Obama's First Year in the White HouseReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 3-23 President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan. |

Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world. |

Threats from the East and the South as V4 Defence and Security Cooperation CatalysersReviewed - Reviewkpt. PhDr. Jakub KufčákVojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 30-37 | DOI: 10.3849/2336-2995.24.2015.04.030-037 Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.' |

Back to the Future: Counterfactuals and Scenarios in Defense Research and PlanningReviewed - ReviewRNDr. Jan Kofroň, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. Research of Al-Qa'ida Has Never been Easier: an Overview of the Sources of Primary DataNonreviewed - OtherMgr. Petr ZelinkaVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 46-60 There has never been so much primary data on al-Qa'ida publicly available. Nevertheless primary data are still not used enough, despite the fact that their omission had a clearly detrimental effect on the quality of research on al-Qa'ida. The article's goal is twofold: to lay out an overview of the publicly available sources of primary data on al-Qa'ida and by highlighting interesting aspects of their content to demonstrate their usefulness for the research in general. The article deals particularly with outputs of public institutions, al-Qa'ida's members' publications, al-Qa'ida's members' communication that has been made public and leaked classified information. The topic how to use the sources of primary data will be discussed briefly. The article aims at encouraging the academic and expert community to use primary data more broadly when researching al-Qa'ida. |
Acquisition of Knowledge and Insights Gained Through "Lessons Learned" Process and Implementation in Czech Armed ForcesReviewed - Reviewpplk. Ing. Janka Kosecová, Doc. Ing. Milan Kubeša, CSc., mjr. Ing. František GrmelaVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 72-85 | DOI: 10.3849/1210-3292.24.2015.01.072-085 The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. Concept of Kant's Peace: Settling Disputes PeacefullyReviewed - ReviewMgr. Petra PrůchováVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 64-89 | DOI: 10.3849/1210-3292.23.2014.03.064-089 This essay is focused upon the concept of Perpetual Peace (1795) by the German Philosopher Immanuel Kant. To reach this goal, he advocated the establishment of a word federation of republican states. But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world. |
Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |
Neonacisms and Anarchism (Inner Security Threats)Military sociologyPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 148-158 The complex security strategy must pay attention not only to outer threats, but also to inner security risks. Social and cultural impacts of globalisation produced even to our country a rise of several extremist right-wing political groups inspired by or following the tenets of Hitler's Nazi Party, referred to as neo-Nazis, because they modify Nazi doctrine and because the original Nazi movement inspires them. Some forms of fascism are also anti-Semitic or xenophobic. On the contrary, Anarchism is a political theory opposed to all forms of government. Anarchists believe that the highest attainment of humanity is the freedom of individuals, unhindered by any form of repression or control. To accept matching strategy, we must know those theories, their international background, as those movements are usually tied with organized crime and terrorism. |
A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
Military Physical Training in Department of Defence (New DoD Management Regulation)Military professionalPlukovník PaedDr. Lubomír Přívětivý, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 142-147 On April 1, 2001, a new management regulation of Czech Defence Ministry came into force. The previous one was in existence for more than twenty years, it was known as the PT-1-1 (Těl-1-1), "Physical Preparation in the Czechoslovak People's Army". Approving this new management regulation was not easy. It was revamped many times; there were several experts' opinions contrary each other, the Czech legislation changed once or twice. The final product is a compromise, setting testing norms at a level of the year 2000 standards; PT preparations imitate mostly military exercises. This article familiarizes the readers of Military Review (Vojenské rozhledy) with the new norms of PT testing, standards, new PT tablets, and schemes. |
Criminalization and Religious Radicalization in Chechnya as Two Main Streams of Development after 1996 and their Influence on Terrorism in Subsequent ConflictInformational pagesBc. Martin JankůVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 123-137 The article deals with the disintegration and erosion of originally cohesive Chechen resistance movement during the First Chechen War and following inter-war period. According to the author, the main reasons of this process are criminality and religious fundamental radicalisation. They together produced inner confl icts between fi eld commanders; some of them attacked Russian security forces in neighbouring regions (Dagestan, Ingushetia), even after war had ended. Disintegration processes were encouraged by social deprivation after the first war, by strategical position of Chechnya in relation to smuggling drugs and weapons, stealing rude oil, and fi nally activities of foreign Islamic solidarity fi ghters. All those factors signifi cantly contributed to the outbreak of the Second Chechnya War. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |
European Naval Strategy: Analysis of Selected Issues in EU Member StatesReviewed - ReviewMgr. Tereza ŠafářováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 25-39 | DOI: 10.3849/1210-3292.23.2014.04.025-039 Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level. |
Why to Afghanistan? Skills, Money or Ideals?Reviewed - ResearchMgr. Jitka Laštovková, Ph.D., plk. PhDr. Kateřina BernardováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 40-50 | DOI: 10.3849/1210-3292.23.2014.04.040-050 The motivation and professional values of soldiers involved in Other People's Wars is one of the most important knowledge necessary for effective command and control. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |
