Discord at Home, Discord in the World: Is Turkey, NATO's Eastern Frontier, Sustainably Stable and Peaceful?Reviewed - ReviewVladimír BízikVojenské rozhledy / Czech Military Review Nr. 4/2018, Vol. XXVII. (LIX.): 49-63 | DOI: 10.3849/2336-2995.27.2018.04.049-063 The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict. |

(LIX.): 75-92 | DOI: 10.3849/2336-2995.27.2018.03.075-092 Uncertainty is a constant in war. Militaries regularly go into conflicts with operational concepts that are not relevant in the face of the enemy and his plans. The authors propose a way to reduce uncertainty and rapidly check, then adapt, the operational concept - designed learning operations at the beginning of campaigns. These relatively small operations will create friction with the enemy, giving learning teams crucial information to assess their operational concepts. Learning operations offer conventional militaries a way to maximize their advantages over sub-state enemies, by concentrating learning at the outset of the fight and adapting first. |

The Czech Armed Forces is for many years actively involved in the process sharing multi-national capabilities of NATO. Among the former activities such as Smart Defence and Connected Forces Initiative, is also initiative Framework Nations Concept. This article analyzes the overall framework of this initiative, direction and development of this concept. |

(LVII.): 86-99 | DOI: 10.3849/2336-2995.25.2016.04.086-099 On the introduction, the article focuses on clarifying the place and role of counterinsurgency in current military operations. It also deals with the principles of counterinsurgency and their doctrinal comparison within some advanced armies and the NATO. The aim is to highlight some findings related to principles that should be changed,added in doctrine and incorporated into the training of the ACR troops. The result of the analysis and comparison of individual principles with own experience of the author from the mission in Afghanistan are recommendations given for the troop training in the theatre. The implementation of the proposed measures in preparation of the Czech Army units may improve the effectivenessof counterinsurgency in military operations. |

(LVII.): 102-112 The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. The capability of operational adaptability has a significant impact particularly on the operations of land forces, which are still considered as a paramount military power. One of the prerequisites for achieving operational adaptability is effective influencing the dynamics of the human environment in armed conflict. Current development and emphasizing technology over the course of armed conflict detached too fare the War from its intangible political, cultural and psychological context. Human, psychological, political and cultural dimensions of armed conflict create a lot of uncertainty, which land forces should deal with in the future military operations. A partial solution applicable for Czech Armed Forces also outlines this article. |

As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

The paper gives an opinion on the concept of "combat team". Further, the article deals with possibilities of cooperation of tracked and wheeled combat vehicles while performing tactical tasks. In this part of the article authors deals with general eventuality of tracked and wheeled combat vehicles cooperation and the possibility of performing the units tasks in atypical numbers, including the possibility of using parachute on combat vehicles. The article contains the outcomes of the experiment exercise. |

All phases of the development, preparation, movement and transportation, construction and operation are mentioned there, an internal structure, used technical means and involvement of personnel, lessons identified and recommendations included, leading to increase of efficiency of similar activities in the future. |

(LXIII.): 23-36 | DOI: 10.3849/2336-2995.31.2022.04.023-036 The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks. |

(LXIII.): 37-49 | DOI: 10.3849/2336-2995.31.2022.04.037-049 The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness. |

To this end, the nature of military leadership is first identified by analyzing similarities and differences of the widely accepted theoretical concepts (schools) of leadership, including approaches used in selected alliance armed forces. Based on the current state of affairs analysis, the components of leadership and the relationship among them are identified, as well as general conditions for their application. In accordance with the knowledge gained, a general leadership model of the Army of the Czech Republic is proposed. |

(LXIII.): 119-139 | DOI: 10.3849/2336-2995.31.2022.04.119-139 Although the level of the overall CBRN threat in the world is currently considered to be low, there is a trend of a growing concern about CBRN terrorism. Various terrorist groups have shown interest in using CBRN materials to disrupt the global order and economy. The motivation and factors that influence the potential use of CBRN agents in terrorist attacks arise from the fact that CBRN agents have potentially high mortality and can cause serious consequences. A large number of potential dual-use (military and civilian) items as well as the introduction of new technologies in use can be utilized for the CBRN attacks and create a wide range of new possible terrorist (and military) threats. This paper provides a general overview of the past and current situations regarding CBRN terrorism, analyses some of current widely known new technologies that can be utilized for CBRN terrorist attacks and analyses the biggest potential threats from CBRN hazards. |

(LXIII.): 3-22 | DOI: 10.3849/2336-2995.31.2022.03.003-022 The article presents a summary of analytical outcomes aimed at mapping current NATO and EU approaches to capability planning and their impact on national planning processes, which were carried out by security and defence institutions. The outcomes point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic objectives. It is of note that no country has implemented procedures that could be considered as standardised in terms of a single planning process within NATO or the EU. On the other side, analyses point out the fact that NATO and EU planning processes can be hardly expected to be unified in the short term. Nevertheless, NATO and EU member countries should pay close attention to the outputs of their national planning processes in order to comply with the single set of capability requirements as implemented in the relevant NATO and EU planning processes. |

Thus, the paper's scope is to use MCA in order to highlight the importance of Africa for NATO's Geopolitics and what Member States should undertake in order to join the competitive North African and Sahel region's arms and presence race against the increased Russian and Chinese economic and military interests. |

