The article deals with the evaluation of the state of oil security in the Czech Republic and measures, which should be taken to increase it. The attention is payed to the importance of the crude oil in the energy mix of the Czech Republic, its oil dependency and international cooperation in the area of oil security. Further, it focuses on the emergency stocks of the crude oil and petroleum products and to their use and to the oil demand restraint measures.

The article deals with the experimentation in the military domain. It is anchored by the experiment explanation in the NATO context paying special attention to the capability development. Basic principles and terminology of design, execution and analysis is discussed in the following part employing 5W approach. The main focus is aimed at the experiments' examples from the NATO and Nations environment. The article is closed by the explanation of the role of the experiment in the decision making process under the uncertainty in the complex environment.

The primary mission of commanders and staffs is a skillful realization of all measures related to preparation, planning, conduct and control of military operations. Ability to implement these measures originates from their professional knowledge of the theory of operational art and capability to execute it in practice. Based on a feedback from the courses participants, the authors of the article propose a set of measures which may contribute not only to improvement of the level of knowledge, skills and competences of military personal, but also to increase interest in the overall development of operational art in the Czech Armed Forces.

This study deals with selected aspects of the conflict in Eastern Ukraine in Luhansk and Donetsk region in period of April 2014 - to February 2015. Study is divided in two subsequent articles. The first article consists of introduction, theoretic-methodological part, analytical part and short summary, which defines main features of Russians engagement in the conflict. Theoretic-methodological part deals with terminological, theoretical and methodological background of analysis, including generally approach of Russian federation to security policy. Analytical part is divided in to the two partial chapters. The first deals with main Russian objective in the conflict. The second deals with the phases of Russian engagement.

The paper deals with the concept of proxy wars in the region of the Middle-East and the role of intelligence services in it. In the current conflicts in Syria, Iraq and Yemen, many external actors and powers interfere using (not only) their intelligence services for the defence of their national interests in afflicted states, often even combating each other on a territory of a different state. The main goal of the paper is to introduce the concept of proxy war and analyse the role of intelligence services in the ongoing conflicts in the defined area.

Implementation of project management is a step by which the organization declares that it wants to offer unique products in the appropriate quality. Just as a newly implemented process to an organization is not always perfect and needs to be constantly improved. Consequently, the project management implemented in the organization needs to be improved. The article presents the main problems identified by the members of the project management courses, which took place at the University of Defense in Brno in period 2011 - 2018. The authors of the article, based on the analysis of the findings, concluded that problems identified in the Ministry of Defence of the Czech Republic are solvable and present possible approaches to the solution.

Effective strategic management is determined by several factors. Firstly, it is influenced by knowledge, experience and skills of all stakeholdersresponsible for preparation of strategic decisions and decision taking. Secondary and no less importantly, it depends on the quality of internal business processes dealing with all aspects of defence policy formulation and execution. Outputs from strategic management are strategic, conceptual, planning and evaluating documents. This article offers hierarchy of strategic documents defines their purpose and content and outlines responsibilities for their elaboration. Recommendations reflect assessment of current legal and procedural framework, strategic management theory and best practise. Ambition is to propos for consideration one of many possible solutions in order to reinforce strategic defence management.

This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs.

The Directed energy weapons use highly focused energy to damage targets. These weapons use electromagnetic radiation, sound, or subatomic particles. This article aims mainly presentation of information on the current situation in the field of directed electromagnetic weapons that use pulsed electromagnetic field in the range of radio waves and microwaves band. These technologies are used for disruption or destruction of electronic and electrical circuits of the enemy equipment. This makes it possible to neutralize or completely destroy the operation of information, communication, management, control, firing and other electronic devices.

The article informs about the state service of professional soldiers in the Armed Forces of the Czech Republic and the Slovak Republic. It compares the state service of professional soldiers in both countries mentioned and analyses the changes that took place in the Armed Forces of the Slovak Republic on January 1, 2016. With reference to the state service it deals with the career of professional soldiers in the Armed Forces of the Slovak Republic. It offers the list of current career courses in the Armed Forces of the Slovak Republic. It analyses and compares the career courses designed for officers of both countries.

Personnel Recovery is currently an inseparable part of all NATO military operations. This article is focused on the development of the Personnel Recovery in military operations from the Second World War to the 2003 Iraq War. It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken.

But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world.

The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP.

The most frequently used methods during strategic documents processing at the Ministry of Defence are group discussion, brainstorming, discussion and analysis of stakeholders. SWOT analysis and other methods are represented in less than a fifth of cases. The research results show that some methods are used in methodologically wrong way, meanwhile, the most common method used is intuition based on experience. Implementation of strategic analysis usually encounters at the Ministry of Defence a lot of barriers. The article describes the results of research in this area and presents some recommendations for improvement, particularly synergistic use of methods called multi-methodology.

