In the September Scottish referendum of its separation from the United Kingdom of Great Britain and Northern Ireland, the majority of Scottish voters decided against these efforts. But in case of success, Scottish nationalists originally projected considerable military forces. A five-million nation should have had defence budget of 2.5 billion pounds a year, which is in fact roughly a double of the Czech defence budget! During subsequent ten years after independence, the new Scottish Government planned armed forces of 15,000 regular and another five thousand reserve personnel. The article focuses on this rather unknown dimension of Scottish independence debate.

This polemics is written by Prof. Fr. Ochrana, both reader and author of the Military Review quarterly. It is a response to the article in No 4, 2013, by Vl. Karaffa, editorial board chairman. Prof. Ochrana generally supports his conclusions concerning the further survival of this Czech Military Review. According to him, the review has indispensable role in the spectrum of both civilian and military professional journals. He recommends to evaluate the problem of its existence upon the principles of cost/benefit analysis, with regard to the so-called socials costs, the key steps of which he enumerates.

The control of emergency economic measures, namely state material reserves, is an important part of Czech security system. From the institutional point of view, all is run under the authority of a central institution-the Administration of State Material Reserves (ASMR). This paper deals with its role in the management of state material reserves, reflects problems and consequences resulting from the changes in security surrounding, re-evaluates opinions and views both by experts of state administrations and academic community. Those are the main key questions the study seeks an answer.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

The paper is devoted to the public legal nature of the service relationship and consequences that arise from this fact. It implies the non-existence of publicly available applicable theoretical apparatus (explicit paradigm), which would describe service legal relationships in context of stabilized principles of Czech judicature. It is the judicature from which this paper derives basic knowledge about the service procedural law and systematically connects them in a unified theory. As a result, it concludes that the service relationship, or the service law, is a special branch of the administration law. It points out the necessity of a discussion about procedural service law that is a source of most problems and misunderstandings.

He came from a problem region of Silesia, where three nationalities quarrelled each other: the Czechs, the Poles and the Germans. After Polish occupation of Silesia, he was expelled from the country by new Polish authorities as a "politically undesirable" person. He and his fiancée left their native land. In England he volunteered the Czechoslovak Army abroad. As a soft technician in 1941 he became an air mechanic and repaired navigational and control devices of badly damaged airplanes. By unhappy mischance, he was knocked down by a bus. He died at military air force hospital. After his death he was decorated by Czechoslovak War Cross 1939, Military Commemorative Medal with Great Britain Bar, and in 1991 he was posthumously promoted to the rank of air captain.

The article familiarizes readers with theoretical fundamentals of the key element of operational design, i.e. decisive point that is described as "a point from which a hostile or friendly centre of gravity can be threatened". It may exist in time, space or the information environment. As a tool of operational art, it helps commander and his staff to unlock the path to the centre of gravity. The concept is further evolved via example of peace support military operation planning process. The close understanding to terms decisive points, lines of operations, centre of gravity, kinetic effects, non-kinetic operations, doctrine is for military planners fundamental. The aim of this article is therefore to explain this basic terminology, to describe connections with other element of operational planning that could be used during all steps of operational planning. Basic theoretical Jomini's implications are introduced and their doctrinal interpretations are highlighted.

The ability to deliver information about an incident, long time before it has happened, puts intelligence analysts into the very first line of fight against the threat of terrorism, extremism, proliferation, or activities of alien services. The article deals with some aspects of intelligence research that often influence the value of final reports, presented to their consumers. It analyses intelligence database designated for its end users. It simultaneously reflects the question of indications and warnings against opponent's surprise attacks. Last but not least, the purpose of this article is both to attract the readers´ attention to this theme and also to start debate on the methods of predictions of future threats, drawn up by analysts´ teams, as their reports are not always suitably recognized by their end users.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

This paper refers about the threat of Islamic terrorism, its roots, motives, as well as its origins. Namely the author informs about the Jemaah Islamiyah, Islamic organization, which is less know in the Czech Republic. Indonesia has a larger Muslim population than any other country in the world, with approximately 202.9 million identified as Muslim (88,2 % of Indonesia´s population). It is generally regarded as a tolerant country, in which various religions living side by side without larger problems. Nevertheless even here the danger of violent Islamic terrorism has arisen. The theme is treated in a proper historical context, with regards to possible impacts on security situation in the world.

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

The life and work of General Dr. Milan Rastislav Štefánik is without doubts the life and work of one of the three leading crisis managers of extraordinary skills operating in an enviroment of first escalating global crisis of the 20th century. The phenomenal result of their activivities was the establishment of the Czechoslovak Republic. The author concludes that Štefánik´s work is timeless, from which we ought to draw a continual inspiration.

At the end of 2013 in the German city of Münster, they organized the 2nd international symposium on protection against the effects of weapons of mass destruction (CBRN) and toxic industrial materials (TIM). The article deals with main presented topics and summarizes conclusions namely for the Czech Armed Forces specialists who are interested in such subject matters.

This article presents a case study dealing with the system of logistical support at Kyjov town. This kind of support demands a full evacuation of all citizens, ensuring emergency housing and sustenance both deployed persons from integrated rescue corps and evacuated persons. The result of this study is a proposal to update the crisis plan of Kyjov.

