The goal of this article is to evaluate the portion and content of articles focused on the artillery in military journals, especially in the Vojenské rozhledy in the period of the 1920 to the present. Articles are evaluated in three periods. The first one includes years 1920-1944, meaning times since establishment of the Czech military review until its cancellation before the end of World War 2. Next period includes years 1951-1991 when magazine called Vojenská mysl had been issued as a replacement of Czech military review. Additionally, in years 1951-1988, the magazine called Bojová příprava had been issued. The third period begins by the year of 1992, when Czech military review has started to be issued again. In addition to that, in the same year, magazine called Vojenský professional was issued, but this magazine was implemented to Vojenské rozhledy in 2003. Particular focus is given on the first period, which could be considered as a period of the biggest growth in the Czech artillery.

The effective leadership and the effectiveness of a leader reflect, as the strongest factor, the degree of his transformational approach, which influences the objectively measured performance of the led group. The main goal of the pilot research study was to identify personality and psychophysiological factors that could be monitored in the prevention and elimination of undesirable forms of impulsive behavior in the context of solving difficult situations in real conditions for professional leadership students according to the Big Five theory. The chosen research design made it possible to effectively combine the advantages of a behavioral and personalized approach to the study of impulsivity. The results of the study carried out on the final sample of subjects N=63, aged 21 to 26 years (r=21.7 years; 34.9% women and 65.1% men) are currently being processed. However, it can already be stated that the degree of impulsivity in military leadership students is related to the level of conscientiousness.

The paper analyses differences in remuneration of professional soldiers in the Czech Republic and the Slovak Republic between 1999 and 2020. This structural analysis focuses on changes in respective remuneration systems and their design. Results of the presented research enable to identify differences in the development of remuneration of professional soldiers after the split of the Czechoslovak Federation in 1993. The paper submits development of the amounts of salary for selected military ranks, their comparison and relation to general trends in domestic labor market and relation to average costs of living in respective countries. Between 2016 and 2019, salaries of professional soldiers grew higher in the Czech Republic than in the Slovak Republic, in 2020, the pay gap is already narrowing.

Following article deals with the Kurdish diaspora in Middle-Europe at the background of current conflict with so called Islamic State. Kurds are one of the main actors of this strong regional conflict and their diaspora in Germany and Austria are forced to react to such a situation. The text is focused not only on actual situation in Syria and Iraq, but mainly on Kurdish reaction towards it. Not only for Czech reader there is interesting part dealing with Kurdish community in Czech Republic, although this diaspora is not as numerous and strong as in Germany or Austria. One of the important outcomes of the article is an attempt to predict future scenarios of Kurds situation development. But it is necessary to mention the high dynamics of conflict with Islamic State complicates any such an attempt of prediction.

In 2018, it has been already ten years since one of the major wars of the post-Cold War period, namely, the war between Georgia and the Russian Federation. This war lasted only for five days, but it also became an important milestone in the development of the international security relations as well as the military science at the beginning of the 21^st century. The article evaluates its geopolitical framework on the basis of the neorealist theory of the balance of security threats and it also deals with its impact on the development of the Russian military.

The main goal of this article is to discuss in the context of selected security intentions the world peace as an idealistic phenomenon, which is determined by many factors in the current dynamically changing environment. The intention is not to compare individual philosophical theories, but to provide selected synthetic security indicators that can help measure the state of the security environment. On the basis of these arguments, we can observe a downward trend in the rate represented, also linked to an increase in the activities of terrorist groups and generally transnational threats. The article also highlights the current relatively rigid role of the UN in relation to global peace. The international community and world peace are particularly influenced by the mutual relations and the rivalry of the superpowers. In future conflicts, the transition from the physical form of the battlefield to the imaginary platform, represented mainly by cyber space, will be more evident.

The aim of the article is to make the general public acquainted with a new view of the state service issue and to offer the author´s observations and conclusions relating to state service issues. The article briefly explains the public service and defines the relationship between the public service and the state service. It describes the organization of the state service and the entities of service relationships in the Czech Republic. It deals with the employment relationship - its origin, non acceptance for employment relationship and its termination. It presents important milestones of the employment relationship, such as an oath of service, a clerical exam and a service evaluation. It characterizes the state service within the Ministry of Defence, clarifies the role and responsibilities of the Secretary of State within the Ministry of Defence, state employees and other categories of the staff in the service office.

The article deals with the integration of outside resources into the process of support Forces in Military operations. The crux of this work lies in the illustration of 'place' and the role of Civil Contracting Supports in the Combat Service system of Armed Forces. It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors.

