This paper addresses a gap in the literature relating to the effects and implications of water scarcity and the potential for water wars. The theme has evident military consequences. Experts provide rather pessimistic forecasts about the situation with freshwater on the planet. The early warning models seem to be quite useful as well as early warning conflict indicators. The author deals with the problem from the level of the Czech Republic.

During the Second World War, the Czechs and the Slovaks joined anti-fascist resistance on many fronts. The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated. But nobody can dispute its importance and scope, heroism of members the National Liberation Army of Yugoslavia, natives of Bohemia, Moravia and Slovakia. In October 2013, we marked the seventieth anniversary of this unit.

The main goal of the presented article is to evaluate the impact of Japanese missile defence development on the regional strategic stability in Northeast Asia. The goal is reached through an analysis of interaction between missile defence and roles of ballistic missiles in Chinese and North Korean strategies towards Japan, while also taking into account the alternative policies which Japan might have used in response to the ballistic missile threat. According to the analysis, the development of the Japanese missile defence does not degrade strategic stability in the discussed region.

The article defines extremisms and terrorism as eventual destabilizing moments in society. The paper decomposes possible reasons and grounds of their manifestation, the authors point out that certain signs indicate the penetration of extremisms and terrorism into armed forces structures and civil service, by means of concrete persons. At the end they propose general rules and approaches to keep up this topical phenomenon of the present day.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

The article deals with aspects of operational art inside the operations planning process. It deals with the concepts of operational design and suggests a possible way of introducing such theory into the development process of operational approach. This paper is a free sequel to several articles published in Military Review on this theme. It introduces several professional terms in the field of operational art, up to now not officially established.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

The paper presents reflections over the issue of armed forces capabilities. It is a phenomenon much discussed and written earlier, namely from the point of its building, estimation and development. Nevertheless the question is whether practical experiences are backed by theory fundamentals. Now we have a chance to introduce the live theory of quality management [1] into this specific and frequented military problem. The article is a polemic consideration over possibilities of introducing capabilities management into command and control capabilities system in armed forces.

The article is involved in the problems of providing humanitarian aid. The authors analyze legislative and social surroundings upon which the humanitarian assistance is rendered by the Army of the Czech Republic. They characterize various forms of non-governmental organizations in our country and the conditions under which the Czech Army is allowed to cooperate with them. There are many special features in providing assistance, namely as far as members of various church denominations in the Czech Republic are concerned. The list of selected denominations with their short profiles is enclosed.

The purpose of this paper is to define cyberterrorism phenomenon with the use of available documents, reports, and expert texts, and to evaluate its role and occurrence in contemporary world's events. The cyberterrorism is very often discussed nowadays, but there is a total lack of any consensus as far as a precision definition is concerned. The critique of current state is summarized at the end of the final chapter, describing leading causes of present situation, i.e. a situation when the cyberterrorism is discussed, politicised, all repeatedly underline its dangerousness, but in practice no cyber attract has occurred.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements.

Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept.

The paper is a contribution to the ongoing discussion regarding training, drills and education of military personnel. It indicates a comprehensive solution of the issue both in national and international connection of the current approach to military vocations, life-long learning Vojenské rozhledy 1/2011 and expected deployment of the present-day armed forces. Using results of a research conducted within the Czech Ministry of Defence and Armed Forces, authors specify roles of individual stakeholders in the process of training and education in the military and define prerequisites of an effective military educational and training system. The authors treat this problem in context of the so-called National Qualification Framework, multinational project of EU member states Military Erasmus, activities conducted by European Security and Defence College (ESDC) and others.

The PTSD is an emotional, anxiety disorder that might develop after exposure .to a terribly frightening, life-threatening, or otherwise highly unsafe experiences. Recently, we have witnessed quite inappropriate behaviour of the Czech Army soldiers in Kosovo (KFOR) and Afghanistan (ISAF). The Ministry of Defence came to the conclusions the Czech Army soldiers ought to be immune to PTSD, but so far there has been is no serious psychological research, no survey conducted by Czech Army Mental Health Services and no information how many Czech soldiers returning from the duty in Afghanistan or other missions abroad are suffering from PTSD. It is high time to take important initial steps in the care over Czech army veterans, because competent professional soldiers, with years of experience, can also often break down from accumulated stress. This was illustrated by the events in KFOR and ISAF last year.

This article aims at building a bridge upon a gap, which separates academic sphere and intelligence community in the issue of predictive methodology. The author tries to accomplish this objective by presenting intelligence predictive methods based on open-source literature research. First, the question of uncertainty and probability in prediction is introduced (Cynefin template). Then follows basic introduction to predictive methods in civil and military intelligences, so that the reader might grasp the fundamentals of early warning systems. The academics and above all journalists should know the risks and perils in forming intelligence forecasts, estimates, foresight and warning scenarios, e.g. the so-called Black Swan scenario, the author explains potentials failures of the Delphi method. This study ought to be regarded as an introductory to predictive intelligence concurrently done by governmental agencies for purposes of national security and defence.

It is a point at which attacking forces are unable to continue their attack or even defend themselves, because do casualties, shortages of fuel, ammunition and rations, and sheer physical exhaustion. This sequel article deals with the theory of the operational art focusing on the culminating point operational concept. The article emanates from Carl von Clausewitz's ideas and concepts described in his book "On War", doctrinal publications analysis and study projects of the operational art theorists. It treats conditions influencing achievement of the culminating point on single levels of war-strategic, operational and tactical and highlights coherences and factors having fundamental influences on culmination. The article is accompanied by several graphs describing this theory in detail. This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. Professional, or Professionalized NCO Corps by CSM Dušan Rovenský. This article covers the process of transition from conscript army to entirely professional, allvolunteer force (AVF). It deals with the role and responsibilities of NCOs generally, rank and grade structure, career rules, NCOs' training and education. The author identifies the problems of a rapid professionalization, discusses the possibilities for improvement and finally suggests the possible solutions to those problems. Among others, there is some sort of misunderstanding as far as Other Ranks/Enlisted corps is concerned. The Czech translations of those ranks do not always correspond to their general positions, ranks, responsibilities, command authority, the length of service of individual non-commissioned officers (NCOs), sergeants, or warrant officers (WOs). The author, Command Sergeant Major, Support and Training Forces Command (a graduate of U.S. Army Sergeants Major Academy Fort Bliss) puts forward several proposals to make those translations more precise.

On the one hand, Russia is among the countries which often criticize the Western-led military intervention. On the other hand, in the last twenty years, Russia has repeatedly approved using military force by the West against an individual state, endorsed by the United National Security Council. The main purpose of this article is therefore to describe and analyse Russian position towards four Western military interventions 1999-2011. Specifically, the article is focused on two military interventions without UN Security Council mandates (Federal Republic of Yugoslavia in 1999 and Iraq in 2003), the intervention with the expanded UN Security Council resolution (Afghanistan 2001) and the military intervention that was partially approved by the UN Security Council resolutions (Libya 2011).

NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies.

The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department.

The paper briefly identified the long-time objectives of overall geospatial support. Based on that, ways ahead to achieve main aims are described. Special attention is paid to software platform for geospatial production, cooperation with civilian and international partners, legal aspects, R&D as well as mobile sets intended usage.

The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio".
