defence resort of the Czech Republic, scenarios are not elaborated and thus not exploited. The article deals in the conclusion with propositions aiming at elaborating scenarios with purposefull internal structure, elaborating security threats and reflecting mission types.

The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

Economic Aspects of Passenger Vehicles Operation in Defence Sector

The article deals with economical aspects of operation of the military vehicles designated for the transport of persons in the competence of the defence department. In the beginning of the article basic concepts are defined, types of vehicles, and current structure of fleet of the sector. In addition, all passenger vehicles and buses exceeds the national average age in 2015. A more detailed analysis showed that the MoD makes the procurement of new vehicles in cost-effective way, and the structure of these purchases began to predominate significantly cars with diesel engines in the last ten years. However, the lack of monitoring of the total costs of operating vehicle use all cars unevenly, and fleet renewal is realized in low volumes. Although the data in the article are reported to and including 2015, evaluated the development and evolution of this trend persists until today.

Development and Change of the Concept of Hybrid War

The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

The recent public poll "Transatlantic Trends" indicates descending popularity of NATO among new member nations. The author (among others, the former deputy to the Slovakian National Assembly and the Council of Europe) calls upon discussion on this topic. He reminds that the primary purpose of the so-called Visegrad Group (V4-the Czech Republic, Hungary, Poland, Slovakia) was to join the North Atlantic Treaty Organization. He offers his views on such a diverse and stimulating array of Euro-Atlantic defence and security related issues, related to the building of new European security architecture. We must bear in mind that no one can expect any single nation, even including the only remaining world superpower, to address all the diverse and transnational risks of the 21st century alone. Therefore, the EU/ V4 need to keep ties with NATO as NATO links US global power to the regional capabilities of the European allies.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

From Subcultural Groupings to Actors of Hybrid Warfare

This article deals with transformation of several categories of subcultural groupings to real or potential actors of hybrid warfare. It is based on trends and events related to the Ukrainian crisis and to the new Russian power projection in Central and Eastern Europe, as well as on the reaction of governments and societies which are threatened by this way of warfare and politics. Research on subcultures and research on strategy and conflict form the conceptual framework of the article. The author analyses the role of military re-enactment groups, bikers, football hooligans and other youth subcultural groups. The risk analysis serves for an assessment of the current impact and a possible future development of the researched phenomenon.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.
