Applicability of Former Soldiers at the Labour MarketReviewed - ResearchKristýna BinkováVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 82-98 The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article. |

The content focuses on the analysis of Pakistan-India relations and their intertwining in Afghan society. The aim is not to relate the content to a generalized theory or known theoretical paradigm of international relations, but to analyze the aspects of the Afghanistan in relation to Pakistan and India. |

Commanders´ Development for Strategic Level Defence ManagementReviewed - ReviewMilan Marek, Josef Procházka, Janka KosecováVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 20-37 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |

(LX.): 50-66 Tanks and anti-tank weapons in modernized and innovated forms will still appear on battlefields in the next 20 years to eliminate armoured targets and personnel with the usage of precision-guided munition. The progress of electronation and digitalization of tanks allows better situation awareness on the battlefield and cooperation with other military assets. An active protection measures were introduced to protect the crew such as reactive armour, active defence weapon systems and composite armour. By establishing a safe perimeter with active defence systems, tanks can sustain the incoming anti-tank weapons. Hence is the U.S. Army currently looking for a replacement of 3rd generation Abrams tanks. The U.S. Army is considering in this case unmanned vehicle as well. The Russian Federation on the other hand enhances conventional tank scheme with modern technologies. Far too much electronation does not have to be necessarily due to the automatic loading mechanism always a step forward. |

The attachment contains complete set of topics and their classification into the strands to fulfil the profile of the cyber security expert. |

(LIX.): 64-77 The paper analyses goals of the Slovak and German foreign and security policy focused on their role in NATO as well as on the role by forming European security and defence policy. The paper deals with potential and opportunities for more intensive and effective cooperation between Slovakia and Germany regarding their security and defence policy orientation. It finds out that there are some important NATO and EU projects and initiatives, such as "out of area" missions engagement, battle groups building, Framework Nations Concept or a new announced project Permanent Structured Cooperation (PESCO) to be used in the deepening process of Slovak-German security and defence relations. |
Implementation of Capability Assessment Process within the Armed Forces of the Czech RepublicReviewed - ReviewZdeněk PetrášVojenské rozhledy / Czech Military Review Nr. 1/2018, Vol. XXVII. (LIX.): 25-43 The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations. |
The role of neo-colonialism in the Evolution of Security Situation in AfghanistanReviewed - ReviewMartin HavlíkVojenské rozhledy / Czech Military Review Nr. 3/2019, Vol. XXVIII. (LX.): 26-40 The main goal of this article is to depict the role of postcolonial theory of neo-colonialism in the development of the security situation in Afghanistan. The introductory part is devoted to defining the postcolonial approach. This part is followed by a definition of neo-colonialism as a modern form of continuation of colonialism. The next part is focused on the role of neo-colonialism itself in Afghanistan, in relation to the influence and interests of the USA. In addition, the paper outlines the main security implications as well as the distortions of Afghanistan's regional actors (Pakistan and India) as a result of US engagement in the region. The final part summarizes the essential information in the context of the theoretical requirements and signs of neo-colonialism in relation to the activities of the US and other state actors in Afghanistan and the region. |

(LX.): 48-58 The concept of modular forces seems to be an ideal solution for a topical dilemma: how to build a single set of units for a wide range of military operations. However, the concept of unit modularity has its limitations. The article explains how the modular force structure supports flexibility and consequently brings increased demand on the number of support units. For this reason, the modular force organisation cannot be built without massive investment in support capabilities. The concept of modularity includes the risk that shortage of support units will significantly limit the readiness of forces for a large conventional war. The author presents four recommendations for the application of the concept of modularity at a national level to facilitate the formation of allied forces. |

It also accentuates the sense and complexity of Combat Service Support. The article analyses the advantages. disadvantages and risks for utilizating Civil Contractors in armed conflicts. The text respects this and acknowledges the benefit from experience of the NATO Armies in this field. In the closing part the authors formulate recommendations for the later boom of 'Combat Service' theory and practice. The effect and benefit of this article lies first of all in its suggestion of criteria for the selection of contractors. |

This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

SAF members during their tenure at ISAF gain valuable experiences that make up their professional competence and achieve greater compatibility with other members of the Alliance. In conclusion, the most important awards are presented by the coalition partners for professional use, so competence and commitment of the SAF to assist and defend basic human rights and freedom of the Afghan people, to help them take responsibility for themselves and their country. |
The Professionalization of Armed Forces of the Czech Republic as an Open Project and InnovationOpinions, controversyPodplukovník Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 4/2010, Vol. XIX. (LI.): 71-80 The shift from vocational military service to all-volunteer force (AVF) could be regarded and treated as any other scholarly assignment of project management, so we can get a better look at its bugs and risks. The author applied the Valentas classification of innovation upon this AVF project in the Czech Republic and demonstrates what are main risks for its sustainability. He sees the first cause and effect in the reality that this shift lacks sufficient support by social sciences and humanities. Since 2003, only six per cent of scientists/scholars employed by the Czech Ministry of Defence have been supporting this great change. It is not enough and it makes certain incompetence within defence ministry to reach the factual aim of this move and AVF produces more and more difficulties. According to the author, the professionalization of forces in our country has not meet its main purpose--to raise professional qualities of military personnel, in spite of the fact it originally used to be the prime objective of this process. |
Professional Security Institutions and Demographics Risks: An Example of the Armed Forces of the Czech RepublicMilitary professionalPodplukovník Ing. (LI.): 119-125 Since 2008 national security institutions such as police, fi re brigades or armed forces have been confronted with the lack of manpower. There is impending risk of decreasing in population between 15-24 years, and as those key executive institutions are based upon employees' principle, this fact might disenable each national security institution, supposing this risk would be underestimated. Recruiting campaigns are not sufficient enough. In the near future, this is probably going to infl uence so far strict criteria for recruiting military personnel. According to the author, demographic ageing thus represents one of risks, but up to now the offi cial documents by Czech MoD have not reflected this situation. |

