Defining and Evaluation of Competencies of an Officer of the Czech Armed ForcesReviewed - ReviewJaroslav Kuba, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 4/2020, Vol. XXIX. (LXI.): 65-83 | DOI: 10.3849/2336-2995.29.2020.04.065-083 The article deals with the issue of identification and evaluation of the competencies of senior officers of the Czech Armed Forces. Paper investigates the role of the authorities responsible for military branches and military occupation specialties in the system of defining officer´s competencies. It was also examined the scope of possible application of the competency model of a professional soldier defined by the National System of Occupations in the process of career management. As a comprehensive and optimal solution, a full application of competency model is proposed. The partial application of the competency model is based only on the use of the soft competencies component. Both of these proposals are formulated primarily for the purpose of describing the job position and official evaluation. The paper also brings a number of proposals in the conceptual and normative area circumscribing and strengthening the role of the responsible authorities in the process of defining the officer´s competencies. |

On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |

As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic. |

It examines the influence of three selected aspects - information overload, the expansion of advanced information technology and the growing importance of the cyber domain - on generating, maintaining and sharing situational awareness in planning and conduct of operations. It identifies and characterizes the respective sub-capabilities within the information area, necessary for operational headquarters to effectively provide situational awareness, and outline possible ways to develop these capabilities in terms of internal processes, technical equipment and personnel. |

The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process. |
Efficiency of Language Education at the Language Center of the University of DefenceReviewed - ResearchMária Šikolová, Vladan HolcnerVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 37-48 | DOI: 10.3849/2336-2995.29.2020.02.037-048 During the period between 2016 and 2019, the efficiency of language courses was scrutinized by invention methods. In 2019, the language requirements were set to 14 958 positions in the Czech Armed Forces (60.69 %). Out of the given number of positions, the language requirement was met by only 6 414 professional soldiers, i.e. 42.88 %. The results of the language courses vary a lot depending on the required level of language proficiency; the courses designed to prepare the learners for SLP 1111 and SLP 2222 had the success rate around 60 %, however, the success rate of the courses for SLP 3333 was rather lower (38 %). Out of five groups of factors affecting the success rate, the relative significance of 22 factors was assessed. Most of the critically significant factors concerned the organization of language education; some of the critically significant factors were as follows: placement testing, flexibility of the syllabus and familiarization with the exam format and assessment criteria. |

The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |
How Far is the World to Achieve World Peace and Why?Reviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 76-91 | DOI: 10.3849/2336-2995.29.2020.02.076-091 The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident. |

(LXI.): 92-106 | DOI: 10.3849/2336-2995.29.2020.02.092-107 United states of America classified from 2019 Iranian revolution guards as "foreign terrorist organisation". Article analyses consequences of this step. Text in the introduction presents Guards and highlights the differences between this organization and "classical" terrorist organization. Goal of the main part of text is to analyze American steps and finds consequences resulting from it. This work concluded that though legal consequences of putting Guards on the list of "foreign terrorist organization" are small, on the other hand its practical impacts are huge. There was also found link between putting Guards on this list and new American strategy of "maximal pressure" against Iran. |

Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications. |

(LXI.): 71-84 | DOI: 10.3849/2336-2995.29.2020.01.071-084 The article is focusing on challenges connected with execution of the Czech Army military operations in tropical rainforest under umbrella of international organization. The military engagements in the tropical climate depends on unit general characterization and necessary unit competency insufficiently specified in the Czech Army Catalogue of Capabilities. The Czech Army Catalogue of Capabilities standardizes training methods, training cost, and required training area and required training equipment and material. Based on experience gained from the training of the Czech military personnel in Jungle Training Centre in French Guyana, we can assess that to attain required skills for jungle operational environment acquires a few weeks. The international organizations are capable to provide necessary training for jungle operational environment in order to reach required level of skills and competencies before operation execution. |

(LXI.): 85-101 | DOI: 10.3849/2336-2995.29.2020.01.085-101 Hybrid threats are considered among the most serious risks that Western societies currently face. The aim of actors using such threats is to influence decision-making processes, and in order to do so they use a rich spectrum of methods to instigate conflict in society, seeking to undermine trust in institutions, abet radicalisation, and so on. Activities aimed at creating internal conflict, and the prevention of such activities, are not, of course, a new phenomenon; they differ only in their extent, intensity and the techniques used. The aim of this paper is to investigate how classic strategists - Thucydides and Machiavelli - described in their works how internal conflict is fomented among the enemy and how it can be prevented. The paper describes and analyses various ways of instigating and mitigating internal conflict as noted in their works, and assesses their relevance for the current debate. |

