(LVI.): 62-80 | DOI: 10.3849/1210-3292.24.2015.03.062-081 Islamist territorially anchored violent non-state actors (ITAVNSAs) seeking to change the status quo of the current international system constitute one of the greatest challenges the international order based on mutual respect of equal sovereign states. These actors in areas without the presence of power states use explicit cross-border violence to achieve their objective in accordance with universal Islamist ideology - the construction of a caliphate. The paper presents in the theoretical and modern historical perspectives methods of reduction of anarchy in the international system - power, economic, legalistic and normative - and highlights the reasons why face to face of these actors, these heretofore functional ways, be it on a regional or system level of analysis, fail. |

Security and Foreign Policy of the Russian Federation in SyriaReviewed - ReviewMgr. Lukáš TichýVojenské rozhledy / Czech Military Review Nr. 2/2015, Vol. XXIV. (LVI.): 37-50 | DOI: 10.3849/1210-3292.24.2015.02.037-050 During the Arab Spring Revolution, when the protests against the Syrian government began in 2011, Russia was one of the strongest backers of President Bashar al-Assad's regime, backing its right to use force if necessary to prevent or put down an uprising. Currently, the Russian Federation is the power which has most prominently provided a diplomaticshieldforthe Syrian state and bolstered it witharms supplies, although Moscow talks about the need to "balance" between the warring parties in Syria. The main aim of this paper is to analyze the motives of the foreign and security policy of the Russian Federation in support of Syrian President BasharAssad in the background of Russian interests and influence of norms. At the theoretical level, the paper builds upon a combination of conventional constructivism and rationalism approaches, which in relation to the motives of Russian protection and defense of the ruling regime in Syria reflects a number of fundamental knowledge. |

The paper also includes some thoughts on possibilities of solving inadequacies in the development cycles, as well as related logistical apparatus, by additive manufacturing. For the sake of objectivity, the last part is dedicated to deficits of additive manufacturing, being inherent to technology or possibly to be overcome by further development of the field. |

Recent development of Transnistrian conflict in the light of crisis on UkraineReviewed - ReviewMgr. Lukáš DyčkaVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 38-45 | DOI: 10.3849/1210-3292.24.2015.01.038-045 This article analyses frozen Conflict in separatist region of Transnistria in the light of recent crisis on Ukraine. Despite standing in the shade of Ukraine, the importance of Transnistria has been once again highlighted by Russian support to separatist movements in post-soviet area. Hence text also argues, that by precise analysis of important agents involved in Transnistrian conflict, such as Russia, Ukraine or Romania, we can better understand not only current development in this "de-facto state", but also put annexation of Crimea (or war in eastern Ukraine) into context. On the other hand, influence of Russian military presence in Transnistria on Ukraine war effort is also important and deserves to be closely studied. |

Targeting Process on the Example of the Libya CaseReviewed - Reviewmjr. Mgr. Terezie Němcová, MPAVojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 61-71 | DOI: 10.3849/1210-3292.24.2015.01.061-071 Protection of the civilian population against the Gaddafi regime, it was a clear UN mandate for military intervention in Libya in 2011. Not only a new approach to leading the fight against terrorism after 11 September 2001, but also requires a change in approaches to conducting combat operations coalition forces, as shown by the recent armed conflict in Libya, inevitably required a new perspective on the concept and approach to the process of targeting as the process of selecting and prioritizing targets and responding to them in accordance with operational requirements and capabilities of units, synchronization of NATO forces, particularly with regard to collateral damage with an impact on the protection of civilians. The Famous Czechoslovak LegionNonreviewed - OtherJUDr. et PhDr. Jaroslav Padrnos, CSc.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 152-169 The Czechoslovak Legion was a revolutionary armed force formed abroad that had come into being during World War I. It is said that without this force, there would be no independent Czechoslovakia. Without a foreign political, diplomatic and military resistance of the Czechoslovak National Council, headed by Prof. Dr. Tomáš Garrigue Masaryk, Doc. Dr. Edvard Beneš, and Brig. Gen. Milan Rastislav Štefánik, there would be no Czechoslovak Legion. Even in the hard times, the large majority of legionnaires were always true to the Czech and the Slovak nation during World War II, and after the war. But after the February 1948, those nations, officially represented by the Communist Party of Czechoslovakia, were not true to them. |

