(LXV.): 3-20 | DOI: 10.3849/2336-2995.33.2024.01.003-020 The article deals with the system of joint doctrine development in the Czech Armed Forces (CAF) focused on the operational level of command and control, including the implementation of the NATO doctrines into national conditions. Among others, it was found that the structure and content of the Czech doctrines are not systematically set. Allied doctrines are introduced either by rewriting them into the Czech version or by introducing them in the full English version. In both cases, it might cause inconsistency in military terminology. The Coordinating Committee as the only supervisory body does not have the authority to streamline the process of producing military publications. The most important paper recommendations include alignment of the Czech doctrinal framework with the NATO architecture, adoption of Allied doctrines in the English version including the national specifics, or redistribution of competencies within the processing group. Notwithstanding, the above-mentioned proposals, which indicated high impact, require crucial steps to be taken to implement them. |

(LXV.): 21-39 | DOI: 10.3849/2336-2995.33.2024.01.021-039 The article brings a comparison of the approaches to the strategic defence analysis (SDA) and developing future Defence Concepts (DFDC) of the Czech Republic and Norway. The countries are in a different geopolitical situation, NOR being a country with borders that are part of the outer border of the Alliance, the Czech Republic being a country surrounded by three member countries of the Alliance and one PfP country. On the basis of the comparison of the two approaches, the authors identified differences and common points of the two. Based on the findings, the discussion provides inspiration for possible enhancements in the approach of the Czech Republic to SDA to ensure the future defence of the country. All that in context of current Security developments in Europe, that have an impact on how NATO member countries might deal with Article 3 and Article 5 of the Washington Treaty. |
Cognitive Warfare as a New Dimension of Security. The main difference consists in the targeted and sophisticated use of scientific knowledge from neuroscience, with special attention on consciousness and perception of reality. This deeper understanding of how the human mind works has impacted distributed narratives and the choice of the most suitable technological platforms for their distribution to the target audience. This article presents a conceptual classification of cognitive warfare and defines its three core segments: neuroscience, technology and aspects of social science. |

(LXIV.): 86-109 | DOI: 10.3849/2336-2995.32.2023.04.086-109 The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment. |

As part of the study, the issue of strategic surprise was analyzed and assessed, the aim of which was to find causal mechanisms and connections between the security of state defense and the phenomenon of surprise in the conditions of the 21st century. The article deals with the issue of surprise and its impact on state defense security. It describes strategic surprise as a principled aspect with implications and impacts on state defense. It examines the issue of surprise as a principle of military art in the context of contemporary strategic thinking. |

(LXIV.): 155-170 | DOI: 10.3849/2336-2995.32.2023.04.155-170 The article presents selected functionalities of intelligence support in the Czech Armed Forces, which are addressed in the context of opportunities and challenges of the future operating environment. Its aim is to formulate, in parallel reflection with the current approaches of the North Atlantic Treaty Organization, the possibilities of implementing intelligence, surveillance, reconnaissance and electromagnetic warfare in national conditions. Military practice is presented with a direction on how to respond to changes in the nature of the operational environment, including changes in the physical and non-physical domains of the battlespace to which all components of modern military forces must adapt while maintaining the necessary interoperability. The article is a response to differing and often not entirely correct understandings of the issue, which can be found even among specialists. It summarizes what has been learned so far and suggests where the discussed functionalities should go. |
Consequences of the Changes in Czechoslovakia in November 1989 for the Teaching of Social Sciences at Military Universities Using the Example of the Military University of the Ground Forces in VyškovReviewed - ResearchFrantišek HanzlíkVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 188-205 | DOI: 10.3849/2336-2995.32.2023.04.188-205 The article deals with the consequences of changes in society and the army after the "Velvet Revolution" in 1989 for teaching social sciences at military schools. The changes are illustrated by the example of the Military University of the Ground Forces in Vyškov, which trained most of the officers for the ground troops. The first part of the article shows the use of social science teaching at military schools to ideologically indoctrinate students in favour of the ruling Communist Party of Czechoslovakia before November 1989. The next part of the article deals with the reflection of changes in society and in the army after the abolition of the article on the leading role of the Communist Party of Czechoslovakia in the Constitution in the system of teaching social sciences, in their content and scope. The content of the article also shows individual milestones in the process of changes in the teaching of social sciences on the way from their use for communist indoctrination to the formation of democratic army officers. |

The first part briefly analyzes the Russian Federation's attack on Ukraine from a "just war" perspective. The following part is devoted to individual perspectives of different branches of international law on military aid to Ukraine - the law of neutrality, ius ad bellum, ius in bello, issues of co-belligerency and state responsibility for complicity in internationally illegal actions. The conclusion summarizes the findings and gives an answer to the question why Western aid to Ukraine mostly does not violate the norms of international law. |

(LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117 The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network. |

The basic conditions necessary for the introduction of that instrument are sought, and a comparative analysis of selected European countries that started to build a resistance movement is carried out. The article further describes the strategic definition of the resistance movement in the conditions of the Czech Republic, the legislative definition of the resistance movement and its anchoring in the framework of mental law, and the connection of the resistance movement to individual phases of the conflict. It analyzes the relationship of the resistance movement to individual phases of the conflict and categorizes the actors of the resistance movement, their roles and the methods used. In conclusion, it defines the necessary conditions for the implementation of the resistance movement into the security and defense system of the state. |

