Middle Eastern Proxy Wars Waged on the Background of Civil WarsReviewed - ReviewMirela AtanasiuVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 27-44 | DOI: 10.3849/2336-2995.30.2021.03.027-044 The paper argues that proxy war is an increasingly often used tool in the Middle East, in the already conflicted territories where international involvement is not only enabled, but also attracted and encouraged by the international law for the purpose of region's securitization. Thus, the paper's aim is to increase awareness on the fact that the Middle Eastern countries passing through civil war periods and accepting external actors to deal with their crises do not only become fertile territories for proxy wars, but the intervening actors start pursuing their own interests beyond the host country's interest in resolving the conflict. |
Internet of Things Vulnerabilities in Military EnvironmentsReviewed - ReviewAndras TothVojenské rozhledy / Czech Military Review Nr. 3/2021, Vol. XXX. (LXII.): 45-58 | DOI: 10.3849/2336-2995.30.2021.03.045-058 IoT devices (sensors, drones, cameras) are gaining more and more emphasis on military operations. The application of IoT elements in the military environment increases situational awareness and supports the acquisition and maintenance of information superiority. The information they provide about the enemy, the area of operations, and the location and status of our soldiers and assets can contribute to the successful execution of operations at the tactical, operational and strategic levels. However, they can also pose serious threats if their vulnerabilities allow the data they collected to leak or they provide access to the info-communication networks used for the enemy. In this article, the author examined the vulnerabilities of these IoT devices using keyword analysis. After drawing conclusions from the analysis of the relevant literature, he compared the results with the general-purpose IoT threats and attacks typical of today, like distributed denial of service attacks, security, software, security and privacy issues. |

Concepts of the Hybrid Warfare and the Czech Armed ForcesReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 1/2021, Vol. XXX. (LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |

Framing of Task Forces as an Outcome of Transformation of Force Using Scenarios into Capability RequirementsReviewed - ResearchZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 3-19 | DOI: 10.3849/2336-2995.29.2020.02.003-019 The aim of the article is to broaden scientific discussion held within the defence and security community on methodological approach to scenario development process. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. |

The Institutes of Force Ministry Secondary School: 20 Years of Endeavour to Preserve ItNonreviewed - OtherPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163 As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted. |
To Fight Like King of Bohemia. Mutual Influencing among Languages in the Context of Social ChangesNonreviewed - OtherPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 202-218 The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use. |
Swarming: Basic Aspects, Development and Prospects of its ApplicationMilitary artMgr. Ľubomír Lupták, Ph.D., Bc. Petr KaliničVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 59-68 | DOI: 10.3849/2336-2995.21.2012.02.059-068 The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force. |
The Lines of Operation Concept (Part II)Military artIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 53-64 The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations. |

