Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam.

The article presents some prospective variants of accoutrements supply for professional soldiers. The system might operate like that: the soldiers will receive cash money to buy equipment, outfits, even clothing by themselves, in civilian outfit distribution network. There are three possible variants in question, first equivalent items, identical with military categories of components, second sports items, and third field outfits that do not affect the functionality of uniform, its completeness, as well as external appearance.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

Topical problems of insufficient military budget, limited means are a drive force for searching unoccupied financial means to saturate set goals and ensure their unbiased reallocation and rational exploitation. The necessary prerequisite is control implementation and managerial accounting. This ought to create primary predispositions for introducing managerial accounting system, which would be oriented not towards financial, and property operations, but towards effective economy. The article describes phenomena tied with an army unit, together with the position of its commander in the process of gradual implementation of integrated informational system of state treasury, which is most manifested in the field of planning, budgeting and accounting.

President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan.

Career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. The MoD Concept of Personnel Development for 2012-2018 sets the direction of the educational development to achieve these qualification requirements. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred.

The article deals with particularly topical problem, the riots with ethnic background. The present situation is compared with history illustrations and with similar recent events abroad. Author's reflections and scenarios outline a variant of state failure and its institutions, with the exception of army. He identifies respective incoming risks, among others tied with the so-called Roma question. Actually, his hypothetical solutions are not backed by the current laws of the Czech Republic. The author comes to the conclusion that army deployment might be used only as an instrument of last resort, "ultima ratio".

The Slovak author Štefan Volner wrote a book called The Wars of the 21st Century (Zvolen 2007). After the break-up of common Czechoslovak state we promised each other that the relations between Czechs and Slovaks will not change, but after fifteen years we see that we are really departed, when speaking about Slovak home policy, about Slovak security questions, its army. Štefan Volner who often publishes in the review Vojenské rozhledy helps to cover this gap and thus our military public can follow his scholarly works dealing with security and defence. In reviewed book he enumerates the causes of 21st century wars and analyses four basic paradigms: civilizational; Toffler's third wave; realistic approach; and finally thermodynamics, dealing with non-linear causes of war. Asymmetric wars came into existence as the roots of wars are asymmetric. It is not difficult to win the war, but more difficult is to guarantee post-war reconstruction.

The article deals with some aspects of applied theory of operational art within the operations planning process. It discusses the area of operational design concepts and suggests possible ways of this theory application in the process of operational approach development. The described theory is a sequel to the article published in this Military Review No. 1/2014.

The article explains the meaning of strategy documents covering forces' deployment in future operations, i.e. operational concepts and aspects of their development. The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents.

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.

This article presents a case study dealing with the system of logistical support at Kyjov town. This kind of support demands a full evacuation of all citizens, ensuring emergency housing and sustenance both deployed persons from integrated rescue corps and evacuated persons. The result of this study is a proposal to update the crisis plan of Kyjov.

The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

Studies of the importance of culture have gained greater attention in the post-Cold War era. In present world, there are many fenomena that can't be explained in terms of neorealism. There is the consensus in national security policy studies that culture may significantly affect grand strategy and state behaviour. It limits behavioural choices, from which we could derive predictions about our strategic choice. This study is based among others upon Johnston's strategic culture concept related to three generations. The study is divided into five parts: at first the author introduces general concept of strategic culture, the second, third and fourth parts correspond to individual generations. In closing part the author explains his own understanding to this concept.

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

After the year 1989 many presumed that "the end of history" came about, after the end of cold war no international security risks would arise. Nowadays we see that everything is different. Risks and threats are an inseparable component of humane existence. A working state must be prepared for those risks, which covers even the field of training citizens. The reviewed publication will certainly contribute to better understanding the complexity of present-day world and its security. The book has two independent parts; the first one is politological by Peter Rožňák, the second part deals with professional arms by Ludvík Juříček.

