It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out. |

Complex Security Management in the Czech Republic: Starting Point for Upgrading (Themes for Security Review)Reviewed - ResearchPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 21-41 | DOI: 10.3849/2336-2995.21.2012.01.021-041 Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion. |
Updating Security Strategy Czech Republic 2011 (Inspirational Power of Security Community)Opinions, controversyPhDr. Antonín RAŠEKVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 99-121 In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. Global Security: System Approach (Barack Obama's First Midterm)PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 9-37 This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence. |
The Soldier and Normative SystemsInformational pagesMgr. Gabriela MužíkováVojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 140-147 The behaviour of an individual is (apart from mental elements) influenced by plenty of social events. Within the process of institutionalization of behaviour, normative orders are being established. The normative orders are defined as sets of rules, i.e. rules prescribing a certain ways of behaviour. There are legal, moral, religious, political, courtesy and aesthetic rules. The legal rules are the principal and integral rules for the soldier. The legal rules are defined as binding, specifically expressed and by state power enforceable rules of behaviour. The obligation to adhere to the legal rules is prescribed by constitution as well as by laws. In spite of the fact that laws do not expressly prescribe the obligation to adhere to the moral rules, these are indispensable for the soldier. The laws directly solve potential conflict between duties of soldier with religious and political rules. The laws also prescribe the commitment to adhere to the courtesy and aesthetic rules. The purpose of the all above mentioned regulations is to assure that soldiers will carry out their legal duties; they will behave morally, and respect laws and courtesy rules. |
New Military Grades and Rank CorpsOpinions, controversyMgr. Havlín Miloslav Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 82-88 In April and May this year, several articles or essays appeared in civilian media, introducing misleading information that in the near future, the ranks of ordinary servicemen (privates, corporals, sergeants) are coming back, as they were abolished after introducing professional forces. Such proclamations are not quite true, because ranks of private, corporal and sergeant, were earmarked by legal rules above all for soldiers in their compulsory or compensatory military services, i.e. they were not abolished after 2004. There are a lot of similar uncleanlinesses as far rank corps are concerned and therefore the main attention of this article is concentrated on changes that in connection with Act No. 221/1999, Coll., Professional Soldiers, amended and updated in 2009, has come into being. |
Iran's Nuclear Program: An Important Tool of Domestic and Foreign PolicyReviewed - ReviewIrena KalhousováVojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 42-57 | DOI: 10.3849/2336-2995.22.2013.04.042-057 Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

(LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
