Martial Virtues and Whistle-Blowing: Loyalty Misplaced and Courage Misunderstood

This paper aims to explain the tension between the phenomenon of whistle-blowing and military values, embodied in core martial virtues of loyalty and courage, which are integral in all armies. By defining these virtues in the military context, the author demonstrates how expressing dissent in the military is not necessarily opposed to loyalty and courage, but rather that it is necessary if conflict of different loyalties is properly managed and if courage is properly understood. Only by ensuring that armed forces are led by those who truly understand military values and martial virtues, and that whistle-blowing can be both patriotic and heroic, can we strive for a lasting peace. By courageously expressing loyalty to his nation, institution and profession, a soldier may act heroically by blowing the proverbial whistle.

Research into the historiography of the use of Weapons of Mass Destruction involves an excursion of the study of recent problems of Chemical Corps in the literature. Four basic periods were identified in the development of the theory of Chemical Corps and the concept of the use of Weapons of Mass Destruction. 1. The First World War and the foundation of Czechoslovakia as a period of changes in the principles of military leadership due to the existence of chemical weapons. 2. The period after the end of World War II, reflection on threats in the form of the development of Chemical Corps, the take-over of Soviet doctrine and military research objectives. 3. 1990s as a period characterized by an accent on the Gulf War, proliferation of Weapons of Mass Destruction and the introduction of new technical means of Chemical Corps. 4. Beginning of the 21st century and the threat of ultra-terrorism, the development of specialized capabilities of Chemical, Biological, Radiological, and Nuclear Defence, birth of the 9th Chemical Protection Company of immediate response and literary dominance of international security issues, which outweigh force protection problems in operations. The researched articles illustrate the originality of scientific thinking and the social contribution of scientific literature to the defense sector.

They depict the creation of false picture, deception in the frame of operational planning. The authors accentuate that not only Asian countries, but also western ones look back to classical works on military art, e.g. Sun Tzu, The Art of War (around 2,000 years ago). Vojenské rozhledy / Czech Military Review Nr. 3/2008, Vol. XVII. (XLIX.): 29-51

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. All information and data for this paper were drawn from unclassified sources.

The article deals with Turkey's trust in the USA as its most important ally in NATO. Semi-structured interviews with Turkish academics and international relations experts during field research identified three main areas of Turkish mistrust in the USA - the Cyprus question, USA support for the PYD/YPG in Syria, and USA intervention in Turkish politics. The research results presented in the causal network show that the main cause of Turkish mistrust towards the USA is the factors leading to the phenomenon of fear of abandonment. That causes Turkey's increased need for independence from strategic partners and the subsequent increase in the application of a balance policy. The study concludes that one of the main reasons for Turkey's current attitude towards NATO is the need to ensure its security, and this need stems from Turkey's mistrust of the USA.

The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions.

This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support.
