European Naval Strategy: Analysis of Selected Issues in EU Member StatesReviewed - ReviewMgr. Tereza ŠafářováVojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 25-39 | DOI: 10.3849/1210-3292.23.2014.04.025-039 Europe is a maritime continent whose economic concerns and security could be backed only by the power of navy forces. The Czech Republic is not a maritime state, but it is a member country of both NATO and the EU, it participates in the formation of common security policy. Czech soldiers could take part in combined joint military operations, where one of forces is also a Navy. Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Their activities promote the status of the Czech Republic at international level. |
Changes in Security Environment, Influence on State Defence Policy and Armed ForcesNonreviewed - OtherLuboš DobrovskýVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 3-8 The separatist movements at Ukraine, Crimea annexation, have fundamentally changed today's security surrounding. All that came about were in fact described in the last Russian military doctrine of February 2010, herein the Czech strategic thinking failed, leaving the nation unprepared. The Czech military documents identify threats too broadly, without setting definite opponents. One precondition failed completely, namely a gradual emergence of threats, enabling the Czech Republic to prepare itself. The author explains his own views on current security European affairs and asks to modernize and adjust both Czech defence policy and military science. |
Prospective Horizons of Further Cooperation between NATO and the EUReviewed - Reviewplukovník gšt. Ing. Zdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 22-30 | DOI: 10.3849/1210-3292.23.2014.03.022-030 At present, it can be seen a tangible progress in the NATO-EU common approach to deal with challenging security issues. Paradoxically, it has been economic recession in combination with growing danger of arising armed conflicts, specifically on the European continent territory, to start up the closer cooperation between NATO and the EU. Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Why Russia Wants to Buy Mistral Class WarshipsNonreviewed - OtherMgr. Jakub HaraštaVojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 106-111 The Russian armed forces are influenced by a new concept of possible armed conflict. At present, Russian forces are not preparing themselves to one massive conflict, as in the period of bi-polar world, but the main stress is put on power-projection, into the spheres of Russian interests, i. e. into post-soviet republics. The Russian armed forces ought to be able partake in three regional conflicts simultaneously. That's why organizational and technological changes are presently in motion. The acquisition of French first Mistral-class vessels is an organic part of this process. The theme is particularly topical in the context of the current Ukrainian crisis. |

Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |

(L.): 37-42 The article points out the altered role of intelligence and counterintelligence under the conditions of new security threats and relevant problems of intelligence analysis. Authors compare the theories of the orthodox and revisionist intelligence schools dealing with the detection of surprise attacks and finally outlines solutions related to the training of intelligence analytics. Orthodox views are as follows: surprising attacks are inevitable, such attacks will succeed as they are unpredictable, complex and sophisticated; reformists say that too much attention is paid to various failures, there are many cases in which intelligence prevention was successful. Threat analyses are very complicated; hints are not clear, ambiguous. New threats must be examined and eliminated with cooperation with other force branches, police, integrated rescue system, and others. Last but not least, there is indispensable role of preparation and schooling of intelligence officers. |

In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

Czech Foreign Fighters in the Ukrainian Conflict: Legal Aspects and Propagandist UseReviewed - ReviewMiroslav MarešVojenské rozhledy / Czech Military Review Nr. MC/2017, Vol. XXVI. (LVIII.): 71-82 | DOI: 10.3849/2336-2995.26.2017.05.071-082 This article deals with the phenomenon of Czech foreign fighters in the Ukrainian conflict, mostly from the point of view of the propagandist use and from the point of view of the Czech penal law. Both issues are interconnected, because according to the Czech law, service in foreign armies or in terrorist entities can be penalised. On the other hand, foreign fighters can be assessed as an important propagandist element and their participation in the conflict can strengthen the political position of the warring party. This tension between these legal impacts and the propagandist use creates the main theme of this article. The concept of hybrid warfare frames the current development. The author comes to the conclusion that the legal consequences pose only a limited obstacle for the propagandist use. |
