The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter.

This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria.

Leadership and its styles have been in the spotlight for many years. The changing military environment and demands on army readiness bring new questions and perspectives to leadership. Leaders now face constant changes and specifications of the new modern era. Concerning these changes and transformations in society and the Army, there are new demands on soldiers and leaders at all levels of the Army of the Czech Republic. This paper provides insight and muse about both transactional and transformational leadership styles and investigates an approach to these styles by Czech military students. This paper aims to identify what leadership style Czech military students prefer at the University of Defence. This research focused on evaluating the personal characteristics required for a leadership position. To verify the relevance of the gained results, we employed paired t-test.

This article focuses on the identification of key factors of material resources in the field of equipment, armaments and military vehicles within the Czech state needed for effective mobilization. The primary goal is to answer the question of whether the Army of the Czech Republic still has adequate supplies of these key resources and whether it has the ability to increase these resources in crisis situations without significant dependence on foreign imports. The above analysis revealed mostly sufficient stocks, but at the same time significant limitations were identified in some categories, especially in their technical and moral quality (obsolescence, respectively), especially in most types of military vehicles. The issue of dependence on foreign imports concerning raw materials then changes considerably, from the minimum (combat dress) to the almost maximum (ballistic helmet) level.

The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic.

This study presents the perspective of Czechoslovak diplomacy on the events of the Yom Kippur War (1973) in the context Czechoslovak foreign policy towards the Arab-Israeli conflict in early 1970s. The research is based on so far rather underexplored archival sources. Despite Czechoslovakia's declared unequivocal support for the Arab side of the conflict, Czechoslovak Middle Eastern policy since the mid-1950s was not entirely unconditional in relation to the Arab countries. Internal documents of Czechoslovak government occasionally revealed criticisms of Arab representatives. The Yom Kippur War represented a significant moment in this regard, as it was a military confrontation initiated not by Israel but by the Arab coalition, posing a challenge for Czechoslovak propaganda. Simultaneously, this armed conflict presented an opportunity for Communist Czechoslovakia to further deepen its relations with its Arab allies.

Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential.

Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents.

The article holistically assesses the US application of security-development nexus (SDN) through the most known example of SDN in practice - provincial reconstruction teams (PRTs) - to elucidate what lessons learned can be drawn from there. The PRT's unique small footprint approach aimed to skip combat phases and focus on development in Panjshir. The research detected fourteen lessons learned from PRT's Panjshir wrongdoings and relatively successful initiatives. Lessons learned include defining mission objectives, early identification of instability sources, unified funding, emphasis on security sector reform, cultural awareness, empowering locals, and continuity in leadership and mission. PRT Panjshir's approach is debated, emphasizing managing, not fully resolving, complex conditions. Depending on contextual factors and learned lessons, the model's duplicability in future conflicts remains uncertain.

The annual examination is an integral part of the physical training system of a soldier of the Army of the Czech Republic, which assesses his physical fitness. This assessment provides dual feedback - it informs examinees of how they are performing against normative tables and each other, and at the same time, gives commanders an idea of the current physical fitness of their subordinates. This thesis focuses on the endurance event of the 12-minute run (also known as the Cooper test). Based on data from 2011 to 2021 and nearly 50,000 evaluated tests, the potential effects of age on soldiers' physical performance and appropriate adjustments to individual age limits were examined. The analysis showed that the difficulty setting for achieving the same rating differs for both genders and that there is a different decline in physical performance with increasing age than reflected in current norms. Based on these analyses, a proposal for modifications to the annual physical training test was developed and is appended to this paper.

Current War in Ukraine represents conventional conflict of high intensity unparallel in contemporary European history. Using a qualitative method, authors present character of the war and identify its key specifics through multi-domain optics. A preliminary set of recommendations is derived from these results for the national defense capability of Czech Republic. Authors conclude that both State and the Armed Forces must increase their readiness for the large-scale conflict.

