Vojenské rozhledy / Czech Military Review Nr. 1/2023, Vol. XXXII. (LXIV.): 98-117 | DOI: 10.3849/2336-2995.32.2023.01.098-117

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

Information and Psychological Operations as a Challenge to Security and Defence

Vojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 83-96 | DOI: 10.3849/2336-2995.28.2019.03.083-096

The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience.

Modular Force Structure: Risk for NATO Common Defence?

Vojenské rozhledy / Czech Military Review Nr. 1/2019, Vol. XXVIII. (LX.): 48-58 | DOI: 10.3849/2336-2995.28.2019.01.048-058

The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces.

The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment, and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies, differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world.

Based on the content analysis method, this study analyzes the first ever published security strategy of the Israel Defense Forces, which was published in 2015. The main objective of the paper is not only to present the circumstances of its creation and discuss the main objectives of this strategic security document, but also to outline the broader geopolitical context from which it emerged. The authors argue that the document primarily emphasized two areas - the use of force and capacity building of the Israeli military. Among other things, the publication of the strategy was intended to have a deterrent effect. In the conclusion, the authors compare the Gideon Plan and its follow-up, the Tnufa Plan, and point to the considerable importance that consensus among political and military elites has in the implementation of such a document and reflect on what lessons and inspiration can be drawn from this case in our geographic space in the process of formulating or reformulating strategic security documents.

The aim of this paper is to contribute to scientific research in the field of examining the shortcomings in the use of strategic communication for armaments. A comprehensive approach that rationalises the political, military, economic and technical decision-making process, as well as appropriate strategic communication with stakeholders, is required for the procurement of military equipment for the armed forces. The paper first analyses the existing shortcomings in the use of strategic communication in support of armaments, and then recommends a model for the adequate use of it. The results of a questionnaire survey and structured interviews with specialists in strategic communication and armaments show a high level of support for the use of strategic communication. However, the selected case studies on the Pandur and BVP modernization projects did not confirm the assumption of an improvement in the ability of the Czech Ministry of Defence to acquire new military equipment.

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

Using the methods of analysis, synthesis and comparison of the Czech, EU´s and NATO´s environmental legislation, we created a comprehensive and previously unpublished overview of environmental protection within the Czech Armed Forces. Found outputs were set into illustrations depicting the activities in the environmental field with internal links between civil legislation, EU's requirements, and NATO's policy in chronological order. We conclude that the year 2000 represents a key milestone from which the approach to environmental protection have stagnated. Among the reasons for the stagnation, we identify commanders' concerns about "green approach" to troop training and the lack environmental education within defence department.

The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. The article deals with the interpretation of the term "armed forces" in the context of the current legal system of the Czech Republic. The authors propose to distinguish between the armed forces in the institutional concept and in the functional concept. The essence of the solution is the interpretation of Section 3(1) of the Armed Forces Act (No. 219/1999 Coll.) in the functional concept, i.e. in such a way that the armed forces are understood to include soldiers assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence. Another solution could be to add a paragraph to the Armed Forces Act stating that "The provisions on members of the armed forces shall apply mutatis mutandis to soldiers on active service assigned to the Ministry of Defence, military schools, the Military Police and the Military Intelligence." The aim of the article is initiation professional discussions about the issue in question, as well as indications of directions as to how it would be appropriate to solve the matter.

The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks.

The article deals with the basic characteristics and tactical-technical requirements for the tactical unmanned aerial system (TUAS), which is planned to be implemented in the Czech Armed Forces in the upcoming years. Based on the results of the comparison of the Czech Armed Forces requirements with the parameters corresponding to the TUAS, the Hermes 900 and Heron systems of Israeli production appear to be the most suitable variants. Both aircrafts can represent a comprehensive solution in this area. They both have a long tradition of production, research and development and of course, they both meet the requirements for TUAS within NATO and the European traffic operations accreditation. However, the decisive selection parameter, apart from security risks and compatibility, is also the purchase price. In connection with the importance of hybrid warfare and hybrid threats, the article is supplemented with essential recommendations that the Czech Republic and the Czech Armed Forces should reflect.
