The article deals with some military consequences of the departure of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit). To assess the potential impacts on defence and security of EU, a structured approach involving several methods was used in the analysis, which combines a search of professional publications, factors sensitivity analysis and testing of hypotheses. Based on the analysis, it was evaluated that the departure of the United Kingdom of Great Britain and Northern Ireland from the structures of the European Union will take place without significant impact in the military field and does not pose an immediate threat to the security and defence of EU member states. Nevertheless, in connection with Brexit, there is still a certain risk of negative impacts in this area.

The paper is focused on research of military operations planning with the purpose of defining an efficient decision-making model at the tactical level for brigade-level offensive operation. Suggested model applies methods of multi-criteria decision-making – DIBR II (Defining Interrelationships Between Ranked Criteria II) and EDAS (Evaluation based on Distance from Average Solution) in order to decrease subjectivity while evaluating and ranking criteria, but also to select the most optimal course of action (COA). DIBR II method is used for the evaluation and determination of criteria coefficients, while the EDAS method enables choice between the most optimal COA. Application of simple and effective methods of multi - criteria decision - making accelerates the planning process and enables commanding officer to make optimal troop employment decision in a given operation.

The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

The article deals with the use of military police in combat operations during dominance phase.Itdescribes the place androleofmilitarypoliceas combat support units, analyzes experience from previous and ongoing operations and specifies the possible activities of military police during this phase. In conclusion it gives recommendations for the development of capabilities in terms of the activities performed and possible changes in organizational structures. The content of the article is based on thesis prepared by the participant of the 27th General Staff Course at the University of Defence.

This article presents a formal economic framework for assessing the sustainability of prolonged attritional warfare. Using the ongoing Russian invasion of Ukraine as a case study, the paper models the interaction between military production and consumption (losses) to evaluate the limits of state endurance under sustained conflict. The core of the analysis is a differential function of the war economy, defined as the net capacity to sustain operations over time, which is the difference between production and losses. This function is embedded within a theoretical construct that distinguishes between sustainable and unsustainable operational regimes, marked by critical thresholds of system exhaustion. Through a combination of regression analysis and symbolic modelling, the paper demonstrates how Russia’s current attritional strategy may be approaching a structural breaking point. The findings offer a conceptual and empirical basis for evaluating wartime industrial resilience and may inform strategic policy and conflict forecasting.

The article analyzes loitering munition as a distinct category separate from traditional UAVs and examines its role in recent armed conflicts. Drawing on qualitative and quantitative analysis, it finds that these systems have become a persistent feature of modern warfare, which is also reflected in the rapid expansion of acquisition efforts within NATO countries after years of stagnation. Building on these findings, the article introduces four functional criteria defining loitering munition and provides a targeted DOTMLPFI mapping that outlines the key requirements and indicative metrics needed to achieve full operational capability. The study shows that progress across all DOTMLPFI domains is essential for effective and sustainable integration, particularly in smaller armed forces.

This article presents the first systematic analysis of cognitive resilience education within the Czech Ministry of Defence, which is growing in importance in the context of contemporary hybrid threats. Through methodological triangulation (document analysis, questionnaires, interviews), the research maps the coverage of relevant topics across all levels of formal military education. The SWOT analysis reveals both existing foundations for cognitive resilience development and the absence of a systematic approach to this issue. The results highlight three main challenges for transforming the educational system: systematisation of the approach, personnel resources, and infrastructure modernisation. The study establishes an empirical basis for strategic recommendations to strengthen military personnel resilience against information and psychological operations.

The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered.

This study explores the main challenges faced by leaders within the multinational military operations process. Based on the aspects addressed in the literature review, the questionnaire survey method will be applied to a representative sample of military personnel who had participated in various multinational activities, as tactical leaders. The findings reveal that the most significant challenges perceived by leaders include linguistic barriers, command and control (C2) issues, and differences in training, endowment, and doctrine, with planning identified as the most challenging operational phase. Statistical analysis further indicates that experienced leaders perceive these challenges more acutely, and the study outlines key solutions proposed by respondents, such as developing language skills, enhancing interoperability, and fostering adaptability as essential traits for overcoming difficulties in multinational  military operations.