Topical Problems of Security and the Czech RepublicNonreviewed - OtherPplk. Bc. Štefan ŽivčákVojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 29-40 At present, when we are at the height of prosperity and affluence, at the same time we face the most impending perils. There are both global risks, cultural, civilizational, military as well as military-political, which may be enumerated as follows: terrorism, proliferation, regional conflicts, states collapse, illegal migration, ecological threats, organized crime, epidemic, pandemic, international armed conflicts. The Czech Republic, as a small state with rather limited resources and military potential, could solve security risks and threats only in the frame of NATO alliance, with the member states of the EU. Our country has been participating in international crises since December 11, 1990, when our federal parliament approved sending 200 volunteers in Saudi Arabia. Czech involvement covers both military and non-military deployments abroad. The new concept of security system of the Czech Republic should harmonize cooperation of all elements of this system and make it more effective and flexible. |
Model of Psychologic Stress in Peacekeeping MissionsInformational pagesKpt. Mgr. Marek NovýVojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 117-120 Soldiers are trained for combat situations. But peace missions are not tied with the fight. In some measure, they remind more civil police actions: patrolling, duties at sentry points. But still they are activities done by servicemen; those who retire are called "military veterans". Peacekeepers are exposed to high level of stress situations. People who experience a high level of stress for a long time may become irritable, socially withdrawn, and emotionally unstable. Some people under intense and prolonged stress may start to suffer from extreme anxiety, depression, or other severe emotional problems. All psychological research can be divided into two groups: first dealing with actual stress symptoms, the second one dealing with inner structure of individual stress. Discussed model was formed according the pattern of American airborne units deployed in the Sinai Peninsula. Dimensions of psychological stress in peacekeeping operations are formed above all by "boredom", the real threats are in fact at the end of risk scale. More stress reactions come after the mission ends. Such drafted model can be used also in the Army of the Czech Republic, or in international missions of the Police Force of the Czech Republic ...244 |
Social and Psychological Characteristics or Activities of Military Units in MissionInformational pagesNpor. Mgr. Olga ŠotováVojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 121-135 This essay is an attempt to analyze Czech military missions abroad and tries to explain why soldiers often change their general attitudes towards surrounding world after coming home from the mission. The authoress summarizes her social and psychological experiences she gained during her engagement in Kosovo. Peacekeeping operations of this pattern are different from warlike ones. Motivation of soldiers is sometimes quite hidden, problems with family background are temporarily postponed. All this is supplemented by tensions in a constricted group, without proper social stimulation. There are several phases of adaptation, covering individual months. The patrolling activities although boring, represent one of many psychosomatics strains, apathetic and jaded soldiers are specially disposed for conflicts. Among others specifics being solved in missions are e.g. mobbing, bossing, or disorderliness. |
Military Profession and Psychology of LabourInformational pagesPhDr. Mgr. Bohumil PtáčekVojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 128-130 Contemporary military psychology tries to augment psychic resistance to various forms of stress arising during carrying out the tasks of military profession. Generally speaking, there is both quantitative aspect to labour (military profession), i.e. amount, effort and time, and a qualitative one, i.e. intelligence and skill. The availability of particular types of labour can influence the location of their activities. From the point of military professionals, the soldier is exposed to three factors: sensorial, mental and emotional loads. Modern military psychology defines basis schemes and methods for psychological preparation of servicemen, it uses psychological experiments that lately enable to predict behaviour of military personnel and serve as a guideline to realize manpower's potential in the most effective ways. Proper preparedness and training help to prolong high soldiers' deployment even in high demanding surroundings. |
Posttraumatic Stress DisorderInformational pagesIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 1/2011, Vol. XX. (LII.): 94-113 The PTSD is an emotional, anxiety disorder that might develop after exposure .to a terribly frightening, life-threatening, or otherwise highly unsafe experiences. Recently, we have witnessed quite inappropriate behaviour of the Czech Army soldiers in Kosovo (KFOR) and Afghanistan (ISAF). The Ministry of Defence came to the conclusions the Czech Army soldiers ought to be immune to PTSD, but so far there has been is no serious psychological research, no survey conducted by Czech Army Mental Health Services and no information how many Czech soldiers returning from the duty in Afghanistan or other missions abroad are suffering from PTSD. It is high time to take important initial steps in the care over Czech army veterans, because competent professional soldiers, with years of experience, can also often break down from accumulated stress. This was illustrated by the events in KFOR and ISAF last year. |
NATO's Strategic Concept: An Important Step Towards Military and Political Qualification of AllianceReviewedKpt. Mgr. Karel Zetocha, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 3-14 The main Alliance mission is to "safeguard the freedom and security of its member countries" and to "deter and defend against any threat of aggression against any of them". Those general tasks are tailored today to changed international security surroundings. In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |
Afghanistan: True RealityInformational pagesPodpraporčík Jan SmetanaVojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 100-107 The deteriorating situation in the Afghanistan region poses a security threat not just to the United States, but to every single nation. It was from that remote area of the world that Al Qai'da plotted 9/11 and subsequent attacks in Europe and elsewhere. Reading news about Afghanistan today gives rise to the question why the situation in this country is such as now really is. Ordinary mass media depict the country often in a confusing manner: Afghanistan as "a country, full of terrorists and uneducated barbarians, longing to destroy western civilization and kill". The author describes bad security situation which presents problem for both coalition soldiers and local Afghanistan population. At the same time we must realize that involved soldiers are exposed every day to asymmetric enemy forces, they stand face to face to mortar danger that could be hidden in for example in every car passing by. |

Some Pitfalls of the Czech Armed Forces ProfessionalizationReviewed - OtherProf. Ing. Jaroslav Komárek, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 75-87 | DOI: 10.3849/2336-2995.23.2014.04.075-087 The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |
Theory of Peace as a Contradiction to War ScienceReviewed - OtherDoc. PhDr. Felix Černoch, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 133-141 | DOI: 10.3849/2336-2995.23.2014.04.133-141 The peace is a state of affairs among states, nations and mankind, characterized by a friendly coexistence, solving matters in dispute by means of negotiations and accords, without use of armed and physical forces or psychological coercion. Space Policy through the Prism of the Concept of Strategic CultureReviewed - ReviewMgr. Jakub Fučík, PhDr. Petr Suchý, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2014, Vol. XXIII. (LV.): 90-105 | DOI: 10.3849/1210-3292.23.2014.03.090-105 The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

The battlefield in the former Yugoslavia was in terms of numbers of combatants third most important. The relationship of politicians, historians and media, to various components of our resistance reflected changes in the political orientation of Czechoslovakia, or the Czech Republic. The share of the Czechs and the Slovaks, settled in Slavonia, in the liberation of Yugoslavia and the defeat of Germany was always "politically" complicated.
