Vojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 23-36 | DOI: 10.3849/2336-2995.31.2022.04.023-036

The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks.

The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness.

Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards.

The article presents a summary of analytical outcomes aimed at mapping current NATO and EU approaches to capability planning and their impact on national planning processes, which were carried out by security and defence institutions. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes.

This review article focuses on Jewish insurgency under the British mandate for Palestine from 1939 to 1948. The Jewish guerrilla campaign represents a successful case study in the field of the research on small wars and insurgency, proxy wars. The authors analyze the early phase of the British Mandate in 1918-1939, referred to as the prelude to the subsequent Jewish uprising; a period when Jewish paramilitary groups including the Haganah, Irgun, and Lehi emerged and developed, emphasizing their ideological underpinnings, operational and tactical strategies of warfare, and the material capacities that these organizations possessed. The authors primarily emphasize the period from the initiation of the White Paper in 1939 until the establishment of the State of Israel in May 1948. British restrictions on Jewish immigration and the beginning of the Second World War stimulated the Jewish forces to a massive terrorist campaign against the British resulting in an unprecedented Zionist victory.

The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists.

International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Despite the attempts of labeling hybrid warfare as a new form of warfare or even as a factor that is changing the nature of war, hybrid warfare is part of a war from the Antiquity to the present day. The essence of hybrid warfare is in parallel use of regular and irregular military forcesand different means of pressure by a power unwilling to openly attack a weaker opponent. Information dimension is analyzed in the cases of hybrid warfare against Croatia (1990-91) and Ukraine (2014). In both cases the key target of hybrid warfare was social cohesion of the attacked countries. In the Croatian case, despite a strong propaganda campaign followed by the direct and indirect use of military force, the attacking side was unable to break social cohesion of the majority of Croatia's population. In the Ukrainian case, the lack of social cohesion has prevented organization of the efficient response to hybrid warfare waged by the Russian Federation. Both cases also indicate the significance of national identity in preserving a society's social cohesion.

Vojenské rozhledy / Czech Military Review Nr. 4/2019, Vol. XXVIII. (LX.): 94-105

The editorial board of Vojenské rozhledy Journal presents an article by General Staff Colonel (plk. gšt.) Tomáš Novotný, currently the Chief of the Department of Strategic Planning (J-5) of the General Staff of the Armed Forces of the Slovak Republic. This article was published in HORYZONTY BEZPIECZEŃSTWA Nr 8 (3) 2017 and it is available online at http://www.prawo.uni.opole.pl/horyzonty_bezp/Nr_8(3)_2017.pdf. The article is very closely linked to the subject of the contribution published in Vojenské rozhledy 3/2019, entitled "Religious Extremism as a Cause of Armed Conflicts: Indicators and Early Warning Systems", and in a certain way it defines its theoretical foundations.
This article briefly describes and puts together conclusions of the Copenhagen Peace Research Institute' key publications, which were released within the transformation of the Security Studies at the turn of the millennium, with conclusions of the UN Human Security Concept that was successfully institutionalized in 2012. Afterwards, the "Copenhagen School" methodology was applied on the UN Human Security Concept to identify a set of human security challenges and threats, which have been - after analysis of their causal relationship - supplemented by a causal classification. Most security threats create a causal link with one or more other security threats. This fact implies that there is a possibility to create a causal model (mental, graphic, etc.) of any security threat to simulate or to predict the consequences and successfulness / efectivity of a suggested security solution (securitizating or de-securitizating). As a practical subject of a security threat causal analysis was used the model of processes on the way "from a state failure to a terrorism manifestation" adapted to contemporaty situation in the European Union.
