The conversion of military ranks poses an enormous difficulty due to great differences in hierarchical structures between different national armies. This article written by the Director of Defence Language Institute Vyškov will give a short overview of most common troubles. The problem here is that national armies mostly represent national cultures as well. Translations of titles of high-rank military personnel are not too complicated. More problematic is finding equivalents for less-known, more specific ranks or those of other national Armed Forces. NATO has agreed upon a common standard for their translation, the norm STANAG 2116, based on NATO codes representing levels of ranks according to their duties, responsibilities, and career requirements.

After several years of service with armour corps he devoted himself to social organizations in the forces, among others he was a head of department for military youth. In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established.

Mr. Prchlík would have been ninety years this year. He started his career as a professional soldier. Among others he was Deputy Defence Minister, then he assumed the position of the director of the Main Political Directorate, and finally he was elected Member of Parliament. In 1967-68 he opposed to military coup d'etat in favour of the former Czechoslovak president Novotný. In 1968 he became a head of Administrative Section, Central Committee, Communist Party. He had under his control all military and police activities in the country. The Soviets asked to be disposed from this position and finally he was even arrested. When released from prison, till his death, he was employed as a manual worker. He took part in military section of political dissent.

Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse.

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

There is an ambiguous relation as far as management and economy in public sector are concerned. Using the example of British army, the author explains the roots and consequences of changes in the field of source management and compares collected results with the situation in the CR. Both public sector and the Army of the Czech Republic (ACR) are administratively ordered and controlled and meeting the army goals that are not conditioned by economy results. The accounting books do not offer true picture of army possession and properties, among others because the current accountancy system that is not able to classify individual operations, military goals are not measurable. He proposes to set an array of fixed rules to identify ACR economical effectivity.

The material for his paper the author draws on his experience from work in Reconnaissance and Electronic Warfare Department. In light of historical consequences, the article briefly describes the development of mobile sets for geospatial support. The main focus was paid to currently used stations SOUMOP (O) and SGEOB. He also mentions presently developed prototype GeMoZ-C. The author would like to familiarise our reading public with activities of Czech Army Geographic Service, its tools and devices in use.

The invariable and constant task of logistics planners is the most effective utilization of sources. One of the methods incorporates NAMSA agency into operational and logistics planning. The NAMSA is regarded as a very effective provider of services covering the whole area of logistics. It is estimated that in the near future the agency will conduct logistics support to Alliance member nations. In 2020 the NAMSA will make use of energy and fuel mainly from sources friendly to our environment, therefore employing NAMSA agency for our army will be both economical and environmental.

The article presents the results of advanced defence research for the higher economy and security support of military cars and vehicles. The Czech national programme to cut or lower exhaust fumes belongs among our eminent and foremost tasks. Exhaust gases form 20 per cent of total volume of harmful emissions. The newly developed dopes supplemented to fuels, namely to solid fuels, polluting a lot our atmosphere, significantly contribute to the fulfilment of this national task. The article is accompanied by relevant charts and tablets.

Understanding the importance and role of present-day operational art is not always a matter of knowledge of relevant doctrinal publications or the use of experiences from military operations. Number of aspects of operational art had their roots deep in the history of warfare. Many of them are unknown or forgotten. This article aims to give the reader some basic information about the context that led to the awareness of the need of operational art and finally to real fulfilling the imaginary gap between strategy and tactics, which was the place for operational art. The article briefly describes the background of the emergence of operational art and the approach of two basic schools of military theory: Soviet and German that were crucial to its development.

The article reflects contemporary issues in the field of language teaching. The University of Defence tries to react flexibly to new situations in the educational process in the European society. Its task is to enhance professional competences of its students and prepare them for their future career in the multilingual globalized environment. The authors, who are language teachers at the University of Defence, describe the procedure of creating an instructional material for their courses of Russian language. The lessons of their textbook have been designed to improve speaking and writing skills in Russian and thus to prepare students for the departmental exam NATO - STANAG 6001.

