Framing of Task Forces as an Outcome of Transformation of Force Using Scenarios into Capability Requirements

The aim of the article is to broaden scientific discussion held within the defence and security community on methodological approach to scenario development process. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process.

The purpose of this paper is to present some particularities of mission command during the conflict in Ukraine. Intended as a  framework of analysis, it describes the ways in which the involved parties manage warfighting from the perspective of practicing mission command as a method to enhance military effectiveness. Using qualitative methods, combining literature review, critical analysis of relevant resources, comparative analysis and indirect observation, the findings are related to aspects of mission command that are critical for enhancing operational and decision-making resilience, through identifying and examining various situations involving Ukrainian and Russian military forces. At the same time, the results of the study highlight some potential ways of innovating the principle

In this article the author thinks over one of many variants the mortar units could be deployed into battalion combat task forces to support developing operations. It is a process of gradual compatibility with the units of North Atlantic Alliance and modernizing mortar weapons system with regard to prospective personnel reductions. It is important for joint commanders to be familiar with this kind of combat support, so that they could use it effectively in land operations.

Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

Requirements for engineer information in water crossing

The work deals with the issue of engineer information, which is necessary for the planning of water crossing, and which can facilitate and speed up the proces of operation planning with the assistance of the staff members of engineer specialization. At present (2019) there is no application software development of engineer support tasks (hereinafter APV ŽEN) within the engineer command and control subsystem AČR, which would take into account the problem of water crossing by troops. The aim of the article is: to analyze the gathering of engineer information for water crossing and to describe it on a specific example of the Morava river, to identify the possibilities of water crossing by forces of AČR, to propose a map base for APV ŽEN, which will be supplemented by engineer information from Povodí s.p. and Motorway and Highway Directorate (hereinafter ŘSD) and to define measures that will support the availability of engineer information in water crossing.

Accurate meteorological data is crucial for precise artillery fire, yet its availability can be compromised in combat conditions. This study investigates the impact of limited meteorological information on artillery accuracy and explores potential mitigation strategies. By analysing upperair data from a single weather station, we simulated various scenarios of reduced meteorological support. Our findings highlight the significance of meteorological factors on artillery performance and the potential consequences of inadequate data. We developed a foundational framework for offline artillery support products, emphasizing the need for robust methods to estimate atmospheric conditions in data-scarce environments. Future research will focus on incorporating advanced modelling techniques and additional data sources to enhance the accuracy and applicability of these products.


Possibilities of Using Ground Robotic Systems as an Element of Protection of Static Military Objects

The article deals with the possibilities of protecting the outer perimeter of static military facilities using ground-based unmanned systems that can complement the already existing protective elements. The conclusions reached and theoretical assumptions were experimentally verified in the field during the protection of a small base, using UGS Taros Furbo and Tactical Decision Support System calculations. The protection routes calculated by the system were then practically implemented by dismounted patrols and autonomous UGS Taros Furbo, focusing on terrain traversability and time of overcoming. The main objective of the paper is to present to the military public the current possibilities of deploying UGS Taros Furbo in the protection of static military facilities such as command posts or bases. Their use can significantly reduce the requirements for the deployment of dismounted patrols to protect the outer perimeter.

The artillery of the Army of the CR is indispensable part of Czech armed forces. It will take part in operational activities, in the frame of EBAO concept (Effect Based Approach to Operations), acting in contact with various task forces. To meet those objectives, it must reach highest level of modulability. The article depicts all variants of effective augmentation by artillery firepower, artillery reconnaissance, and close artillery support. It enumerates all possible combinations of this reinforcement. Backed by those acquired specifics, the authors further extrapolate demands for automated control system of artillery fire support.

The article describes CBRN EOD capability, which is one of the developed areas within the scope of the Czech Armed Forces Chemical Corps. It depicts CBRN EOD in the context of operational use of chemical troops, introduces an option of appropriate task force and mentions basic operational requirements to ensure safe proceeding at the incident site. It highlights the importance of common training and interoperability amongst participating units. The article derives from NATO written sources, national operational procedures and expert views of interested persons.

