Threats from the East and the South as V4 Defence and Security Cooperation Catalysers

Recent developments in security environment in the last two years re-opened crucial European debates such as the reform of the NATO architecture to address resurgent Russia to the East and as finding common European solution to migratory pressures that test both national capabilities and European solidarity. Even through the Visegrád countries do not always share common interests, the V4 manifests that it can play indispensable role in reaction to these developments. However, V4 still lacks actually proactive regional approach that would accommodate polish interests in order to keep informal leader Poland invested in this cooperation format. Polish elections mean one more challenging test for the V4 to coordinate positions before the crucial NATO Warsaw summit. Should this endeavor be unsuccessful, Poland could look to other formats that mirror its interests and threat perception more closely meaning that V4 would take a back seat with regard to NATO agenda. The task for the Czech V4 presidency is to produce practical results in ongoing ambitious project in defence cooperation so that is demonstrates the cooperation's 'added value.'

Back to the Future: Counterfactuals and Scenarios in Defense Research and Planning

Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061

Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014.

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

Neonacisms and Anarchism (Inner Security Threats)

Military sociology

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 148-158

The complex security strategy must pay attention not only to outer threats, but also to inner security risks. Social and cultural impacts of globalisation produced even to our country a rise of several extremist right-wing political groups inspired by or following the tenets of Hitler's Nazi Party, referred to as neo-Nazis, because they modify Nazi doctrine and because the original Nazi movement inspires them. Some forms of fascism are also anti-Semitic or xenophobic. On the contrary, Anarchism is a political theory opposed to all forms of government. Anarchists believe that the highest attainment of humanity is the freedom of individuals, unhindered by any form of repression or control. To accept matching strategy, we must know those theories, their international background, as those movements are usually tied with organized crime and terrorism.

Vojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 142-147

On April 1, 2001, a new management regulation of Czech Defence Ministry came into force. The previous one was in existence for more than twenty years, it was known as the PT-1-1 (Těl-1-1), "Physical Preparation in the Czechoslovak People's Army". Approving this new management regulation was not easy. It was revamped many times; there were several experts' opinions contrary each other, the Czech legislation changed once or twice. The final product is a compromise, setting testing norms at a level of the year 2000 standards; PT preparations imitate mostly military exercises. This article familiarizes the readers of Military Review (Vojenské rozhledy) with the new norms of PT testing, standards, new PT tablets, and schemes.

Criminalization and Religious Radicalization in Chechnya as Two Main Streams of Development after 1996 and their Influence on Terrorism in Subsequent Conflict

Informational pages

Bc. Martin Janků

Vojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 123-137

The article deals with the disintegration and erosion of originally cohesive Chechen resistance movement during the First Chechen War and following inter-war period. According to the author, the main reasons of this process are criminality and religious fundamental radicalisation. They together produced inner confl icts between fi eld commanders; some of them attacked Russian security forces in neighbouring regions (Dagestan, Ingushetia), even after war had ended. Disintegration processes were encouraged by social deprivation after the first war, by strategical position of Chechnya in relation to smuggling drugs and weapons, stealing rude oil, and fi nally activities of foreign Islamic solidarity fi ghters. All those factors signifi cantly contributed to the outbreak of the Second Chechnya War.

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level.
This contribution contextually explores European space and its naval power. It introduces naval forces projection of European national navies, the bulk of which best respond to current security issues, along with decisions of the national governments of the EU and NATO member states. The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare.
