Shortly after the Czech government gave its approval with conclusions and goals of White Paper on Defence, the Defence Ministry and the General Staff began to fulfil assigned objectives. The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. The author thinks that we are in a point when it is necessary to open a wide debate over the responsibility for country defence, the state of armed forces, defence capabilities. He concludes that this Military Review should be the best place to start with.

The article is about the immigration in France and its consequences on the security field. It starts by the historical context and pays a big attention to the development during last two decades. It analyses the process of the islamisation on the cultural, social, security, and political levels. It continues by the French debate which reflects the clash of two contrasting approaches: political correctness vs. critical attitudes. The French experts dispute about two key subjects: the numbers of the immigrants and, namely, the correlations between the immigration and the growing numbers and brutality of the terrorist attacks (the so - called amalgam). The last part analyses the place and the role the immigrants in the French armed forces. This text offers an original periodisation of the phenomena of the immigration in France since the first post WW II years until today. It examines not only its quantitative aspects, but also its qualitative changes.

The aim of the article is to compare the term and definition of "Intelligence Support" used in the Czech Armed Forces with related terms used in the North Atlantic Treaty Organisation, United States Army and Slowak Ground Forces. The article proposes updated Czech terms and definitions. The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions.

This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally.

After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001.

Review of the Author's Monography PROCHÁZKA, Josef and Pavel NEČAS. Approaches to Security and Defence Strategy Formulation.

NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies.

At the time of forming the team around a designated defence minister Alexander Vondra, in the early summer 2010, there was no doubt that we need a complex concept document, able to analyze and describe the then situation, to readjust directions and goals for defence department, so that it could stimulate the follow-up transformation of Czech Army. The author, who used to be one of the leading Defence Ministry officials, thus made use of his experiences he gained in NATO structures. He gives an apt, well-founded, and first hand description of key points of this very fresh military history.

Successful protection against Weapons of Mass Destruction and Toxic Industrial Materials is a permanent and current challenge for the Czech Armed Forces Chemical Corps units and formations. Technical and technological improvements of the equipment and material as a result of defence development projects mostly contributed to enhancement of operational capabilities. In some cases, however, the required capability has not been changed or has been worsened. The paper deals with principal results of the study which the authors have elaborated in 2015.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

The article is linked with two articles from 2013 (United Nations military observer and Preparation of Military Observers of ACR before Dispatch for Operation) and describes command structure of military observer in MINUSCA operation in Central African Republic. The article also deals with description of basic duties of the military observer team sites as well as some specifics of their live within the operation. The goal of the article is to provide information concerning structure and responsibilities of military observers in this operation. The paper is determined for future military observers, military observers deployed in MINUSCA operation as well as training purposes.

The text deals with current and future trends in the development and application of robotic systems suitable for military engineering. The first chapter deals with contemporary requirements for application of robotics into military engineering and furthermore it assesses current state of application of engineer robotic systems into military practice. The second chapter is dedicated to future possibilities of application of robotic systems into military engineering and mentions trends in development of robotic technologies with an emphasis on engineer robotic systems. The chapter also aims at forecast of development and application of these systems into Czech army corps of engineers. The last part of the text summarizes identified discrepancies between current

The article brings a "Condition-If-Then" construct as a proven protocol for writing risk statement and its application into assessing risks related to capability gaps identified during the defense planning processAuthors discuss utility of "Common approach" and "Impact averse approach" to risk rank ordering as a tool for ordering risks according to their importance. Using the discussed tools enables the planners to run risk assessment that sets preconditions for prioritizing the Force Development Options (FDOs) and for minimizing the impact of capability gaps on conduct of future operations. The ORAMF and the application of the given protocol for writing risks are some of the building blocks of the defense planning process, offering a toolset for reinforcement of the defense planning of the Czech Republic.

The paper focuses on the topic of social work in the Czech Armed Forces, its possibilities and specific implementation. Based on the broad definition of the objectives of social work in an international context reflects the current status of social work with military personnel in an Armed Forces in the past 25 years. On the basis of two different surveys among professional soldiers, realized by different methods and at different stages of development of a professional army support the idea, that soldiers feel the lack of social work in the long term, and in the specific areas of their lives, which are inevitably professionally determined.

The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article.

Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates.

The paper deals with the principle of legality during putting in practice of Military police support to allied armed forces in the Host nation Support operation on the Czech Republic territory. Security of sending nation armed forces weaknesses have been identified on the base of analysis of the issue current state supplemented by the legal framework assessment. Suggestions, for expert discussion of Military police authority change, are in the last chapter.

The paper presents a case study of the systematic implementation of Information and Communication Technologies (ICT) to foreign language instruction at the University of Defence (UoD) in Brno. It provides an overview of methods, applications and technologies used in English language training and presents teaching experience gained by the authors. The ICT enable the educators to tailor the language courses to suit their students' needs, and offers numbers of possibilities to deliver the educational content in an interesting and activating way in line with the UoD curriculum and the Ministry of Defence demands.

The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence.

The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail.

The text deals with the conflict analysis and the use of typology within its framework. The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts.

The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process.

This article deals with the research of the internationalization of conflicts, trying to examine this phenomenon from the theoretical perspective and as a definition. Then the term of internationalization of conflict is conceptualized in order to be applied to a chosen internationalized internal armed conflict. The text also deals with various actors intervening in the internationalized conflict. They are divided into external and internal actors, while their interventions during civil war can be multilateral or unilateral. The concept of the conflict internationalization is also compared with the concept of the proxy war. The closeness of both terms can be confusing for many researchers and their division is one of the important outcomes of this article. There is also a typology of internationalized internal armed conflict types in the text as well as identification of reasons for military actions against a neighbouring state in civil war. At the end, two case studies of Syrian and Yemeni civil wars are introduced to the reader in the framework of the conflict internationalization concept. The text itself is a conference contribution and it has no ambition of bringing new scientific findings and extending knowledge. Rather, it presents a general survey of the examined phenomenon, which can be developed and researched by social sciences based on case studies.