The overall purpose of this paper is to describe the ways the Alliance and the also the Czech Army will apply the operational art tenets, conducting operations in the future. The current military problems cannot be solved without a deep understanding and knowledge of operational art. In order to improve military thinking within the Czech Army, it is recommended to study and apply operational art. The operational art forms a bridge between strategy defining the political aims of war and tactics, fighting the battles. Commanders and staff officers should study operational art seriously, systematically and with all their efforts. The author deals with current state of present operational art to inform on new developments in this field of military art. The article broadens the vision and deepens the insights of its readers. On May 15, 2012, the Czech Defence Minister decided to establish the Centre for Security and Military Strategic Studies. The institution of this type has been long awaited, with great expectations. The author, director of this institute, presents the survey of similar scholarly institutions founded and finally cancelled in this country after 1989. This article introduces the original intent of its founders, namely Centre's future role in the development of strategic studies as a starting point for strategic management, its place in the system of Czech military education and training. The results reached by this institute ought to be truly utilized by MoD leaders and government officials.

This article describes the question of CBRN and their possible abuses in civil aviation. The problem includes security analysis identified by the Civil Aviation as the most significant class of this group-biological agents. The authors pay them special attention. The second part of paper contains model situation in case of emergency: virus variola (smallpox) attack in a terminal of medium-size international airport. Depending on the detailed properties of virus, transport hub and afflicted area, there are two versions of attack- for summer and winter timetable, according to expected progress of virus extension, and follow-up arrangements.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

Dietary habits and nutritional conditions are closely tied. They were measured and tested during academic semester, namely in time of examination. Results reached were analyzed. Statistics proved our assumption that during the exam period this study burden deeply influenced overall nutritional state by anthropometrical indicators in male clusters; with 95% rate probability it influenced body mass, body fat and the percentage of water in a body. Zero hypothesis was confirmed as far as muscle material was evaluated.

The article deals with the problems of current "military engineering" in Czech Army, which arose during drawing up the "Doctrine for land forces operations". The content of this article consists mainly of three parts. The first one has to characterize some doctrine development aspects from the engineer's contributor point of view. Secondly, to adduce requirements for the content of a doctrine which are consequent to NATO main military engineering documents, e.g. MC 0560, AJP-3-12(A) and ATP-52(B). Thirdly, this level has to evoke resourceful discussions on topical military engineering within military community and to contribute to the mutual opinion consensus achievement.

The key fact is that changes in the political, economic, social, and technical spheres are making it possible for a small group bound together by a cause to use new technologies to challenge nation-states. 4GW (Fourth Generation Warfare) uses all the shifts from a mechanical to an information/electronic society to maximize the power of insurgency. Fifth-generation warfare (5GW) will result from the continued shift of political and social loyalties to causes rather than nations. It will be marked by the increasing power of smaller and smaller entities and the explosion of biotechnology. The purpose of this article is to widen the discussion on what forms 4GW may take and to offer a possible model for the next generation of war: 5GW. Adapted from Military Review, May-June 2007.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

The thing that authors regard as most important and that needs attention before anything else is the modernization of logistics in the Czech armed forces, as well as within the whole Sector of Defence, as we are facing now the topical problem-decreasing amount of financial resources from defence budget. This decrease has been enforcing logistics to find new and non-traditional approaches and ways how to solve tasks related to material and technical support. This article is aimed at the description of undertaken measures in the performance of logistics tasks in 2011 and following years. The conception and vision of the Czech Armed Forces future, including its logistics, should be involved in the White Defence Paper. The specification of the targets and the abilities in bigger detail will is involved in the White Paper on Defence.

In his new book, Geopolitics, its author Štefan Volner examines geopolitical theories as if through the prism of new images. It is in fact a free sequel to his previous books on political science. He puts geopolitics somewhere in between natural and social sciences, which is rather ambivalent attitude, namely in cases of using terms thermodynamics, chaos theory and so on. He mentions names such as Huntington, Brzezinski, Friedman, but surprisingly he pays his attention also to less known - at least in our country - Aleksandr Dugin, as a representative of 'new Eurasianism', a new ideology of present-day Russian 'national patriots'. In the second part of his book, Štefan Volner lays down theoretical and methodical foundations for forming geopolitics as scholarly discipline; the third part of this book is concentrated on the EU.