This paper aims to explain the tension between the phenomenon of whistle-blowing and military values, embodied in core martial virtues of loyalty and courage, which are integral in all armies. By defining these virtues in the military context, the author demonstrates how expressing dissent in the military is not necessarily opposed to loyalty and courage, but rather that it is necessary if conflict of different loyalties is properly managed and if courage is properly understood. Only by ensuring that armed forces are led by those who truly understand military values and martial virtues, and that whistle-blowing can be both patriotic and heroic, can we strive for a lasting peace. By courageously expressing loyalty to his nation, institution and profession, a soldier may act heroically by blowing the proverbial whistle.

This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria.

University of Defence, in coop. with General Staff of Czech Armed Forces, declares accreditation of new study programme. Its aim to prepare a universally educated officer with appropriate professional and language skills emphasizing the employability within his or her professional career. This new study programme emphasizes the military character of education and the ability to respond flexibly to the needs of the Army of the Czech Republic. Soft managerial skills of a commander, as far as people leadership is concerned, are also supported significantly. The aim of the article is to show the current effort of the Faculty of Military Leadership at the University of Defence to optimize the university education of a future commander­manager.

In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts.

Similar to other fields, also in the military one, the Artificial Intelligence has become recently an evident solution for optimizing specific processes and activities. Therefore, this research paper aims to highlight the potential uses of Artificial Intelligence in the military operations carried out by the Land Forces. In this regard, analysing the framework of the operations process and applying suitable research methodology, the main findings are related to AI's contributions in optimizing commander's decisions during the progress of planning and execution. On the other hand, picturing the AI upgrated combat power of the Land Forces is another significant result of this study.

The article is based on the neorealist theory and is aimed to the analysis of the military doctrines of the USA published between 2012 - 2018. It evaluates them as the consequence of important changes after the end of the Cold War, namely the process of the enlargement of NATO. The article explains the US doctrines as a manifestation of a reinforced military self - esteem of the USA and warns that these doctrines should lead to an increase of the military tension at the Eastern frontier of the enlarged NATO.

The air force plays an important role in armed conflicts. It was no different in the Odyssey Dawn and Unified Protector operations in Libya in 2011. The European dependence on the US became fully apparent during those operations. After 2011, US attention has been shifted to Asia. This article focuses on the evaluation of the development of European air forces from 2011 to 2021 in the context of the shift of US attention to Asia. The article uses a dataset to compare the number of aircraft in specific categories in 2011 and 2021. The research shows that European states maintain a fleet of around 2,000 fighter jets, while compared to 2011, the number of ISR aircraft decreased from 183 to 122 and the number of air-to-air refuelling aircraft from 70 to 67. In contrast, the number of MALE unmanned vehicles has doubled from 45 to 91. However, in the context of the US shift Asia, those numbers are insufficient, and European states are still dependent on US support.

The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach.

The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

Existing research about China and Taiwan deals primarily with bilateral relations, military doctrines, etc. They don't pay much attention to the consequences of the potential China-Taiwan war. The article examines conditions for emerging and activity of guerillas with paramilitant signs in the case of China's domination over Taiwan. The analysis is based on the present general, socio-economic, political, geographical, and technological environment. A substantial part of the analysis is also argumentation about the potential of urban guerilla. The article is based on data, pieces of information, polls and academic and analytical texts relevant to the main research questions. Those questions are the potential for emerging, sustainability, and effectiveness of guerilla. The article comes with findings, that argue the relatively high potential for the emergence of guerilla primarily because of the suitable environment in Taiwan and possible effectiveness and sustainability based on existing variables, which can however also limit this potential.

The article describes the reasons that led to the development of the implementation tool for development projects used by the Czech Ministry of Defence to simplify the planning processes and the experience of its users with the tool. Modernization of the army is one of the basic building blocks needed to achieve the goals set by the state's security strategies. A comprehensive approach is necessary to perform many consecutive activities, such as project management, risk management, and others. To streamline the processes needed for the preparation and planning of development projects, the Czech Armed Forces issued a methodology to create an implementation plan for the acquisition of new military equipment in 2021. The purpose of this article is to present the results of the analysis of experience with its annual use in practice.

The article deals with the artillery manual gunnery in accordance with the modernization of the czech artillery. The article describes the results of research aimed at innovating manual (alternative) methods of determining the firing data so that they are applicable on the contemporary battlefield and are compatible with the nature of the data used by artillery within the NATO. The issue of the article is aimed primarily at determining the firing data by the use of meteorological techniques, while presenting the outputs of a comparative analysis of procedures used in the czech artillery with the procedures applied by the US army. The main contribution of the article is a critical evaluation of the approaches of both armies and a proposal for innovation of existing procedures so that the most beneficial requirements are applied and negatives are eliminated.

