Priorities for 21st Century: U.S. Security Strategy after 2008Reviewed - ReviewDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 29-40 | DOI: 10.3849/2336-2995.22.2013.01.029-040 The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide. |
The Dimensions of War and Peace that Can't be Neglected: Ecophilosophy & PaxologyReviewed - ReviewDoc. PhDr. Felix Černoch, CSc.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 41-45 | DOI: 10.3849/2336-2995.22.2013.01.041-045 The author explains some terms being neglected in the last few years. War is one of many ways for implementing policy, but actually it is self-breeding and at the same time its own last source. The hypertrophy of available means for warfare creates the atrophy of its functions and consequently even its reason. War is still an extreme choice, bringing about the danger of total devastation of humane environment. It's strange that environmentalists do not put their protests to this centre of gravity. On the contrary, many of them regard wars as natural thing, originated in the very nature of humane dispositions. It has its source probably in the fact that there is no self-contained theory dealing with war and peace, the so-called paxology-the theory how peace can be maintained in the world. |
The Basics of Environmental Security in Military OperationsReviewed - ReviewDoc. Ing. Miroslav Cempírek, CSc., prof. Ing. Aleš Komár, CSc., Ing. Vladislav Vincenec, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 89-99 | DOI: 10.3849/2336-2995.22.2013.01.089-099 In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts. |
An Economic Evaluation of Abolishing MoD Military Secondary School at Moravská TřebováReviewed - ResearchIng. Marie Poláchová, Ph.D., Bc. Petra ChovancováVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 100-112 | DOI: 10.3849/2336-2995.22.2013.01.100-112 Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings. |
On Strategy and Operations: A Short Insight into Military HistoryReviewed - ReviewIng. Ján SpišákVojenské rozhledy / Czech Military Review Nr. 1/2013, Vol. XXII. (LIV.): 141-148 | DOI: 10.3849/2336-2995.22.2013.01.141-148 The basic orientation in the field of military art demands at least elementary knowledge of military history and understanding to military strategy influence on the art of war. I ought to explain in short its role and attitude towards the nature of military operations. |
Nuclear Deterrence and Cooperation? (Russian Security and Foreign Policy 2008-2012)Informational pagesMgr. et Mgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 61-72 | DOI: 10.3849/2336-2995.21.2012.04.061-072 The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S. |

Legal and Illegal Wars in Present-day WorldReviewed - ResearchDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 17-29 | DOI: 10.3849/2336-2995.21.2012.03.017-029 After the year 1990 a total of 120 wars have taken place. The most appealing were those initiated by the USA, in which other friendly states´ve participated as well. No country has the right to invade its neighbour or over-run and annex another. There were many discussions in the world over the legacy of imposed interventions, under which conditions they are true and just. The study covers two dissimilar attitudes: the first one against Hussein's expansionist policy in 1991 and warfare after 9/11 2001. The legitimacy rests upon Resolutions of the United Nations Security Council that allow any nation to remove the aggressor by force. The author also mentions a series of wars, fought throughout the former Yugoslavia from 1991 to 1995, and then again from 1998 until 1999/2001. |
The Organizational Set up of MoD Sector and the Implementation of White Paper IntentionsReviewed - ReviewIng. Vladimír KrulíkVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 3-16 | DOI: 10.3849/2336-2995.21.2012.02.003-016 The purpose of this comprehensive study is to describe organizational scheme inside defence sector and recollect some more or less neglected rules of its organizational structure. This paper ought to confute some of the myths that are repeatedly used for advancing somebody's particular interests, frequently opposing to smooth running defence sector and its subordinate elements, their performances and duties. The author's prime motive is to explain this problem to a wide public and thus contribute to opening the discussion on this theme, well in advance, before the measurements originated in the White Paper on Defence would be put forward and implemented by some proposers, backed by subjective misconceptions and interpretations of actual state of affairs. |
Military DeceptionMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058 The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |
President as the Commander-in-ChiefInformational pagesDoc. JUDr. Zdeněk Koudelka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 122-131 | DOI: 10.3849/2336-2995.21.2012.01.122-131 This paper depicts the position of the Czech President as the head of state and the commander-in-chief of the Czech Armed Forces, including his special relation to Defence Minister who actually runs defence department. The President is superior to all members of armed forces of the Czech Republic; the Chief of General Staff is superior to all members of the Army of the Czech Republic. The President formally and officially controls all the military organizations in a country. But we have no tradition of independent of armed deployment in war conflicts. Our forces operated always as a part of higher multinational coalitions, in joined combined groupings, operationally subordinated to friendly, but alien highest command. |
Emerging New Threats in Unstable WorldReviewedPhDr. Miloš Balabán, Ph.D., prof. PhDr. Martin Potůček, CSc., MSc., PhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 3-21 The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc. |
Operational ArtMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 41-59 The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. All information and data for this paper were drawn from unclassified sources. |
A History of the Use of Private Military ForcesInformational pagesDoc. Mgr. Oldřich Bureš, M.A., Ph.D., PhDr. Vendula NedvědickáVojenské rozhledy / Czech Military Review Nr. 3/2011, Vol. XX. (LII.): 76-93 Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law. |
Private Military Companies (New Elements in Operational Environment)Military artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2011, Vol. XX. (LII.): 71-96 This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined. |
Military Exercises EU-MILEXMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 65-81 Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. The article is mostly based on the experiences of Czech offi cers at the EU OHQ LARISSA. |