Development of a Methodology for Improving Urban Operations Capabilities

Most experts believe that urban operations will gain importance in the future, but even though we have sufficient examples and experience at hand, we still struggle with the development of the necessary skills and capabilities. The resulting gaps are a combination of different tasking and shrinking resources in the past decades, the difficulty of training for and a mere misunderstanding of the urban environment and harmful innovations - we seem to find ourselves always in the beginning. Fighting in isolated "prisms of responsibility" requires flexible task forces with all necessary enablers at hand and well-trained commanders exercising mission command and understanding their role, task, and the purpose of action. Mastering the urban environment on all three levels of movement is a very challenging task and requires focused attention on various aspects, inter-actor interaction and interdisciplinary research and development. The development of a methodology suitable for looking into the hidden aspects and contextualizing them with current activities and future developments is key to capability development.

The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

The Bucharest Nine Part of NATO's Eastern Flank: an Analysis of Military Investment on Equipment

An important part of NATO's deterrence and defence role is its military presence in the eastern part of the Alliance's territory, represented by the Bucharest Nine (B9). The ability of this group to fulfil its strategic mission depends on the condition of the military equipment at its disposal. The number of pieces of military equipment and their combat capability are determined by the investment in military equipment. In the context of the pledge to spend at least 20 % of total defence expenditure on military equipment, it appears that between 2004 and 2022 there is a steep increase of defence investment gap, followed by a partial absorption of the investment gap after 2014. The investment gap is reflected in the volume and condition of military equipment. Rising spending in recent years is positively reflected in the increasing volume of acquisitions for new military equipment in all B9 countries. However, due to the delay, these investments are and will only be reflected in defence capabilities in the future.

The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment.

This article deals with the present state of command and control dilemma in brigade battle groups. It outlines the resources of the rationalization of organizational structures at HQs and it shows their impact on modular design of the command posts. The gradual introduction of NATO Network Enabled Capability (NEC) into Czech armed forces (Bde TF-Brigade Task Force), requires first, changes in the structure of individual components of command and control system; secondly, initiating basic changes oriented towards optimalization command and control structures; third, the preparation of commanders and staffs in the field of information technology, so that they could achieve knowledge and control dominance. At the same time organizational changes raise modification within command chains of separate groups.

The selection of optimal weapon systems is crucial for national defense. Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios.

Possibility of Supporting the Activity of Infantry Units with Combat Unmanned Ground Systems During an Attack Operation

The article discusses the possibilities of joint deployment of combat unmanned ground vehicles with combat infantry units. It summarizes the deployment of these assets in past and present military operations, including the presentation of deployment experiences available from public sources, and examines the joint deployment of an infantry squad with an unmanned ground combat platform during an attack operation. Using a constructive simulation, it presents the results of the deployment of an infantry squad during an attack operation with and without the support of a combat unmanned ground vehicle. As part of the discussion, he develops the ideas necessary for the cooperation of the unit with an unmanned vehicle. The aim of the article is, among other things, to open a debate in the professional community about the possibilities of effective use of unmanned ground systems to support the activity of combat units in military operations.

From Subcultural Groupings to Actors of Hybrid Warfare

This article deals with transformation of several categories of subcultural groupings to real or potential actors of hybrid warfare. It is based on trends and events related to the Ukrainian crisis and to the new Russian power projection in Central and Eastern Europe, as well as on the reaction of governments and societies which are threatened by this way of warfare and politics. Research on subcultures and research on strategy and conflict form the conceptual framework of the article. The author analyses the role of military re-enactment groups, bikers, football hooligans and other youth subcultural groups. The risk analysis serves for an assessment of the current impact and a possible future development of the researched phenomenon.

Possibilities of Developing Medical Support Capabilities in the Area of Chemical, Biological Radiological and Nuclear Defence

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

The assessment of force ratios and battle casualties is a crucial aspect of the military decision-making process. This article evaluates three different tools used by the Army of the Czech Republic at the tactical level: a calculator based on Lanchester's laws, a module within the Battle Information System, and a constructive simulation system. The results indicate that while all tools produce similar outputs, the constructive simulation system offers more accurate estimates of combat losses for both equipment and personnel. Additionally, this system enhances the ability of commanders and staff to adapt to changing scenarios during planning. The primary conclusion is that the constructive simulation system provides a practical and flexible solution for supporting the military decision-making process at the brigade and battalion levels.

