The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |

There is wide range and amount of relatively autonomous service regulations and official channels (internal orders, guidelines, advices). Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code. |

(LIII.): 42-55 Armed forces, civilian employees, are extremely exposed to unwanted effects of socially undesirable behaviour, as they live and meet their assignments under difficult conditions, e.g. in mission abroad, separated from their relatives, spouses, wives. The best deterrence against socially undesirable behaviour is its prevention. Legally this problem is defined in the Defence Minister Order No 53/2010, The Prevention of Socially Undesirable Behaviour. According to the author M. Hrbata, Deputy Defence Minister for Personnel, we must deal with this problem in a multidisciplinary manner, in the frame of effective organizational structure, run by competent commanders, chiefs, directors, with natural authority. |

He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states. |

The article deals only with one of "pillars" of air defence (AD), namely by active means of its land elements. We do not deal with active elements of flying segments, reconnaissance means and command and control systems of Air Force. The authors not only recapitulate the development of active means of land AD elements on the territory of the Czech Republic with the emphasis on the past 20 years, but at the same time they would like to highlight the importance of this arms for effective country defence. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

(L.): 90-100 The authoress surveys recent research into how people acquire languages and considers its relevance for language teaching. She describes the most important studies and ideas about language acquisition. The method mentioned above is element. If we compare it with other language skills, i.e. reading, writing, speaking, it is above all listening that is used most. But to acquire sufficient proficiency, learners must cover a long way. Language teaches should do it for students the most pleasant as possible. Listening in language classrooms is being assessed, according to levels of students' understanding contents. The authoress familiarizes readers with several ways of teaching by principles that are in fact interactive approaches to learning foreign languages. We may use forecasts, news, listen radios, watch films in target language, be in touch with native speakers. It is reccomended to write down new word power, according to set context. |

(L.): 128-137 The famous quotation from Moliére that says "Grammar, which knows how to control even kings", implies importance of grammar for everyday use. There are many way of the acquisition of grammar. The best or smartest way of teaching grammar is to memorize rules in sentence contexts to bear them in mind for a longer time, and learn those rules more easily. The authoress presents new ways in teaching grammar, expressed in works by several famous authors, Barton, Birch, Chomsky, Hudson, Larsen-Freeman, Patterson, Pennington, Weaver. Those are: communicative and competitive models, together with systematic and consistent procedures, resulting in highly motivated structure of learning grammar. In the core of this process lies the strong personality of language instructor. |

(L.): 107-113 The article is focused on the Czech military bases during mission abroad and introduces new term "Life Cycle of Military Base". Every system has its own successive stages through which it passes; concept that compares the cyclical nature of organizations, systems, is called life cycle. The Reach-Back concept divides lifetime of the military base into seven phases: Assignment (task, goals), Preparation, Proposal (draft), Designing, Building, Running and Cancelling. The definition and description of all phases of the Life Cycle of Military Bases is an important contribution to solving series of problems connected with designing, building, running and cancelling of military bases during mission abroad. Dividing into separate sections contributes to the well-mastered supervision of base, as it indicates factual structures of individual stages of daily routine of the base and thus it lowers the risks of neglecting some activities. |

(L.): 23-30 The document "A Secure Europe in a Better World" approved in 2003 has introduced the so-called the European Security Strategy. The authors use this framework to refer to the whole set of organisations, people and activities, both military and civilian, to ensure capabilities to be delivered effectively and efficiently, both in current surroundings and in preparation for the future. They are members of the Centre for Social and Economic Strategies, Faculty of Social Sciences, Charles University Prague, which has conducted a wide-ranging research work to detect the long-term trends, factors and actors shaping the position of the Czech Republic in European environment. The article illustrates the evolution of the key structural factors affecting change over the two decades to come-demography, the economy, energy, the environment, science and technology-and addresses some of the main questions concerning the future of the international system. |

(L.): 79-84 Abolishing military courts at the end of 1993 could evoke the idea that there is no such thing as military judicature in our country. In fact, the Defence Act sets that in time of military preparedness, higher and lower field tribunals and courts come into existence. But present legal norms do not know the legal term "state of military preparedness", only "mobilization". There are many other legal gaps, concerning e.g. declaration war, defining state of war, proclaiming martial law. There are not firmly set statutes of field military courts, their subordination, dependence of field judges and their assistants, or how shall we handle offences of our soldiers abroad, its connections with international laws and agreements. This state of affairs for quick remedy. |

(L.): 142-148 The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise. |

(LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |

The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |

In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established. |

The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation. |

(LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |

(LII.): 37-47 The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats. |

(LI.): 3-21 The primary purpose for NATO enlargement, covering first three countries of the so-called Visegrad Four and later Slovakia, was the necessity to fulfil "security vacuum" in Central and subsequently in Eastern Europe which came into existence after the fall of Soviet empire. Membership of those countries helped to fix criteria for admission of other states to the Alliance. Today, the NATO alliance stands in front of new important challenge: to work out a New Strategic Concept agreement in late 2010, based upon the idea saying that the security of Euro-Atlantic region is tied with and depends on the safety of the whole world. This safety concept will able to be realized only by means of global strategical governance. More then predicting expected security and defence ideas, the author reopens a broader discussion about the real meaning of NATO membership. He also repeats and enumerates risks and threats we are facing today. |

In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse. |

(LII.): 48-64 Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations. |

The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic.The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |

(LII.): 38-49 There are two great interpreters of the Napoleonic experience, Jomini and Clausewitz. Both were interested in the application of military force to achieve political goals. The article familiarizes readers with Jomini's theoretical fundamentals of operational design elements, namely the lines of operations. Jomini left a great mark on the details of strategic planning: campaign planning, the selection of the theatre of operation, the base of operation, the line of operation, and decisive points. At the end of this process of selection was the final deployment for the decisive battle. Jomini's major contribution, then, was to provide the geometry of the battle space. In his investigation of the nature of war he developed several key operational concepts. As an operational art tools they help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept of operational lines is evolved in all operational functions in terms of ongoing military missions. |

(LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |

One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental. |