This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

V článku jsou prezentovány dílčí závěry a poznatky z dotazníkového šetření a polostrukturovaných rozhovorů na jednu z oblastí řešení problémů v rezortu obrany, a to využívaní metod, metodik a heuristik, realizovaných v roce 2012 a 2015. V článku je analyzována jedna z metod strategické analýzy, konkrétně SWOT analýza. Nejprve je charakterizována SWOT analýza z hlediska doporučení pro její praktickou aplikaci, tak jak vyplývá z rešerše odborných publikací. Následně je prezentována SWOT analýza z hlediska jejího využití v rezortu obrany. Na základě zjištěných informací jsou v závěru článku definována doporučení pro praktickou aplikaci SWOT analýzy nejen v rezortu obrany ČR.

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

The article deals with the issue of methodological approach to scenario development. This paper describes the methods and techniques used in scenarios development both in civilian sphere and within NATO and the EU, with an emphasis on their role in the military capability development process of the armed forces. The article defines the usual scenario construction process and describes the location and differences of generic and specific planning situations. In addition, the principles necessary to create quality scenarios are described here. The conclusion of the article deals with proposals focused on the elaboration of a methodology for scenario building in the Czech Armed Forces as part of the project "Strategic Alternatives to the Construction and Development of the Czech Armed Forces", which is being elaborated at the Center for Security and Military and Strategic Studies of the University of Defense in Brno.

The general trend of weight gain, decreasing physical fitness and health complications in the general population is also reflected in the recruitment of new candidates. Their physical readiness is expected to be high. The aim of this study was to verify whether or not the physical condition of the soldiers entering the army during the 2000-2017 test of physical fitness actually deteriorated or not. The results for the assessed period in the monitored parameters indicate that some components of physical fitness are copying the general trend and showing a slight deterioration. Yet, in general, it can not be said that the fitness of new soldiers is declining, as some of its components show a slight increase.

This article discusses political and military issue of Islamic State, since establishment of the anti­IS alliance in summer 2014 until March 2016 in Iraq and Syria. The article describes each step made during this period separately or in alliance, while the terrorist attacks in Paris are considered as a turning point. That is the reason why the article is the comparison of French policy before and after the attacks. The article presents four possible dislocation options of military distribution points of accoutrements in the sector of Czech Armed Forces. The article assesses the impact of those options on the driving distance, total operation costs and the value of the stocks staff uniform shirts for men. There is defined simplified model and the calculation is used localization task on the base of these parameters. Analysis of the various options and their subsequent comparison is proposed optimal dislocation distribution points. In calculation the distance value will be determined based on knowledge of the coordinates of the localized objects. The final section is using a multi-criteria evaluation of alternatives selected the most appropriate option for distribution point of military accoutrements.

The article deals with the problem of a certain militarization of a society, supposing country's military establishment is expanding its scope of activities to government or economy. From this point of view, the military and their civilian counterparts could be seen as "imperium in imperio" and such a model of military as a state within a state. There are a military-governmental complex and a military-industrial one in each state and both ought to be under civilian authorities' control, in order to prevent the democratic state from being fallen under influence of this complex. Although the notion was sketched more than fifty years ago, the military-industrial complex theory has been still living, and author gives some examples of the evolution of military-governmental and military-industrial complex.

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

This article illustrates the troubles encountered with development of the NRF. The NATO Response Force is a highly ready and technologically advanced force made up of land, air, sea and special operations forces components that the Alliance can deploy quickly wherever needed. The NRF is intended to be a transformational force that will not only be able to meet the security needs of NATO in 21st century but also serve as an agent of change whereby all the member nations of NATO will be able to bring capabilities, and concepts of operations into their national forces. Undoubtedly, the NRF will not provide a basis for solving all of complex challenges. But it does offer an opportunity for experimentation and testing-the essence of military transformation-and the forging of creative solutions. Even though we have several concept documents: Security Strategy, Defence Policy, our armed forces are fragmentized by doubtful laws into autonomous sections, Army of the Czech Republic, Castle Guard, Military Office of the President, Military Intelligence. We lack a binding political assignment on defence policy. The Defence White Book was a serious attempt to introduce this problem among members of government, parliament. But it was ineffectual. The officials did not respond, contented with emergency arrangements. Alarms bell. Supposing the politicians are not involved in defence policy, we should lose our Alliance credibility, later on even Alliance collective security.

War game is a simulation of military operations intended to train military commanders or to test a proposed strategy. It is a game in which model soldiers are used to create battles, in order to study tactics. This article illustrates the importance of War Game COAs (course of action). It was tested against opposing force COAs. Such exercise will help to identify advantages and disadvantages and the key elements of execution planning for each COA. The lesson learned during OHQ CZE/SVK BG EU Staff Exercises that took place in Olomouc from January 19th, to January 23rd, and from February 16th, to February 20th, 2009 is that war-gaming (although time consuming) is something closer to "reality" than the "theory" in doctrines. The war-gaming practices teamwork, facilitates team-building and enables to share mental model COA. Commanders and their staff ought to be engaged in simulations and war games more frequently.