The Operating Environment and Selected Functionalities of Intelligence Support in the Czech Armed Forces - Opportunities and Challenges

The article presents selected functionalities of intelligence support in the Czech Armed Forces, which are addressed in the context of opportunities and challenges of the future operating environment. Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go.

Possibilities of Tactical Activities Optimization in the Framework of Engineer Units

The article presents possible approaches to solve problems of finding the optimum state of tactical activities within the level of small Engineer Units. The intention is, by elaborating of the partial engineer goal which is focussed on the area of engineer units' tactics, to develop input data/ information needed for further development of mathematical models of the tactical activities. Subsequently, with the judgement on modelling outputs (applicability within C2 activities of staffs' task force structures) from engineer unit tactics point of view, the article contributes to enhancing all of C2 processes effectiveness. The article also provides us with information about the range of facts relative with problems of selected engineer unit (counter-mobility task forces) deployment planning, and controlling. There can be also found inventory of activities appropriate for optimization.


Effectiveness of Training Using Simulation Technologies in the Training of Students of the University of Defence in Tactical Training

The article deals with the possibility of using simulation technologies in the training of students of the University of Defence in tactical training and seeks to answer the question whether the use of these means brings demonstrable effectiveness by means of an experiment. First-year students in a Field Training course were randomly divided into 42 sections of approximately equal numbers and then assigned to 3 categories based on their use of live and virtual simulation. All groups were assigned points for a specific tactical activity during the final exercise. The total scores of all groups were subjected to a subsequent statistical investigation using a one-factor analysis of variance on the data to examine whether there were statistically significant differences between the groups. Although students' use of modern simulation technology had a perceived positive effect on improving the quality of training, there was no evidence of statistically significant differences between the groups studied using statistical methods. However, the results of the experiment do show to some extent that some differences do exist between the groups and therefore leaves some opportunity to conduct similar, or more extensive research, in an effort to promote the attractiveness of the training process to military school students.


Military or Militancy: How to Navigate Media Objectivity in Reporting on National Security

This study aimed to explore the media’s perception of the military and militant activities, focusing on journalists’ professional conduct and their commitment to the national cause. In-depth interviews were conducted with Pakistani journalists reporting from conflict zones. The findings suggest that Pakistan is engaged in a war on terror and that the media plays a key role in glorifying the security forces in their fight against militants who challenge the authority of the state. Journalists expressed the view that the government and military should take realistic measures to combat this threat. While journalists described militants as terrorists, they also noted that their professionalism is often influenced by patriotism and a national duty to serve the country. However, objectivity remained a key element of their reporting. The media, considered the fourth pillar of the state, should have the necessary freedom to report on conflicts. At the same time, self-censorship was considered necessary to prevent content that could lead to radicalization.

Wheeled and Tracked Combat Vehicles Usage in Operations

The paper deals with the task forces in two levels. The first - a declaration of possibilities of the Czech Armed Forces resources in the operations. The second one - a grouping of recourses established to fulfil a special task, which is not possible to be solved by organic or reinforced unit. The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise.

A War Gaming in the Context of a Computer Simulation of Combat

The war game is a respected tool for commanders' decision-making. Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario.

Perspectives of Clausewitz’s Center of Gravity

The center of gravity in military affairs represents a dominant element of military art, used in the planning and conduct of military operations. The doctrine defines it as the main source of power that provides the actor with his strength, freedom of action and/or the will to fight. This article examines Clausewitz’s concept of center of gravity through selected philosophical perspectives and clarifies its significance in military theory and practice. It presents the doctrinal development of the concept, discusses its context, and concludes that the concept of the center of gravity remains a key doctrinal and practical element of operational art.

Military Surgeon - an Endangered Profession in the Czech Army?

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution.

The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis.

The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them.