The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them.

The text is dedicated to the analysis of the legal regulation of military wills in the new Civil Code (Law No. 89/2012 Coll.). It places it in a historical legal context. However, priority attention is paid to a detailed analysis of the current legal regulation and potential issues that this regulation brings. It also briefly mentions other options for last dispositions that a soldier could use. The legal regulation of military wills in the Civil Code can be characterized as very well conceived, reflecting the reality of foreign missions. The fact that it takes the form of a public document is also significant if the relevant requirements are met. However, the question is how the application practice of the courts will approach the adjustment.

The Lessons Learned from the military operations and exercises as a system and process was introduced to the Czech Armed Forces in 2004. Since this time, it become a standard component of command and control, and one of the tools that generates impulses on the development of capability of the units and staffs, at all levels. The article discusses not only the achievements but focusing on the barriers that hinder effective development system and the lessons learned process. In the first part of the article, this loosely follows the article, published in issue 1/2015 magazine Vojenské rozhledy - Czech Military Rewiev, the authors focused on the basic principles of the process. The focus of the article is to analyse the current state of the lessons learned process with result, that one of the main problems is the misunderstanding of the process by some commanders and also analysis of the lessons identified on the strategic level. At the end of the text, the authors presented recommendations on how to overcome the identified barriers and ensure the further optimization of the process.

The article is a thematic sequel of a previous work addressing the concept of Multi-Domain Operations (MDO) in the context of modern warfare. It highlights the differences in the conceptual approaches to MDO as applied by the U.S. Armed Forces and NATO in response to current security challenges. The study outlines the shift by NATO and the U.S. from traditional joint operations to integrated strategies within respective operational domains. Based on a literature review and content analysis of doctrinal documents, it identifies a fundamental difference in the conceptual approaches of NATO and the U.S. to MDO. While the U.S. approach emphasizes a military-oriented model that generates synergistic effects through coordinated operations and technologically driven dominance, NATO’s framework favours a comprehensive civil-military model of strategic integration.

The article discusses the possibilities of joint deployment of combat unmanned ground vehicles with combat infantry units. It summarizes the deployment of these assets in past and present military operations, including the presentation of deployment experiences available from public sources, and examines the joint deployment of an infantry squad with an unmanned ground combat platform during an attack operation. Using a constructive simulation, it presents the results of the deployment of an infantry squad during an attack operation with and without the support of a combat unmanned ground vehicle. As part of the discussion, he develops the ideas necessary for the cooperation of the unit with an unmanned vehicle. The aim of the article is, among other things, to open a debate in the professional community about the possibilities of effective use of unmanned ground systems to support the activity of combat units in military operations.

The study focuses on the methodologies and strategic implications of restoring industrial complexes in post-conflict environments. Drawing on empirical evidence from the war in Eastern Europe, it links NATO engineering doctrine with approaches to damage assessment and stability classification. It proposes damage categorisation and prioritisation of reconstruction based on structural degradation and external system dependencies. Key strategies include mobile engineering teams, improvised materials, and limited documentation. The study also highlights the need to protect sensitive information generated during recovery. A combined approach ensures efficient reconstruction and national defence resilience.

This study aimed to explore the media’s perception of the military and militant activities, focusing on journalists’ professional conduct and their commitment to the national cause. In-depth interviews were conducted with Pakistani journalists reporting from conflict zones. The findings suggest that Pakistan is engaged in a war on terror and that the media plays a key role in glorifying the security forces in their fight against militants who challenge the authority of the state. Journalists expressed the view that the government and military should take realistic measures to combat this threat. While journalists described militants as terrorists, they also noted that their professionalism is often influenced by patriotism and a national duty to serve the country. However, objectivity remained a key element of their reporting. The media, considered the fourth pillar of the state, should have the necessary freedom to report on conflicts. At the same time, self-censorship was considered necessary to prevent content that could lead to radicalization.