Obama's First Year in the White HouseReviewedPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 1/2010, Vol. XIX. (LI.): 3-23 President Barack Obama came to power at a difficult time in America's history. Home and foreign policies are hard to manage, among others, as we are on the threshold of post-ethnic society, and in the war with terrorisms. Obama does not give up American leadership, but he is seeking to find the balance between security and liberty, between power and freedom in the world, broadly speaking. As the consequence, Mr. Rašek presumes emerging the new global security situation: the rise of multipolar world, divided into several new political spheres. This author's opinion is backed by comments by reputable world's political analysts. As far as Euro-Atlantic relations are concerned, or relations with Russia, there are excellent prospects, namely there is the progress with Russia on arms control-part of Obama's determination to put the world on a path toward nuclear disarmament. The author ascribes the drop in Obama's popularity to failed healthcare reform; outside the US, to the fact that Obama is not able to define clear goals and missions in Afghanistan. |
Testing and Validation in VTÚPV Vyškov, VOP-026 Šternberk, s.pMilitary professionalIng. Lubomír PřikrylVojenské rozhledy / Czech Military Review Nr. 1/2009, Vol. XVIII. (L.): 121-134 The Military Technical Institute of Ground Forces (VTÚPV) Vyškov was established in 1978 as a research authority and its activities have covered both requirements of the Army of the Czech Republic as well as the civilian sector. Since 2003 it is a part of the military repair shop VOP-026 Šternberk, s.p. (state enterprise) founded by the Ministry of Defence. The article enumerates its activities, namely just finishing semi-anechoic hall EMC (electromagnetic compatibility), the most important and most expensive investment project since the late 80s. |
Russian-Georgian War and its Impact on International SecurityInformational pagesDoc. PhDr. Jan Eichler, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2008, Vol. XVII. (XLIX.): 94-102 Backed by a heap of articles from the Western Press, author summarizes the recent conflict in the Caucasus. Georgia's position astride the western access route to the Caspian sea's energy reserves and Central Asia give it geopolitical significance. Moreover, Georgia represents exactly what Russia does not want to see on its borders: a country both independent and increasingly democratic. Russian government instead seeks submission, preferably by authoritarian rulers that it can manipulate. In summer 2008, Russia invaded South Ossetia, aimed at locking Georgia out of NATO. Moscow's military operation has far-reaching implications. To leaders in Ukraine and the Baltic states, it sends signals that it seeks to re-establish control in the former Soviet space. How should the West react? The author is a supporter of improving Russia's behaviour by mutual dialogues, negotiations. He sets an example: dispassionate, non-ideological talks between the former Soviet leader M. Gorbachev and an American president George Bush Sr. |
Defence Department Has Established the Institution for Strategy StudiesNonreviewedIng. Vladimír Karaffa, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 6-11 On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials. |
NATO Common Funding as a Tool for Cohesion Enhancement and Ability to ActMilitary artIng. Josef Procházka, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 25-34 | DOI: 10.3849/2336-2995.21.2012.04.025-034 In the past, the Common Funding played only marginal role in the NATO strategic decision-making. However, this situation changed significantly when the global economic crisis challenged the national public expenditures and NATO defence policy became a matter of serious reflections. NATO should balance its requirements with limited resources and adjust its future activities within shrinking budgets. NATO must make hard decisions and implement reforms in order to ensure its ability to fulfil its mission and priority tasks in the long run. The reconfiguration of Common Funding is an inherent part of this process. The aim of this article is to introduce Common Funding as a management-supporting tool of the international organisation under currently mounting resource constrains. |
The Cyber War ContinuesInformational pagesPhDr. Antonín RašekVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
The Application of Fuel Dopes for ACR Cars, Material and EquipmentsMilitary professionalProf. Ing. Aleš Komár, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 94-98 | DOI: 10.3849/2336-2995.21.2012.04.094-098 The article presents the results of advanced defence research for the higher economy and security support of military cars and vehicles. The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets. |
Biodromal Preparation Concept of Citizens for their Protection during EmergenciesMilitary professionalJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 99-110 People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation. |
Czech Professional Army: Initial Five YearsBook reviewVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 129-135 This year, the Hlávka Economy Institute published a book "Professional Army in the Czech Republic: First Five Years", by Bohuslav Pernica. It is a study dealing with first five years in which the Czech Republic transformed its forces from a conscription army to all-volunteer one. The author sees the necessity to go professional in context of changed global surrounding after the end of Cold War. The subject is treated mainly from economy point of view. He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market. |
Course of Actions VariantsMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 30-47 | DOI: 10.3849/2336-2995.21.2012.03.030-047 The purpose of this article is to deal with Course of Actions development (COA). Attention is paid to ensure a common understanding of COA process. The article broadens the vision and offers deep insights for its readers. Moreover, the war game was described as a method of refining or modifying the COA. It has also been emphasized the commander and staff consider each COA advantages and disadvantages. The Czech Army personnel training and preparation should steadily and deliberately bring improvements into the field of operational planning capability within forces´ command levels. In order to improve operational planning knowledge, it is recommended to study AJP-5 Operational Planning Doctrine and ACO Comprehensive Operations Planning Directive. |
Military Medical Service of ACR and Legislation: Present and FutureInformational pagesplukovník Ing. Miroslav Procházka, Ph.D., MUDr. Roman Blanař, JUDr. Jindřich JanouchVojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 80-88 Existing military medical service and health care in armed forces is tied by many official legislative norms by Ministry of Health that are difficult to follow by military structures, military manuals and inner rules. The authors trace current legislative framework that limits medical treatment and respective institutions of military medical care. They identify possible problems and suggest solutions how to overcome emerging troubles. The present MoD regulation No. 285/1999 does not meet reality and must be updated. |
Problems with the Translation of Military RanksInformational pagesPlukovník Mgr. Ladislav Chaloupský, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2012, Vol. XXI. (LIII.): 89-105 | DOI: 10.3849/2336-2995.21.2012.03.089-105 The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements. |