The paper describes a design concept of a lightweight armoured vehicle set "S-LOV-CBRN". The equipment of this set allows its crew to carry out a safe reconnaissance activities in areas with unknown situation under chemical, biological and radiological risks (CBRN reconnaissance), as well as the risk of contact with armed opponents.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. Such a verdict is rather exaggerating, the author believes, as Czech defence department is still able to fulfil both its Alliance commitments, missions abroad, or home assignments, e.g. support to integrated rescue system. What's missing is a critical reflection over economical management. Data, numbers, and facts are attached.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

Changing security environment and the need to address conventional and especially asymmetric threats and risks, wherever they occur, establish clear requirements on the development of national capabilities. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability.

Today, the word Concept is one of most used terms in the framework of long and medium term of defence management. Concept development as a process is mentioned in significant number of departmental regulations and descriptions of activities of organizational bodies of the Ministry of Defence and General Staff. Concept development and Experimentation is a kind of incantation used when we speak about the development of long and medium term strategic documents. This article comprises the analysis of the legal regulations concerning the development of strategic documents. It analyses the implications of the governmental Methodology of mid-term concepts and Methodology of preparation of public strategies for departmental strategic documents.

During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

This study deals with the responses to recent Syrian conflict in the Czech Republic. The authors introduce particularly activities inside Syrian diaspora, actually formed during the time of communism. Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic.

The peace is a state of affairs among states, nations and mankind, characterized by a friendly coexistence, solving matters in dispute by means of negotiations and accords, without use of armed and physical forces or psychological coercion. For preserving peace it is important to respect state sovereignty, independence, the right of nations to define their own courses. The theory of peace, dealing with those items, being introduced by the following article, is called paxology.

The authors analyze the implementation of militant democracy concept in Central Europe, i.e. Germany, Austria, the Czech Republic, Slovakia, Poland, Hungary, as those are nations having experiences both with Nazi and communist regimes. The opening part covers a short history of this concepts and mechanisms used to suppress extremist subjects; subsequently the book compares practical instruments of counter-extremist policies, their individual principles and arrangements. This is the comparison that constitutes the main asset to the problem.

The overall trend set by NATO forming small, mobile, modern and highly capable units, prepared for combat deployment whenever and anywhere - determines fundamental changes both in military materiel, arms, technologies, but also those in structures of command and control, in the field of preparation and training soldiers. Small units, company, platoon, section are to be prepared for matching the task in the whole spectrum of operational and combat activities, so that they could immediately conduct warfare after being deployed. Supported by a wide range of Allied Publication, Joint Force HQ and Doctrine Committee, Training and Doctrine Directorate, prepared together a pack of tactical publications introducing principles to support above mentioned principles. At the end there is a list of individual chapters dealing with standard principles which will guide actions of company, platoon, and section.

Článek je shrnutím výsledků řešení projektu obranného výzkumu STRUKTURA: Tvorba modulárních struktur úkolových uskupení pro celé spektrum operací a jejich ověřování s využitím tvorby koncepcí a experimentování - CD&E. Je zaměřen na objasnění problematiky definování modulů jako základního prvku modularity a možné přístupy k výběru hodnocení a formování modulárních úkolových uskupení. Cílem článku je pojednat o možnostech tvorby úkolových uskupení a generování sil v podmínkách definovaných a popsaných scénářů. Hlavní části článku vymezují determinanty organizace modulárních struktur a jejich popis.

In September 2011 the government approved the new Security Strategy of the Czech Republic. It was important that this document was discussed and elaborated with the participation of the security community, security professionals both from the army and civil institutions or schools; among others we must state the CEVRO institute or the CESES centre, Charles University Prague. The author familiarizes readers with its contents and the history of its genesis by means of polemics with individual items of this document. In addition to general statements, there should be concrete proposals, the authors supposes, for tangible precautions, which might help readers to comprehend proposed measures, and thus to open way to deeper understanding among wide public to security problems, i.e. impending threats and dangers.