The assessment of force ratios and battle casualties is a crucial aspect of the military decision-making process. This article evaluates three different tools used by the Army of the Czech Republic at the tactical level: a calculator based on Lanchester's laws, a module within the Battle Information System, and a constructive simulation system. The results indicate that while all tools produce similar outputs, the constructive simulation system offers more accurate estimates of combat losses for both equipment and personnel. Additionally, this system enhances the ability of commanders and staff to adapt to changing scenarios during planning. The primary conclusion is that the constructive simulation system provides a practical and flexible solution for supporting the military decision-making process at the brigade and battalion levels.

The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

Accurate meteorological data is crucial for precise artillery fire, yet its availability can be compromised in combat conditions. This study investigates the impact of limited meteorological information on artillery accuracy and explores potential mitigation strategies. By analysing upperair data from a single weather station, we simulated various scenarios of reduced meteorological support. Our findings highlight the significance of meteorological factors on artillery performance and the potential consequences of inadequate data. We developed a foundational framework for offline artillery support products, emphasizing the need for robust methods to estimate atmospheric conditions in data-scarce environments. Future research will focus on incorporating advanced modelling techniques and additional data sources to enhance the accuracy and applicability of these products.

Biosafety and biodefense (i.e. all countermeasures preventing the spread of biological agents in the environment and population) are on the regular agenda of states and their militaries. Somewhat aside are global catastrophic biological risks (GCBR), which can destroy human society as a biological species. Although a precise definition of what constitutes a global catastrophic biological risk is still being sought, it can be considered the impact of potential global catastrophic risks (GCR) on the social, economic and biological structure of human existence. This implies that GCBRs are a subset of GCRs. It is also open to discussion whether in the case of GCBRs the risk must necessarily be biological agents, from viruses to humans, or whether anthropogenic threats can also be accepted as risk factors, or what the impact must be for a risk to be included under the designation GCBR.

Similar to other fields, also in the military one, the Artificial Intelligence has become recently an evident solution for optimizing specific processes and activities. Therefore, this research paper aims to highlight the potential uses of Artificial Intelligence in the military operations carried out by the Land Forces. In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI's contributions in optimizing commander's decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study.

No military operation is conceivable without logistics. It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics.

The paper evaluates the level of cooperation between the Ministry of Defence and the NATO Support and Procurement Agency (NSPA) in the field of procurement of military equipment. In the practical part, the results of the research on the level of participation of Czech-based suppliers in NSPA activities between 2018 and 2022 are presented. Pareto analysis comparing the participation of the Czech and international companies in contracts implemented by NSPA in terms of their subject, quantity and financial value is used. Qualitative case studies from three different areas illustrate in which NSPA projects the Czech Republic has already been involved in and which benefits and risks are associated with this cooperation for the MoD. Positives and drawbacks in the process of acquiring military equipment in-house and opportunities and threats that may arise from the acquisition of military equipment through the NSPA are summarised in the form of the SWOT analysis. Finally, recommendations are presented on how to improve the cooperation between the MoD and the NSPA in the field of acquisition.

The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment.

This paper deals with the issue of logistics planning – one of the seven planning domains of defence planning in the Ministry of Defence Department of the Slovak Republic. In the framework of the descriptive research problem, the author was looking for an answer to the question: How is logistics planned in the defence planning system at the departmental level? The article contains the results of theoretical and empirical research carried out on the given issue. The author explains the main theoretical background of the research issue, describesin more detail the methodology of logistics planning in the conditions of the department as well as current knowledge and experience from practice, points out the most significant problems in the field and proposes their possible solutions.

The article describes the issue of implementing the Resistance Operating Concept as part of a comprehensive approach to ensuring the defense of the state and its resilience. The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state.