This article deals with one of the most explosive areas of the world today, which is the Near and Middle East (NMEA) and especially the territory of historical Palestine, where the Israeli-Palestinian conflict (IPC) has been going on for a long time. The text deals primarily with historical and military factors and is written as a historical explanatory analysis. It focuses on the most significant historical events and explains the ways of functioning and the consequences of the processes that have been taking place there for a long time.

The article concerns the issue of arson attacks in Israel.The issue of terrorism in Israel is quite broad, given that it is a very common phenomenon here and Israel deals with terrorism on a daily basis. The paper therefore focuses on incendiary balloons, a weapon that repeatedly caused fires around the Gaza Strip between 2018-2023. It examines their history, their design, outlines the possibilities of their elimination, the advantages and disadvantages of possible technical solutions, and a reflection on the future of their usage.

This paper aims to explain the tension between the phenomenon of whistle-blowing and military values, embodied in core martial virtues of loyalty and courage, which are integral in all armies. By defining these virtues in the military context, the author demonstrates how expressing dissent in the military is not necessarily opposed to loyalty and courage, but rather that it is necessary if conflict of different loyalties is properly managed and if courage is properly understood. Only by ensuring that armed forces are led by those who truly understand military values and martial virtues, and that whistle-blowing can be both patriotic and heroic, can we strive for a lasting peace. By courageously expressing loyalty to his nation, institution and profession, a soldier may act heroically by blowing the proverbial whistle.

This paper is devoted to the role of a periodical Vojenská mysl in the reform of Czechoslovak "1968". There were various contributions on its pages, which criticized the lack of the Czechoslovak military doctrine. The corn of criticism was also aimed at non-systemic arrangements based on Soviet pressures in the area of diplomacy and military policy. Vojenská mysl reflected carefully the general process of democratization, which influenced the daily life in the Czechoslovakian army. The democratization required involvement of scientific base in military affaires, a long with better use of personnel capacity in the military.

The Czech Army Military Medical Service is actually going through radical changes that could lead to the strong enhancement of its capabilities. The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future.

The paper deals with the principle of legality during putting in practice of Military police support to allied armed forces in the Host nation Support operation on the Czech Republic territory. Security of sending nation armed forces weaknesses have been identified on the base of analysis of the issue current state supplemented by the legal framework assessment. Suggestions, for expert discussion of Military police authority change, are in the last chapter.

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. In conclusion of article in Military Review No 3, 2011, the authors gave notice about a sequel to this article. Today they describe military deception form another point of vies. They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Sun Tzu's philosophy recommended a strategic method to win that rarely required actual war. Spies, diplomats, deception, and a correctly organised internal structure were his main tools. If it came to war, he recommended among others to use detailed and elaborated military deception.

The article describes the reasons that led to the development of the implementation tool for development projects used by the Czech Ministry of Defence to simplify the planning processes and the experience of its users with the tool. Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice.

The book Paradigms of Military Tactics, compiled by Pavel Zůna, deals with the principles of fighting at the tactical level on more than 300 pages.

Defence strategies of smaller NATO states represent interesting source of information about defence policies of this pool of countries. Definition of what constitutes "small state" is discussed in first step. In second step, this study compares 10 selected NATO countries Defence Strategies in terms of identified risks and threats, future military capabilities to counter threats, processes of drafting defence papers, level of details and approving authorities. Outlining these indicators and characteristics provide useful overview for future draft of National defence strategies within countries of similar size.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector.

The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution.

The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.

The article follows the author's comparative analysis of American and Russian nuclear doctrines and armaments from the fall of 2021. It presents the current nuclear strategy of the United States of America based on a content analysis of three specific areas of the updated version of the Nuclear Posture Review. Applying interpretive analysis and a rich secondary sources apparatus, the author also reflects on his 2021-formulated assumptions and expectations about the further development of American nuclear strategy under President Joe Biden. The author analyzes the influence of the presidential administration's ideological and political ambitions together with the decisive geopolitical events of 2022 and concludes that mainly due to the second factor, the current shape of American nuclear strategy has not undergone any revolutionary changes and continues to maintain a long-standing continuity and consensus about its basic principles.