The document "Security and Stabilization: the Military Contribution UK revision of Joint COIN doctrine" was created by the team of authors of DCDC (Development, Concepts and Doctrine Centre), Defence Ministry, Great Britain. The publication was similarly as other JDP series written as an instruction manual for members of armed forces to solve at general level the tasks in missions abroad, in disintegrated countries: security, stabilisation and insecurity, strengthening the capacity within armed forces to work alongside civilians for certain specific, short-term reconstruction, development tasks in hostile environments, and to provide a stabilisation presence in the immediate aftermath of a military operation while sufficient security is put in place to enable civilians to deploy. It is highly recommendable literature for members at the level of join staffs, participants in stabilization operations, or for attenders of Higher General Staff Courses.

Making use of multimedia, ICT, in a foreign language teachinglearning process is the effective way how to influence motivation and results of the educational process. Based upon the Czech-Canadian Partnership for Learning Program, the project provides synchronous communication between a native speaker and a student during language training, regardless the distance. Mutual communication is an opportunity when the students/learners can use their second language not only in professional discussions, but also in solving problem matters, relevant to their study branch, interests, current events or hobbies. The authors' experience and its analysis form also a part of this paper.

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

There are two great interpreters of the Napoleonic experience, Jomini and Clausewitz. Both were interested in the application of military force to achieve political goals. The article familiarizes readers with Jomini's theoretical fundamentals of operational design elements, namely the lines of operations. Jomini left a great mark on the details of strategic planning: campaign planning, the selection of the theatre of operation, the base of operation, the line of operation, and decisive points. At the end of this process of selection was the final deployment for the decisive battle. Jomini's major contribution, then, was to provide the geometry of the battle space. In his investigation of the nature of war he developed several key operational concepts. As an operational art tools they help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept of operational lines is evolved in all operational functions in terms of ongoing military missions.

The Engineers are specialist soldiers trained in the construction and demolition of bridges, field fortifications, obstacles, roads, etc. Their major task is to support Czech missions abroad, as a part of multinational peacekeeping forces. This article is a preliminary study into the current state of applying the Czech Engineer units in operations other than war as a part of Joint Forces Peace Support Operations. There are mentioned some aspects, for example basic engineer support tasks, possible demanded future capabilities of the Czech Engineer Troops, engineer support to movement and force protection engineering. The purpose of this article is to initiate a debate about the topic and to start the brainstorming process in a broad military environment.

The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies.

On April 1, 2001, a new management regulation of Czech Defence Ministry came into force. The previous one was in existence for more than twenty years, it was known as the PT-1-1 (Těl-1-1), "Physical Preparation in the Czechoslovak People's Army". Approving this new management regulation was not easy. It was revamped many times; there were several experts' opinions contrary each other, the Czech legislation changed once or twice. The final product is a compromise, setting testing norms at a level of the year 2000 standards; PT preparations imitate mostly military exercises. This article familiarizes the readers of Military Review (Vojenské rozhledy) with the new norms of PT testing, standards, new PT tablets, and schemes.

Prof. Dr. Štefan Volner, CSc., is a very diligent and prolific author. He is the author of many monographs, books, papers and articles in the field of security and defence policy published worldwide. Now we have his latest two books: Security of Mankind (Bezpečnosť ĺudstva) and Security for the 21st Century (Bezpečnosť 21. storočí). In the former one, he comes out of a broad concept of security. Dr. Volner regards the theory of securitization as a lingual and socially determined construct, and so does analyses of security topics. The purpose of his first monograph is to familiarize experts and students with new theoretical concepts, ideas, methodological approaches and paradigms. The latter monograph has a classical structure tied with security studies; it contains theoretical fundaments, dealing with global risks and classifies wars of 21st century. He regards human security as a multifaceted phenomenon, at macro- and micro- levels.