(LXI.): 102-115 | DOI: 10.3849/2336-2995.29.2020.01.102-115 One of the longest conflicts in Latin-American history ended in 2016 when then Colombian President Juan Manuel Santos signed a peace agreement with the Revolutionary Armed Forces of Colombia (FARC), the largest guerrilla movement in Colombia. His predecessor, the current senator Álvaro Uribe, opposed the peace agreement, believing that an offensive against the guerrillas was the right approach. This article shows how these two Colombian presidents framed guerillas and what strategies and expressions were used in their presidential speeches. The main argument is that the conciliatory discourse of President Santos helped to finally achieve peace. The research paper uses a comparative method and the concept of framing. |
The Siege of Marawi, the impulse to change the capabilities of the Philippine armed forcesReviewed - ReviewLibor KutějVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 41-54 | DOI: 10.3849/2336-2995.28.2019.03.041-054 In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems. |

The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors. |

(XLIX.): 103-110 Most people think that working in archives stands for activity with old documents, arranged upon bookshelves. Only few people know that archives means handling information. Today, data are not only in written form on paper, pieces of information are recorded on electronic media. Keeping archives is a part of national heritage; it has informational, scholarly and cultural functions (§ 2, Act No. 499/2004, Archives and Files Services). The author summarizes nearly 90 years of military archives, founded in 1919 by the famous Czech historian Jaroslav Werdstat, as a section of the Czech Country Archives. Very often the Military Archives have gone through difficult periods, and probably with regard to today's army priorities, we could expect uneasy progress even in the near future. This field is not in the centre of attention of army representatives, as it usually does not attract their attention. |

The author sums up the most relevant methodological approaches and tries to highlight their limits in the analysis of the current conflicts, which have by far more different characteristic features than in the past. In modern military conflicts, the states often use private military companies and create illegal armed formations. Quite often, the conflict parties have a varied character and one can observe chaotic alliances of state and non-state actors with different interests and different views on the projection of power and the use of armed force. The text highlights the necessity of adaptation of the current methodological approaches or at least their components and the development and changes which take place in contemporary conflicts. |

(LVIII.): 101-109 The future security environment through 2035 and beyond will likely be increasingly complex and both present challenges and offer opportunities to NATO military forces. Analysis of the future security environment indicates that forces will likely face challenges that could unfold in an exponentially accelerated and increasingly complex fashion. As trends converge in the future, there are twelve likely instability situations that could reach a threshold requiring the Alliance's use of military forces, including: weapons of mass destruction/effect use, conventional war, escalatory use of force, hybrid war, unconventional war/terrorism, global commons disruption, critical infrastructure attack, cyberattack, governance challenges, endangerment of civilian populations, pandemic disease, and natural/man-made disasters. However, there are also many opportunities that NATO military forces could seize in the future, including building and strengthening relationships, addressing emerging challenges, capitalising on innovative technology and ideas to maintain the military edge, and understanding and influencing the human aspects of conflict. Ultimately, to keep the operational edge today and in the future, NATO joint forces and partners will need to continually evolve, adapt, and innovate to improve their ability to act together comprehensively across all domains to communicate and achieve the political-military objectives of the Alliance. |

Text tries to point out, that neorealistic approach, which focuses on material source of power, inevitably deals with ideas as well. Therefore, Ted Hopf´s approach, whcih combines attention to material power and ideas, is introduced. |

(LVIII.): 89-108 The article deals with economical aspects of operation of the military vehicles designated for the transport of persons in the competence of the defence department. In the beginning of the article basic concepts are defined, types of vehicles, and current structure of fleet of the sector. In addition, all passenger vehicles and buses exceeds the national average age in 2015. A more detailed analysis showed that the MoD makes the procurement of new vehicles in cost-effective way, and the structure of these purchases began to predominate significantly cars with diesel engines in the last ten years. However, the lack of monitoring of the total costs of operating vehicle use all cars unevenly, and fleet renewal is realized in low volumes. Although the data in the article are reported to and including 2015, evaluated the development and evolution of this trend persists until today. |

The article examines key measures taken in the political, military, administrative, economical and societal domains in order to evaluate the overall effectiveness of Czech defence policy. Finally, the authors offer several strategic level recommendations to enhance responsiveness and preparedness of the Czech defence system and Armed Forces as one of its most significant components both in short- and long-term perspective. |

As the major Western militaries undergo continuous changes in missions and tasks, as well as in the form of their organisations, the warfighting abilities of military leaders are not the only ones required. Transformational military leadership, with leaders operating from the post-conventional level of developmental action-logic, arguably become one of the most needed capacities of a military organisation. This type of leadership has to be capable of initiating and leading transformational changes, needed to respond adequately and adaptively to contemporaneous and future security challenges. This article analyses the applicability of transformational leadership to military organisations using the developmental theory and the concept of vertical leadership development as a framework. |

Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO. |

(LVII.): 3-20 | DOI: 10.3849/2336-2995.25.2016.03.003-020 The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces. |
