During the first half of 2010, many Internet sites in the Czech Republic and abroad published a number of alarming articles about the platform, called the European Gendarmerie Force (EUROGENDFOR, EGF). Their authors refer to this unit as the basis for a new "Holy Alliance", when the gendarmerie from one member state will be going to suppress unrests in another member state - if the local task forces refuse to do so. This paper is trying to correct such speculations and summarizes available information about the respective unit.

The higher levels of STANAG 6001 examinations assume the knowledge of English life and institutions, i.e. the country of tested language. Without knowing cultural context, complementary to everyday life, some misunderstandings might come into existence. Some English words have become established in Czech (revolver, tank, tanker, tram, jam, safe), whereas others are still being adapted. A particular role in this process is ascribed to military community. The following text makes therefore some enquiries into English words of Czech origins or with Czech background, both military and civil ones, in the past or still in use.

Doc. PhDr. Jan Eichler, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 12-24 | DOI: 10.3849/2336-2995.21.2012.04.012-024

This treatise is a follow-up to an article by the same author in Military Review No. 2, 2012, dealing with legal and illegal war after 1990. Now the author concentrates on another key question: the legitimacy and the unlawfulness of force deployments in internationalrelations. The paper is grounded on fundamental works by the former Australian foreign secretary Gareth Evans, setting international rules or criteria determining when it is right to fight. The effectiveness of the global security system is not only on the legality of its security decisions, military actions, but the common perception of their legitimacy-whether they are made on solid evidentiary grounds, for the right reasons, morally as well as legally.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

Changes of U.S. National Security at the Beginning of 21st Century

Military art

Doc. PhDr. Jan Eichler, CSc.

Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 38-48

The new American doctrinal document called National Security Strategy (NSS 2010) was released in May 2010. Generally, NSS documents outline major national security concerns and plans. The NSS 2010 lays out a strategic approach for advancing American interests, including the security of the American people, growing U.S. economy, and international order that can address 21st century challenges. President Obama is stressing global leadership, dependent on strong and responsible American leadership directing it to ensure other nations follow. He urged Americans to revitalize their own economic, moral and innovative strength to continue to lead the world. The essay by Mr. Eichler is divided into two parts: first one deals with Bush's security policy, and second one deals with documents issued during Obama's presidency. There is a departure from Bush's security strategy that had led to two asymmetric wars in Afghanistan and Iraq. There are interesting nuances. The NSS 2010 for example declares the intention to build deeper and more effective partnerships with key centres of influence-including China, India, which represents among others Obama's retreat from policy of unilateralism.

Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 174-189

This article presents trends in actual physical status of Czech population with emphasis to the military population. The battery of standard tests was used to monitor the basic health related parameters. This test battery was applied to large sample demographic groups. The results verify expected trends. Anthropometrical data show that the population reaches critical level of overweight at age of 40. Blood pressure tends to increase more rapidly after age of 45. Strength and cardiovascular fitness peaks at age of 25, followed by steady decline. Although it was predicted that military personnel should reach higher physical fitness level and lower risk factors, there were no significant difference between military and civilian population. Effect of three-month basic training on actual health status is quite positive, it improves body composition, but no special effect on overall strength. Higher levels of physical readiness were found only in small special units.

Military law

Ing. Mgr. Rostislav Richter

Vojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 181-190

There are three protective emblems in use: the Red Cross, the Red Crescent, and the Red Crystal. As protection symbols, they are used in armed conflicts to mark persons and objects (buildings, vehicles, etc.) which are working in compliance with the rules of the Geneva Conventions. The cross, crescent or crystal must be used alone for what is termed "protective" use, to safeguard relief workers. The article predominantly deals with the third protocol emblem also known as the Red Crystal. In short it summarizes its history. Because of the controversy over Israel's national society Magen David Adom and a number of other disputes, the introduction of an additional neutral protection symbol had been under discussion for a number of years. In fact, this symbol is quite unknown in our country.

It deals with the role and responsibilities of NCOs generally, rank and grade structure, career rules, NCOs' training and education. The author identifies the problems of a rapid professionalization, discusses the possibilities for improvement and finally suggests the possible solutions to those problems. Among others, there is some sort of misunderstanding as far as Other Ranks/Enlisted corps is concerned. The Czech translations of those ranks do not always correspond to their general positions, ranks, responsibilities, command authority, the length of service of individual non-commissioned officers (NCOs), sergeants, or warrant officers (WOs). The author, Command Sergeant Major, Support and Training Forces Command (a graduate of U.S. Army Sergeants Major Academy Fort Bliss) puts forward several proposals to make those translations more precise.

The polemic by Mr. Luboš Dobrovský in his essay in Military Review, No. 2, 2013, is based upon a critical idea that even though the Czech government approved conclusions and goals set by the White Paper on Defence, the MoD and the General Staff began to fulfil their duties, the government did not carry out its obligations. The author came to the same conclusion same time ago. But he didn't agree with the proposition that the army in a state of emergency. The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.