At the time of forming the team around a designated defence minister Alexander Vondra, in the early summer 2010, there was no doubt that we need a complex concept document, able to analyze and describe the then situation, to readjust directions and goals for defence department, so that it could stimulate the follow-up transformation of Czech Army. The author, who used to be one of the leading Defence Ministry officials, thus made use of his experiences he gained in NATO structures. He gives an apt, well-founded, and first hand description of key points of this very fresh military history.

The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject.

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.

But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world.

The article identifies specific attributes which have influenced success of modern warfare conducted by infantry battalions and their sub-units. There are mentioned ways to suppress the negatives and opportunities to use positives. There is drafted a possible task organization structure of battalion which allows the variability, modularity and combat readiness, according to capabilities and statements catalogue. The author was inspired by his own experiences as an infantry unit commander. He uses his knowledge gained from military assignments. The article could be considered as topic for future discussions not only on academic but also on specialized level.

The article deals with some aspects of military art in connection with the forthcoming Doctrine of the Army of the Czech Republic. Its aim is to contribute to discussion on the issue of operational art and highlight the major benefits in military terminology. The author describes some specific doctrinal terms and briefly suggests their possible application during the planning and conduct of military operations.

The main aim of this essay is more to open the way for solving methodological problems, point to directions defence economics ought to follow, rather than to find easy answers to all of them. That is the ver y theme of Economy Depar tment of Facult y of Economics and Management, Defence University Brno. It is the base for defence economy, constituted as a science discipline.

One of most discussed themes in this field is also a critique of unfinished, non-stable structure of master documents, e.g. Security Strategy of the Czech Republic. They are often told to be obsolete. The latest document, the White Paper on Defence, Critical responses are not quite justified. There are a lot of good ideas, innovations. Many things have been done, many set tasks have been met at the level of Defence Ministry. Positive effects of results reached are obvious. They are summarized in the White Paper mentioned above. The only danger lies in arbitrary decisions by political management, including employing variable means of their implementation, wanton interpretation of leading defence principles, low respect to approved strategical decisions. We must name mentioned handicaps as a first step towards the real and true remedy.

After a short review of defence R&D history, the author concludes that our country used to reach world's level in some fields: passive warning systems, NBC protection, military surgery, explosives. After the change of political system in 1989 we began to dispose Czech military industries. The only scientific place to left is Defence University Brno, but it is an institution more or less concentrated on education. It is almost impossible to maintain pace with foreign defence industry. In the article there is an exhaustive list of military plants, institutions after 1989, together with the date of their closing down. It is followed by research orientation of defence industry, set according to time periods. The special chapter concentrates on financing defence research, the closing part deals with the period of our membership in NATO. Although there are same positive aspects, such as international cooperation, exploiting sources from abroad, strategical control declined. We see unwise reductions in personnel, abolishing accredited institutions, etc.

It is an age-old problem, how to identify someone or something, to prevent from incidents, in which friendly forces fire on their own troops or vehicles by mistake, because of tiredness, exhaustion, psychological stress, technological defects, unforeseen circumstances, etc. Although there exists a technology carried specifically in an aircraft, combat vehicles, that utilizes coded radio signals to identify other friendly units, adopted measures are not always successful. In NATO, we have standardized systems for such identification: BTID-Battlefield Target Identification Device (for identification of vehicles and helicopters, STANAG 4579); and DSID-Dismounted Soldier Identification Device (for identification soldiers, STANAG 4630). At present, Germany (together with the United States) is in the lead of development system IFF. Systems are conceptually, technologically and tactically synthesized into ZEFF (ZielErkennung Freund-Feind), common for vehicles, helicopters, soldiers, as well as vehicles beyond the area of forces deployment. This specialised article deals with Big Data and the exploitation of this current day phenomenon in the field of intelligence disciplines, based on technical methods of data gathering and its relevant assessments. The introduction deals with the issue of development of the security environment and gives general overview on the current trends in the field of technical branches. The following chapter analyses the main trends, especially the digitalisation of the battlefield, rise in data volume and the development of new technologies. The next chapter is focused on the basic terminology description of the Big Data issue, which leads into final assessment and certain prediction of future development in this field and the rise of importance of this trend for the intelligence disciplines in future.

The First World War was a global war centred in Europe that began on 28 July 1914 and lasted until 11 November 1918. From the time of its occurrence until the approach of World War II, it was called simply the World War or the Great War. In America, it was initially called the European War. The immediate trigger for war was the assassination of Archduke Franz Ferdinand of Austria, heir to the throne of Austria-Hungary. This set off a diplomatic crisis. Within weeks, Europe was at war and the conflict soon spread around the world. It was one of the deadliest conflicts in history, paving the way for major political changes, including revolutions in many of the nations involved.

The purpose of this text is not a systematic description of preparation, confirmation and implementation of Defence White Paper, nor overall evaluation of its assets or failures. It only wants to draw your attentions to several problem factors that have got complicated the preparing of strategical documents in the field of defence and security in the Czech Republic and in fact they do not allow to form predictable surroundings for defence planning.