Czech Defence Policy - Critical Assessment and RecommendationsReviewed - ReviewJosef Procházka, Lukáš DyčkaVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 41-59 | DOI: 10.3849/2336-2995.26.2017.05.041-060 The research described in this paper was conducted in the framework of institutional research project Strategic Alternatives (STRATAL) within the Centre for Security and Military Strategic Studies of University of Defence in Brno, the Czech Republic. The main objective of this contribution is to assess the evolution of the Czech defence policy (CDP) since the last summer 2016. The main impetuses for the CDP evolution were provided by the NATO Summit in Warsaw, new European Global Strategy including the ambition to enhance defence cooperation among the EU member states and the pattern of dynamics in our security environment. The authors analysed the key change drivers (KCDs) and measures taken in political, military, administrative, economical and societal domain in order to evaluate the overall effectiveness of the defence policy. Finally, the authors offer several recommendations to enhance the responsiveness and preparedness of the Czech defence system and the Armed Forces both in short- and long-term time span. |
Configuration of Capability Requirements - Introductory Phase of the Military Capability Assessment ProcessReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 4/2017, Vol. XXVI. (LVIII.): 3-17 | DOI: 10.3849/2336-2995.26.2017.04.003-018 The article describes an approach to development of a national military capability requirements database and its relationship with reference units which will be finally used for assessing capabilities of existing force units. Outcomes from recently completed analyses lead to the conclusion that the single set of capability requirements as specified in the Bi-SC Agreed Capability Codes and Capability Statements, can be taken as a key stone for developing a national database of capability requirements. A due adaptation of this document to the Czech MOD allows getting a complex frame of capabilities which force units shall manage to achieve given operational tasks both in the context of a national or multinational task force group. Consequently such a database can be exploited for setting up a mechanism for capability assessment. |
Russia's Influence on the Conflict Dynamics in Nagorno KarabakhReviewed - ReviewPavlína BláhováVojenské rozhledy / Czech Military Review Nr. 3/2017, Vol. XXVI. (LVIII.): 3-13 | DOI: 10.3849/2336-2995.26.2017.03.003-013 Frozen conflict in Nagorno Karabakh has been representing a threat to the regional stability for the last two decades. Sudden escalation of violence in 2016, known as Four-Day War, spurred new discussions on factors influencing the territorial dispute between Armenia and Azerbaijan. While adversaries explain the conflict as a reaction to military provocations or as a rally round the flag effect, this article explains the dynamics of the conflict through the influence of the third party - Russia. Russia considers the Caucasus to be its sphere of the influence and therefor aims to spread its control through strengthening strategic ties with both Armenia and Azerbaijan in order to prevent the West from projecting its power in the region. Russia's role of the superpower has therefor a vast influence on the Nagorno Karabakh conflict development. |
Development and Change of the Concept of Hybrid WarReviewed - ReviewRichard StojarVojenské rozhledy / Czech Military Review Nr. 2/2017, Vol. XXVI. (LVIII.): 44-55 | DOI: 10.3849/2336-2995.26.2017.02.044-055 The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential. |
Free-Riding Problem in AllianceReviewed - ReviewJakub OdehnalVojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 49-60 | DOI: 10.3849/2336-2995.25.2016.05.049-060 Long-term cuts in military expenditures of European allied countries caused growing differences within the Alliance which can be seen in uneven sharing of military burden and in behaviour called free-riding. The aim of this contribution is to define possible approaches to the freeriding identification and to analyse military expenditure development in relation to conclusions and recommendations declared at the NATO Summit in 2014. The results of military expenditure analysis identify only a small group of countries which, from a long-term point of view, follow the recommendations of the Alliance in the form of allocating a corresponding amount as percentage of GDP and in the form of a recommended structure of military expenditures. |
The Goals of Civil-Military Cooperation in the Context of White Paper on DefenceReviewed - ReviewIng. Pavel Zona, Ph.D., Ing. Vlastimil Galatík, CSc.Vojenské rozhledy / Czech Military Review Nr. 2/2013, Vol. XXII. (LIV.): 31-38 | DOI: 10.3849/2336-2995.22.2013.02.031-038 This paper deals with the activities of the Armed Forces of the Czech Republic, under national command on its own territory, with the emphasis to the activities of civil-military cooperation (CIMIC) components. It puts stress on the issue of forces operations, those of CIMIC units in particular, within the Integrated Rescue System, during crisis situations, i.e. natural disasters, environmental accidents, etc. The paper comes out from the tasks defined by the Defence White Paper. Those tasks are compared with the legislation in effect, and the authors make some inquiries about suitable measures to implement them. Unlike missions carried out abroad, the CIMIC problems and tasks in ACR operations on home territory are nearly untouched. The paper aims to open discussion over this topic, among others, because our current relevant legislation is obsolete. |
The Recapitulation of Obama's Security and Defence Policy (The End of his First Presidential Term)Reviewed - ResearchPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.03.003-016 The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence. |
Military Keynesianism, Defence Expenditures and the Growth of Economy Militarization in Advanced Countries of WorldInformational pagesIng. Vendula Hynková, Ph.D., doc. dr. Luboš Štancl, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 108-120 Keynesian economics argues that private sector decisions sometimes lead to inefficient macroeconomic outcomes and therefore advocates active policy responses by the public sector, including monetary policy actions and fiscal policy actions by the government to stabilize output over the business cycle. This paper defines the core of Keynesian economics in the mirror of defence expenditures and their influence on country's economy growth. The main attention is paid to the analysis of military-industrial complex and its pressure on armed forces, as one of most important factors introducing a danger of the so-called militarization of both state economy of advanced industrial countries and their social life. |
