This text is focused on current situation in Syria and Iraq and so called Islamic State, the one of the biggest threats of contemporary world. The rise of this quasistate at background of civil war in Syria and still not fully solved conflict in Iraq is the result of involvement of many internal and external actors. The form of their involvement and especially their goals are very different from each other and despite sporadic and declaratory agreements in partial points the main reason the Islamic State still exists in very good shape is disunited attitude of local and external powers against it. The main aim of this text is to explain and to analyze main motives and goals of all relevant actors and sides of mentioned conflict and describe the way they affect its dynamics. Due to that it is possible to increase the knowledge of readers in such a chaotic, unclear and often misinterpreted situation in the Middle-East.

During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge.

The paper presents the additive manufacturing method as a possible alternative to the current subtractive manufacturing methods. Based on literature survey, some of the problematic aspects of the discrepancy between the lengthy development cycles and rapidly changing operational demands responsive to current threats are identified. The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field.

This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169

The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them.

The systems of WTC 500, WTC 1600, WTC HS (High Salinity) and WTC container systems are able to prepare up to 15.000 litres of water supply every day. They are highly mobile, of friendly use, capable to work under rough climatic conditions. Built-in recycle systems could save as much as 60 per cent of operating costs. The water prepared by German purification stations is of high quality and meet both norms STANAG 2136 and WHO standards

Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. The article is mostly based on the experiences of Czech offi cers at the EU OHQ LARISSA.

Scientific Support of Strategical Decision-Making not only in Department of Defence

Ing. Vlastimil Galatík, CSc., doc. Ing. Milan Kubeša, CSc.

Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 82-87

The article is a polemical expression of authors' opinion over this problem. It is related to the orientation of society, political coalitions, and single states towards higher goals. If we admit that the sustainable development of society is the base for securing a peace and stability, then we can state that the question of security or consecutively country defence cover problems of the whole social system, subsystems and system elements. Strategical decision-making ought to be the highest priority in our society. It is indisputable that such decisionmaking deserves scientifi c support. At the end of this article the authors propose a short algorithmic program for Czech military strategy that is planned for the year 2014 and the concept of Czech army development planned for 2015.

One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs.

The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel.
