Financial Planning of Maintenance of BuildingsNonreviewed - OtherIng. Martin Školoud, pplk. Ing. Eva Zezulová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2016, Vol. XXV. (LVII.): 138-152 Currently the Army of the Czech Republic does not have any rules in determining the amount of funds for building maintenance. The maintenance is carried out irregularly and often does not solve keeping the functionality of the basic elements of the building (roof, statics, windows, sewerage, electrical wiring). Every building which is in use has to be kept in good technical condition. Only in such properties, the user can perform tasks for the security of defence of the Czech Republic properly. In terms of these facts a work target was set to create a simple method of a long term maintenance financial plan of premises owned by the Army of the Czech Republic. The crucial part of leading to the fulfilment of the objective was to create an experimental maintenance financial plan of selected premises. |
The Question of Deployment Length in Peace-keeping MissionsMilitary psychologyMjr. Mgr. Marek NovýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 122-128 | DOI: 10.3849/2336-2995.21.2012.04.122-128 From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse. |

(LIII.): 17-25 | DOI: 10.3849/2336-2995.21.2012.02.017-025 The beginning of the second decade of 21st century is tied with distinctive dynamics and changes in global security environment. Among those changes belong security re-orientations of the United States from Transatlantic area to that of Pacific, East and Southeast Asia resulting from a new American military strategy proclaimed in January 2012. The US drew down from Iraq and Afghanistan, political and security movement in Arab world, after decades of "status quo" were awaking. The author concludes that the EU should be prepared for negative scenarios in the development of security situation, or to have at its disposal effective police and military forces with proper humanitarian background to counter possible instability, e.g. massive migration influxes, economy disorders. |
Leader of the Free Word and the Balance of Threats: Understanding Obama's New Defence StrategyInformational pagesMgr. et Mgr. Jan LudvíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 77-85 | DOI: 10.3849/2336-2995.21.2012.02.077-085 This strategy has received substantial attention and triggered the discussion about the future of U.S. security policy and America's role in the world. The article argues that American strategy is often misunderstood, particularly in the Czech environment. Obama's defence strategy and its foundations must be explained through the lenses of the balance of threats developed by Stephen Walt. Washington is balancing what it perceives to be the greatest threat to American leadership in the world. Threats are presented by emerging power of People's China, the situation in Middle East. Europe is not less important; it is still an important American ally. |

Back to the Future: Counterfactuals and Scenarios in Defense Research and PlanningReviewed - ReviewRNDr. Jan Kofroň, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2015, Vol. XXIV. (LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |
Conceptual Development of the AFCR - Approaches and Strategic Starting PointsReviewed - ReviewIng. František Mičánek, Ing. (LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |
Command and Control as an Important Part of Military Science (Getting on for Information Age)Reviewed - ReviewIng. Petr Ryp, plk. Ing. Robert BielenýVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 29-33 The specification of terminology related to terms command and control (C2) is quite important for further scholarly examination of military science. The command and control area is nowadays under the constant impact of the influx of information technology, as well as it is affected by the changes in the contemporary security environment. This article is dedicated to the military, its history, and its contributions to current military operations. It provides an attempt to specify terms "command and control" in both general and military levels. Finally, it provides clarification of the terminology within command and control systems, as their terminology has been changing. In a simple way, the C2 could be characterized as the execution of authority by the commander, via communication and information systems, with the use of current standard operational procedures, under present laws and rules, to act in the interest of forces to meet assigned orders and intentions. |
Civil-Military Reflections: Does the Army Need Its Own Value Code? (Military Culture, Professionalism, and Constabulary Force)Informational pagesMgr. Tomáš KučeraVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 71-82 Relations between a military and a civilian society belong to the core issue of civil-military studies. This article reflects main ideas and concepts used in theoretical and analytical literature, including seminar works by Samuel Huntington and Morris Janowitz. A military culture, military ethics and influence of new technologies, full-volunteer army and new missions on military culture are discussed. An abstract term "military" can change very significantly in accordance with actual military culture, perceptible to the fact how civilian society accepts military values. Therefore, not only size and equipment determine how particular armed forces look like. The author introduces the term Constabulary Force reflecting the idea that primary purpose of forces today are low-intensity conflicts and operations other than war. |
The Czech Republic and Its Participation in European Military Transport OrganizationsInformational pagespplk. Ing. Martin Rejzek, Ph.D., pplk. Ing. Luděk HradeckýVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 83-93 The NATO Washington Summit in 1999 discussed Defence Capability Initiatives to increase Alliance defence potential together with capacities for accelerated deployability and mobility of NATO forces. This fact was underlined during Prague Summit 2002. One of Prague Capabilities Commitments is the requirement of deployability and sustainability in operations. Among others, this requirement is met by Memorandum of Understanding and bilateral agreements. The Czech Republic is involved in activities of international organizations, enumerated in this article. We support a principle of specialization, the concentration to limited, part-time scale of transport capacities operating for Czech peacekeeping missions. Active participation in the Movement Coordination Centre Europe could be the leading pattern for synergic cooperation in the field of strategic transport. |

Scientific Support of Strategical Decision-Making not only in Department of DefenceOpinions, controversyIng. Vlastimil Galatík, CSc., doc. Ing. Milan Kubeša, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 82-87 The article is a polemical expression of authors' opinion over this problem. It is related to the orientation of society, political coalitions, and single states towards higher goals. If we admit that the sustainable development of society is the base for securing a peace and stability, then we can state that the question of security or consecutively country defence cover problems of the whole social system, subsystems and system elements. Strategical decision-making ought to be the highest priority in our society. It is indisputable that such decisionmaking deserves scientifi c support. At the end of this article the authors propose a short algorithmic program for Czech military strategy that is planned for the year 2014 and the concept of Czech army development planned for 2015. |

Armament of Mechanized Force: Keeping on BVP-2 and the Vision of DevelopmentReviewed - ReviewNadporučík Mgr. et Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 81-90 | DOI: 10.3849/2336-2995.22.2013.04.081-090 The article is an analysis of the further development of mechanized battalions of Czech forces (ACR). The defence department will have to take a major decision how to replace old tracked infantry combat vehicles (ICVs) BVP-2. Several years ago, it was decided to acquire those vehicles for one brigade, so the best option could be to keep this project on. The acquisition and simultaneous operations of two similar vehicles, wheeled and tracked ones, are not effective for forces of ACR size. The extra costs of operation would not produce an adequate increase in capabilities of mechanized units. The author presents dozens of arguments to support this conclusion and at the end he makes recommendations for the future acquisition strategy in Czech defence department. |
Modern Tools for Monitoring and Evaluating the Vehicles Efficiency in OperationReviewed - ReviewPodplukovník Ing. Václav Zajíček, Ing. Erik MikušVojenské rozhledy / Czech Military Review Nr. 3/2013, Vol. XXII. (LIV.): 76-89 | DOI: 10.3849/2336-2995.22.2013.03.076-089 This article aims to explain possibilities of using modern evaluation tools of operational effectiveness for managers in the ACR.
