Security and Foreign Policy of the Russian Federation in SyriaReviewed - ReviewMgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 2/2015, Vol. XXIV. (LVI.): 37-50 | DOI: 10.3849/1210-3292.24.2015.02.037-050 During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge. |

Targeting Process on the Example of the Libya CaseReviewed - Reviewmjr. Mgr. Terezie Němcová, MPAVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 61-71 | DOI: 10.3849/1210-3292.24.2015.01.061-071 Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. And Unified Protector operation is a clear example. |

The Development of Security Policy and Strategy of the Czech Republic 1990-2009ReviewedIng. Vladimír Karaffa, CSc., PhDr. Miloš Balabán Ph.D., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 5-22 This study is based on a paper presented at the conference with the same heading taking place on January 8, 2009. First, the authors enumerate starting points of Czech defence and security polity together with key factors influencing their developments. The whole scale of new threats-from WMD and ballistic proliferation to cyber attack and even non intentional threats like climate change and pandemia-are to be addressed not only in NATO but also in the EU. Existing states of affairs are gradually reflected by Czech security and defence documents: Security Strategy 1999, 2001, 2003; Military Strategy 1999, 2002, 2004, 2008. In this historical context we joined NATO defence alliance and took part in peacekeeping missions abroad. Previous twenty years when we lived in peace could be regarded as a challenge to build Czech statehood. There is no time like a present. Only the future will show us whether we mastered it as much as we could. |

Discovering Future as a ChallengeBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 195-200 The identification of security threats and subsequent risks is the base on which we form security and military strategies. It is also the core of all security scenarios. That's why we must welcome all books dealing with futurology predictions, like The Cognition of Future as a Challenge by Martin Potůček at al, Karolinum, Charles University. He summarizes knowledge and experiences done by CESES, the only scholarly lab dealing systematically with drafting up visions and strategies the Czech state might be confronted with. The CESES is a Czech acronym, which stands for the Centre for Social and Economic Strategies, at the Faculty of Social Sciences, Charles University, Prague. |
Civil-Military Reflections: Does the Army Need Its Own Value Code? (Military Culture, Professionalism, and Constabulary Force)Informational pagesMgr. Tomáš KučeraVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 71-82 Relations between a military and a civilian society belong to the core issue of civil-military studies. This article reflects main ideas and concepts used in theoretical and analytical literature, including seminar works by Samuel Huntington and Morris Janowitz. A military culture, military ethics and influence of new technologies, full-volunteer army and new missions on military culture are discussed. An abstract term "military" can change very significantly in accordance with actual military culture, perceptible to the fact how civilian society accepts military values. Therefore, not only size and equipment determine how particular armed forces look like. The author introduces the term Constabulary Force reflecting the idea that primary purpose of forces today are low-intensity conflicts and operations other than war. |
The Report by Madeleine Albright's Team and Its Wide-ranging Contexts ("Council of Wise Men" and Drawing up the Alliance's New Strategic Concept)ReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 15-30 This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient. |
Scientific Support of Strategical Decision-Making not only in Department of DefenceOpinions, controversyIng. Vlastimil Galatík, CSc., doc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 82-87 The article is a polemical expression of authors' opinion over this problem. It is related to the orientation of society, political coalitions, and single states towards higher goals. If we admit that the sustainable development of society is the base for securing a peace and stability, then we can state that the question of security or consecutively country defence cover problems of the whole social system, subsystems and system elements. Strategical decision-making ought to be the highest priority in our society. It is indisputable that such decisionmaking deserves scientifi c support. At the end of this article the authors propose a short algorithmic program for Czech military strategy that is planned for the year 2014 and the concept of Czech army development planned for 2015. |
Critical Analysis of Interconnection between Planning by Objectives and Capability PlanningReviewed - ResearchPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |
Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

Changes in Security Environment, Influence on State Defence Policy and Armed ForcesNonreviewed - OtherLuboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |

Prospective Horizons of Further Cooperation between NATO and the EUReviewed - Reviewplukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 22-30 | DOI: 10.3849/1210-3292.23.2014.03.022-030 At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. The article is available only in the Czech language. For more information please contact editors. |
Military Career Courses for Senior OfficersNonreviewed - OtherIng. Vojtěch Němeček, Ph.D., Ing. Jaroslav Kolkus, Ing. František MičánekVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 44-51 | DOI: 10.3849/2336-2995.23.2014.03.044-051 The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

NATO Structural Reforms in Practical TermsReviewed - ReviewIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 8-21 | DOI: 10.3849/2336-2995.23.2014.02.008-021 NATO has been permanently adapting to new outside and inside challenges. Lisbon summit in 2010 is one of the very important milestones in this transformation endeavour. Since 2010, the Alliance has embarked on meaningful structural reforms with the aim to enhance effectiveness, improve efficiency of all NATO entities and make the Alliance fit for its purpose. The main objective of this article is to introduce the scope of NATO reforms and their expected outcomes. Furthermore, this article will assess real achievements and draw at least some lessons from a reform implementation process in order to establish best practice in reforming complex organisations. |
Armed Conflict and Relations of its Economic AnalysisReviewed - ReviewIng. Aleš Olejníček, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 22-40 | DOI: 10.3849/2336-2995.23.2014.02.022-040 The topic of this essay is an insight into the interrelations of the economic analysis of armed conflict. The author tries to explain its substance and importance and at the same time he warns against the difficulties with its implementation. Backed by several studies, we must conclude that there is a lot of confusion in terminology we use. It is therefore proposed to apply cost-benefit analysis, so that we could create a unified terminology and simultaneously to use this analysis to present armed conflict economy in terms of overall expenses vs. likely benefits aroused by respective armed warfare. |
Operation Sangaris 2013: French intervention in Central AfricaReviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

Common European Armed Forces: Reality, or Utopia?Reviewed - ReviewPlukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2014, Vol. XXIII. (LV.): 101-108 | DOI: 10.3849/2336-2995.23.2014.02.101-108 The consequences of economic recession and their impact on national defence budgets can indeed heavily hamper the credibility of both NATO and the EU. A need for coping with budget restrictions and ongoing security crisis in the Ukraine re-opens the issue of common European armed forces as an effective tool for keeping security stability not only in Europe, but also around the world. However, the key issue is to what extent it is feasible to develop autonomous European armed forces operating independently of transatlantic allies, while there is a very strong NATO-EU interconnection in the area of military capability development. |