This study deconstructs the concept of active measures through the prism of information influence. It understands it as sophisticated methods of influencing public opinion and political decisions, originally used by the Soviet Union and now adapted to cyberspace by the Russian Federation. In the analysis, the concept is contrasted with the general abstraction of information influence. This helps to better understand the proximity of active measures to similar concepts. We conclude that abstractions of information influence are also valid for conceptual understanding and practical examples of contemporary Russian active measures. Active measures are subsidiary to information influence, serving as tactical means to achieve the latter's strategic goals. Furthermore, the author states that the information environment is the operational theatre for active operations, cyber operations can be its manifestation, information operations support as a key component of a broader information operations strategy, and psychological operations are its critical element.

This paper assesses the information war in Ukraine in the context of the military strategy. An influence of the information operation (disinformation and deception) presents the strategic tool. The author pragmatically analyses the information war from the military art perspectives and as a part of the strategy used for support of the combat operations. He identifies phases of the information war in the context of the war. The author expects and confirms the opinion that the information war is led by both external actors (the USA and the Russian Federation). Their top representatives are involving in the information war because they support their own interests. This paper has been written as a neo-realist case study. The balance of power concept is in accordance with the used theory, as well as with the key interests of the external actors.

The article addresses the issue of the emergence of new technologies and their impact on the capabilities of the Czech Armed Forces (CAF). A summary of the recommendations is presented. In particular, there is a need for a conceptual approach to the integration of new systems in order to avoid spontaneous purchasing, which could be very logistically demanding. The very rapid development in the field of unmanned autonomous systems using elements of artificial intelligence offers opportunities to use them in support of the tasks of CAF. Due to the breadth of this issue, the scope is limited to the area of the Special Forces, which introduce these new sophisticated means into use throughout the Ministry of Defence of the Czech Republic.

The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital.

The article is a creative elaboration and proposal for optimization of selected activities of the human resources management process in the Ministry of Defense, which have a fundamental influence on achieving the set goals of personnel policy of the Ministry of Defense. The article builds on the analysis of the "status quo" of the human resource management in the Ministry of Defense, carried out with the help of dimensional and stakeholder analysis, sector analysis PESTLE-M, and questionnaire survey with a sample of officers (students of career courses KVD and KGŠ). It also uses the results of capability-based scenario, on which a prediction of the future needs of personnel and financial resources is calculated and demonstrated. For selected activities of the human resources management process their possible content is discussed, as well as the effects (or the necessity to set them accordingly) of internal and external process controllers.

The article presents more than ten years of experience in testing the abilities of pilots during flight control on flight simulators. A hypothesis is stated about the possibilities of finding common features in flight control, the basic mathematical apparatus for evaluation is presented, the flight simulators used and, of course, the achieved results are presented. 110 pilots have already been tested and a total of 2360 missions - test flights - have been simulated. Subsequent mathematical analysis provided approximately 40,000 results suitable for further statistical processing. This amount of data obtained from realistically simulated flights provides a prerequisite for defining applicable conclusions to the proposed mortgages. For the needs of subsequent certification, a proposal for the pile measurement methodology was also prepared, which summarizes both the theoretical approach to pile testing and the procedure for carrying out tests on individual simulators. Part of the proposed methodology includes an overview of the software created to facilitate the recording of data from individual missions, as well as software for own analysis of the measured data from the missions.

The article deals with the evaluation of current possibilities of medical support capabilities in the area of Chemical, Biological, Radiological and Nuclear Defence. The evaluation of national strategic documents shows that the area of providing care in the event of chemical and biological hazards is significantly more developed than in the area of radiation, while the security threats associated with radiation are constantly growing. Analysis of NATO standardization documents in the field of medical support and relevant Czech doctrinal documents was carried out, based on which the diagnostics and triage of irradiated persons, called biological dosimetry, was identified as a potential capability. Using the capability planning methodology and based on the evaluation of the functional areas, a conceptual approach to the development of biological dosimetry capabilities was defined. The presented recommendations also include a proposal for the organizational structure of the Czech Armed Forces biodosimetric network.

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

The book Paradigms of Military Tactics, compiled by Pavel Zůna, deals with the principles of fighting at the tactical level on more than 300 pages.

In May 2017, Islamists of the South-Philippine Separate Groups of Abu Sajyaf and Maute occupied Marawi City in Mindanao. Five-month fighting was attended by more than 3,000 armed forces against about 1,000 jihadists. Dozens of foreign fighters took part in the fighting on the Islamists side and confirming the pan-Islamic ethos of the Islamic state's ideology in this part of the world. Philippine troops were not prepared for the character of fighting in urbanized environment against motivated and experienced militants. The shortcomings were manifested in the conducting of operations in a heavily built-up area, but also in low-level coordination and limits of capabilities of the technical intelligence. It was decided to create Special Operations Command to which all Philippine special purpose forces are subordinated. The conflict experience has initiated a change of doctrinal approach that focuses on air support to reduce losses due to inaccurate bombing and acquisitions of high-tech reconnaissance and weapon systems.