Traditional empirical methods struggle to address the complexities of modern warfare. This article explores the potential of constructive simulation for informed decision-making in this domain. Simulating tactical operations with complex variables, such as terrain, enemy actions, and system interoperability, provides valuable insights into weapon effectiveness. This enables the optimization of acquisitions in line with strategic goals. Design simulation allows for the exploration of factors difficult to test comparison of armament configurations, analysis of enemy tactics, and optimization of unit composition and deployment, saving costs and time. Simulation enables the safe exploration of even high-risk scenarios. |

(LVIII.): 3-22 | DOI: 10.3849/2336-2995.26.2017.05.003-022 The paper outlines several recommendations for strengthening the institutional framework of the analytical support function for credible defence management. Recommendations are drawn based on the outcome of the institutional research project named Strategic Alternatives conducted by the Centre for Security and Military Strategic Studies of University of Defence (CSMSS). The multi-objective research focuses on organisational arrangement of the analytical support function within the overall ministry of defence organisational architecture of several countries (Canada, Norway, Sweden) as well as the NATO structure and management (in this case, the main focus embraces the analytical support to defence planning). Analytical support to defence decision making process in these countries enjoys a long-term tradition which goes back to the period of WWII. The way the analytical function is understood is highly relevant also for the enhancement of credible defence management in the Czech Republic and its Ministry of Defence. |
From Plan Gideon to Plan Tnufa: Israeli defense strategy and the buildup of the Israeli Defense Forces in the wider context of the Middle East after the Arab SpringReviewed - ResearchĽubomír Zvada, Jiří LachVojenské rozhledy / Czech Military Review Nr. 4/2023, Vol. XXXII. (LXIV.): 24-44 | DOI: 10.3849/2336-2995.32.2023.04.024-044 Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents. |

Authors conclude that both State and the Armed Forces must increase their readiness for the large-scale conflict. |

It argues that the convergence of objectives between instrumental motive-dominant actors, who seek to protect the stability and survival of the Ethiopian government, and affective motive-dominant actors, who address humanitarian crises, reached a point of overlap and consent which led the war to end in relatively short duration. |

(LXIV.): 63-81 | DOI: 10.3849/2336-2995.32.2023.03.063-081 The article examines the impact of recent geopolitical, economic, and security changes on logistics support capabilities in EU and NATO member states. The study analyzes the effects of the COVID-19 pandemic and the armed conflict in Ukraine on logistics supply chains, considering environmental, social, and security concerns. The research questions focus on identifying the main changes and assessing their implications for commercial, military, and humanitarian logistics. The prolongation of the conflict in Ukraine and the economic sanctions imposed on Russia have been found to have a significant impact on logistics capabilities, perceptions of the structure of supply chains and the risks arising from this. The impact of these events is also producing third-country poverty and dehumanizing the UN SDG goals. On the other hand, improvements in NATO troop readiness and weaponry have been noted. The study highlights the need for further research to investigate specific threats for different types of supply chains and to consider the complex and evolving nature of the issue. Ultimately, this research provides insights into the challenges and opportunities facing logistics capabilities in the context of ongoing geopolitical and environmental changes. |

Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario. |

It is widely known, however, the origin of the term logistics is not unambiguously stated in publications and sometimes refers to ancient Greek. There is no doubt that the term "logistique" was first used by the general of Napoleonic army Antoine-Henri Jomini and Lieutenant Colonel George C. Thorpe, U. S. Marines, anglicized Jomini's term to "logistics". Among many distinguished authors that paved the way to the current theory of military logistics cannot be omitted Rear Admiral Henry Eccles. It is also worth to mention Austrian-American economist Oskar Morgenstern and his attempt to outline a consistent language between military and business logistics and to formulate a general theory of logistics. |

(LXIV.): 3-16 | DOI: 10.3849/2336-2995.32.2023.01.003-017 The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected. |

(LXIV.): 18-34 | DOI: 10.3849/2336-2995.32.2023.01.018-034 Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level. |

(LXIV.): 35-49 | DOI: 10.3849/2336-2995.32.2023.01.035-049 Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential. |

On the background of the first and second phases of the War in Ukraine, it examines how the relevant factors shape the use of military force in operations, clarifies their mutual correlation, interference, application connections and also causality. The results of the study demonstrate the necessity of a correct and holistic perception of operational factors for effective deployment and employment of military forces in the contemporary operating environment. The main benefit of the study, applying the heuristic and inventive function of analogy from the open sources of available identified knowledge from the deployment of military forces in the War in Ukraine, is the mediation of model examples of a comprehensive vision of the effects of how operational factors shape the use of military force in contemporary high-intensity warfare operations. |

(LXIV.): 83-97 | DOI: 10.3849/2336-2995.32.2023.01.083-097 The participation of women in the armed forces creates many challenges to their integration in a masculine-dominated mechanism. Traditionally, military service embodies the macho culture where a certain type of physical strength is required, attainable only through the male frame. The traditional military personnel model represents a young male force that is supported by spouses who stay at home but modern warfare and the inclusion of technology have opened many chances for women to be included in the armed forces. Therefore, the aim of this paper is to highlight various fields of armed forces where women in Pakistan may or may not be suitable to be integrated. The paper descriptively analyzes the participation of women in armed forces in general and in the Pakistan Armed Forces in particular. Recommendations highlight the combat operations relevant to the Pakistan Armed Forces context which women can or cannot be integrated into. |

It focuses on analyzing the methods of how the four countries use the identical descriptors to develop their own distinct tests. In their comparison and analysis, the authors concentrate on the test format, testing methods, tester training, and assessment techniques. The gathered data have shown some similar approaches to test design and administration, however, some differences in certain aspects were also observed. |