(LXIII.): 84-100 | DOI: 10.3849/2336-2995.31.2022.03.084-100 The paper is focused on the issue how to develop and strengthen the competencies of military leaders essential for management of the Lessons Learned process in the Czech Armed Forces. The analysis shows that the issue of lessons learned is sufficiently addressed in relevant military documents which provides a foundation for definition of relevant competencies. Questionnaire survey proves that most respondents apply identified competencies related primarily to analysis phase and the verification of lessons identified. The article further presents a study curriculum proposal that can be used as a comprehensive framework for study programs within career education currently provided by the Center for Security and Military Strategic Studies of the University of Defence and the Training Command - Military Academy. |

(LXIII.): 121-136 | DOI: 10.3849/2336-2995.31.2022.03.121-136 This review article focuses on Jewish insurgency under the British mandate for Palestine from 1939 to 1948. The Jewish guerrilla campaign represents a successful case study in the field of the research on small wars and insurgency, proxy wars. The authors analyze the early phase of the British Mandate in 1918-1939, referred to as the prelude to the subsequent Jewish uprising; a period when Jewish paramilitary groups including the Haganah, Irgun, and Lehi emerged and developed, emphasizing their ideological underpinnings, operational and tactical strategies of warfare, and the material capacities that these organizations possessed. The authors primarily emphasize the period from the initiation of the White Paper in 1939 until the establishment of the State of Israel in May 1948. British restrictions on Jewish immigration and the beginning of the Second World War stimulated the Jewish forces to a massive terrorist campaign against the British resulting in an unprecedented Zionist victory. |

(LXIII.): 17-33 | DOI: 10.3849/2336-2995.31.2022.02.017-033 The article deals with the method of application of evaluation tools, applicable for the evaluation of the preparedness assessment of undeclared headquarters and units of the Czech Armed Forces. As a part of the research there were analysed the approaches of the Czech Republic and NATO using of a comparative analysis supplemented by a structured interview. The results of the research confirmed the inconsistent approach to the application of standardized tools and methods for evaluation of units, which are not declared for the NATO and the EU Task Forces. Based on the results of the analysis and with the utilization of the best practice approaches, there was formulated an innovative approach to assessment of the required capabilities of all headquarters and units. The evaluation of these preparedness is carried out at the end of each Czech Armed Forces operational training cycle. |

(LXIII.): 54-70 | DOI: 10.3849/2336-2995.31.2022.02.054-070 The article outlines the outcome of a comprehensive researche aiming at the enhancement of decision making within the defence and operational planning processes. Both processes differ in purpose, neverthelles they are challenged by the very same problém to find solutions with maximum operational effectiveness of armed forces capabilities at minimum cost to achieve objectives. It applies constructive simulation namely the software instruments of MASA SWORD and assess its potential to support the process of capability requirements identification and validation of potential alternatives to achieve objectives. It provides reasonable evidence that constructive simulation is a valuable instrument to support the evidence based decision making within in the processes of defence planning and operations planning proces. Constructive simulation allows to identify the most suitable solutions in terms of both operational effectiveness and costs. |

(LXIII.): 38-50 | DOI: 10.3849/2336-2995.31.2022.01.038-050 This article discusses the transformation of the information environment, which allows an adversary to exploit cyber-enabled psychological and information operations. It presents the options currently available to an adversary to exploit the vulnerability of the information environment, chiefly the cognitive vulnerabilities of target groups. Thus, hostile interests are often pursued through manipulation, using disinformation, propaganda, algorithms and artificial intelligence. In the light of these developments, the article defines a society-centric approach, in which societal and human resilience are emphasised. |

The paper further introduces operations research as a scientific discipline and a course taught at University of Defence. Last but not least, it discusses advantages and drawbacks of introducing software into teaching of operations research. |

(LXII.): 23-44 | DOI: 10.3849/2336-2995.30.2021.04.023-044 The article holistically analyses current strategies for the use and development of nuclear forces of the USA and Russia and analytically reflects their mutual doctrinal interactions. It deals with the conditions under which the U.S. and Russia may opt for using their nuclear weapons and reflects also related issues of modernization and development of their actual nuclear forces. The author argues that both superpowers did not manage to abandon the Cold War logic or avoid erroneous, distorted or exaggerated assumptions about the intentions of the other side. The text concludes with a summary of possible changes and adaptations of the American nuclear strategy under the Biden administration as part of the assumed strategy update expected for 2022. |

(LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |

(LXII.): 168-183 The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers. |

(LXII.): 38-51 | DOI: 10.3849/2336-2995.30.2021.01.038-051 The goal of this review article is to briefly describe the development trends in the conceptualization of the phenomenon of hybrid warfare and to try a basic comparison of the key features of twenty important concepts with emphasis on selected Western, Russian and Chinese theoretical concepts. A substantial part of the article also deals with a closer characterization of hybrid warfare with the intention of clarifying the possible relationship of this type of warfare to the activities of the Czech Armed Forces. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect. The emphasis on content and the above arguments confirm that looking at the phenomenon of hybrid action and warfare as a novelty is very debatable. Rather than a new concept of warfare, it is a newly accentuated term "hybrid" describing long-known combinations of power tools used. |

The article can serve as a basis for a next discussion, for a dictionary processing, it will help intelligence staffs in orientation in intelligence terminology and it improves interoperability within the North Atlantic Treaty Organisation and in foreign missions. |
