A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |

(LV.): 117-127 Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred. |

(LV.): 22-32 | DOI: 10.3849/2336-2995.23.2014.01.022-032 The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region. |

(LV.): 42-49 | DOI: 10.3849/2336-2995.23.2014.01.042-049 This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world. |

(LV.): 50-80 | DOI: 10.3849/2336-2995.23.2014.01.050-080 This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs. |

(LV.): 81-89 | DOI: 10.3849/2336-2995.23.2014.01.081-089 The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

Backed by their own working experiences from both NATO and EU command structures, the authors describe requirements for geospatial products created at a strategy level, emphasizing the importance of respecting the general cartographic principles. The authors compare the general technology of thematic map production, making use of Geographic Information System, technology, with the technology specific to the strategic level. They also describe the specifics of production at that level, presenting examples both similarities and differences between geospatial support in NATO and the EU. |

The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users. |

In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities. |

The army mission is contextually mentioned as well, explicitly the limits of Czech forces capacity. The paper deals with the form of cyberspace and its characteristics in the context of military operations. It advocates the idea of cyberspace as a war domain, which is presented together with the criticism to such approach. The article concludes with the summary and evaluation of both sides' arguments, taking into account the specific role and abilities of armed forces. |

(LIV.): 3-14 The White Paper on Defence was approved by the Government of the Czech Republic on 18 May 2011. The article describes a circumstances of the document development and its substance and role in the family of the defence strategic documents. In addition, the article highlights some important measures of the White Paper that has been implemented in practice. The author who was a member of the committee, responsible for development, and an editor of the White Paper, responds to some voices, claiming that the document has not come up to expectations and it is not usable for the future of the Czech Armed Forces. The author presents his lessons learned from the development and implementation of the document and describes some recommendations for the future. |

The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments. |

At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law. |

Nonetheless, the occurrence and permanent existence of mass destruction weapons and industrial accidents caused by human beings, natural disasters produced by leakages of toxic industrial materials, are considered as a global problem that determinates not only the activities of national armies, but also activities of civil population. The danger of WMD deployment is especially high at time of danger, when forces are to be used or misused, and terrorist activities might multiply in some world's regions, even in technologically underdeveloped countries. |

The main forecasting theme to be solved are as follows: ageing Czech population as a security problem, corruption, criminality, organized crime as a tool of political and economy instability, the marginalization of Czech Armed Forces in context of globalization and overall European defence, possible threat of the collapse of Czech defence system. |

The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers. |

The process of economization of defence sphere will lead to further decrease in numbers, cutting down redundant materiel, supplies. Such economy measures should produce savings in terms of hundred millions Czech crowns, side by side with the increased potential of the whole military organization. The authors introduce Activities in Defence Sector the CAF model (Common Assessment Framework), based upon the Model Excellence of the European Foundation for Quality Management, expressed by the following formula: factors involved equals personnel times activities (education) times facilities (investments). There are some similarities between army management and business administration, so the economy instructions ought to be part of overall military education and training. |

(XLVIII.): 97-104 The purpose of this article is to point out the problems of long long-lasting stay in different culture surroundings, countries being at war or undergoing post-war reconstruction. It is the question of the so-called multiculturalism, in which an observer must adapt himself to quite a different culture, or to say it better, to affiliate his life with the knowledge and values shared by another society. This empirical survey, together with collected data, is the first of its kind that was carried out in the Czech Republic. The research was done with the use of questionnaires. Even though the poll was taken among the patch of 95 respondents, its results may be extrapolated over other persons, war correspondents, humanitarian workers, diplomats, or members of church missions. |

(XLVIII.): 29-40 At present, when we are at the height of prosperity and affluence, at the same time we face the most impending perils. There are both global risks, cultural, civilizational, military as well as military-political, which may be enumerated as follows: terrorism, proliferation, regional conflicts, states collapse, illegal migration, ecological threats, organized crime, epidemic, pandemic, international armed conflicts. The Czech Republic, as a small state with rather limited resources and military potential, could solve security risks and threats only in the frame of NATO alliance, with the member states of the EU. Our country has been participating in international crises since December 11, 1990, when our federal parliament approved sending 200 volunteers in Saudi Arabia. Czech involvement covers both military and non-military deployments abroad. The new concept of security system of the Czech Republic should harmonize cooperation of all elements of this system and make it more effective and flexible. |

(XLVIII.): 52-58 Asymmetric operations lack some linear qualifications at operational levels and split themselves into dozens of tactical warfares. This type of warfare demands quick analytical thinking tied with intelligence preparation of the battlefield, formulating specific information requirement to fill in the missing elements in information requests. As to technological potential, military intelligence is developing very fast. So, the intelligence analysts transfer the main information burden on various information systems, e.g. JSTARS (Joint Deployable Intelligence Support System), AWACS (Airborne Warning and Control System), ASAS (All Source Analysis System), or JDISS (Joint Deployable Intelligence Support System). But large capacities of those systems gave rise to another logical judgement that leads to different interpretation of intelligence data, i.e. the judgements corresponding to higher levels (operational and above) of analytical thinking. Nevertheless, tactical warfare represents operations of small tactical units and this fact puts the main burden on an intelligence analyst who must very quickly cover the gaps in intelligence reports and adopt appropriate decisions. |