(LI.): 45-50 Human capital refers to the stock of skills and knowledge embodied in the ability to perform labor so as to produce economic value. The article deals with a practical application of this theory into armed forces. The core of its application is wage motivation of a soldier to leave military service if his/her salary is not increasing. The problem is explained by comparison between the age structure of UK Army and Czech Armed Forces. The age structure of UK Army is shaped by the career scheme selecting majority of soldiers out of service before their age of 40. By way of this selection, labour cost is automatically optimised. It is a proof of impact of human capital theory on armed forces that is usually ignored in Czech Forces. The author hopes that poor economic situation in our country ironically helps to optimise Czech army structure. |

(L.): 138-151 The paper deals with the assessment of extremism in connection with the Czech Armed Forces. It analyses attitudes of various forms of Czech domestic extremist movements to the military sphere and possible impacts of the infiltration of extremists into the army, namely in time of danger (training militant activities, including paramilitarism, subversion, espionage, etc). The most important problem of the contemporary Czech counter-extremist policy in this area is the rise of neo-Nazi activities in the armed forces and the establishing of extreme right paramilitary units which take interest in the engagement of soldiers. Even though these activities are limited in our country, the author offers overall survey various obscure organizations, having connections to foreign groups sponsoring their Czech counterparts. |

(LVI.): 5-15 The article deals with a strategic document that currently represents understanding of trends, which form the future security and operational environment,and that sets up the vectors for building-up and development of the Armed Forces of the Czech Republic. The first aim is to assess the Long Term Perspective for Defence 2030 and its significance in context of other strategic documents adopted in the Czech Republic. Another aim is to confront its contents with a structured analysis of large quantity of the state-of-the-art foresight studies,differentiated in geographical and thematic scope. The comparison allows identifying convergence and divergence between the Czech document and relevant findings from the foreign foresight documents. This approach enables the judgement whether the Long Term Perspective for Defence 2030 provides a relevant guideline for the defence sector development, and whether it does or does not miss some of the issues found significant in the foresight documents in the outer world. |

(LIX.): 93-104 The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali. |

(LVIII.): 18-32 The article deals with the topic of scenarios in relation to their significance, internal structure development and the way of elaborating scenarios following links to security threats and mission types. Article describes possible way of structuring set of scenarios reflecting security threats stated in The Security strategy of the Czech Republic and corresponding mission types. Main methodology exploited during the work with the topic of scenarios was document analysis, which resulted in finding, that scenarios don't enjoy appropriate attention in the defence resort of the Czech Republic, scenarios are not elaborated and thus not exploited. The article deals in the conclusion with propositions aiming at elaborating scenarios with purposefull internal structure, elaborating security threats and reflecting mission types. |

(LIX.): 69-83 This article deals with one of the approaches to command - Mission Command - which can be seen as a dominant command philosophy in NATO nations and especially in the United States. This approach is considered as a very important in terms of possible responses to the challenges having impact on current and future security environment. Respective parts of this article describe the military causes and related historical consequences based on which the mentioned command philosophy had been constructed. The relevant parts describe basic principles of Auftragstaktik, developed and implemented by Prussian and later on by German military leaders which aim is to emphasize centralized intent and dispersed execution through disciplined initiative. |

Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state. |
Analysis of quality of geographic support of foreign operationsReviewed - ReviewJosef RadaVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 71-81 The article analyses activities of geographical support in missions abroad. The proposals for adjustment of processes and equipment during a preparation phase of perspective deployment of mobile geographic support unit were created on a basis of author's knowledge and experience, studies of documents and a discussion of participants in missions. The ISAF mission (currently Resolute Support mission) represents a model on which a future form of geographic support of national contingents in missions abroad is being developed. The brought up results represent a recommendation for further development of geospatial support of AČR in missions. The main conclusion is defining a need of position for a geographer within a mid-sized contingent and at a same time making use of a new mobile geographic set GeMoZ-C, which already complies with a majority of mentioned remarks. |

(LVIII.): 3-21 The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research. |

This article is focused on the development of the Personnel Recovery in military operations from the Second World War to the 2003 Iraq War. It describes the meaning of the concept of Personnel Recovery, introduces its basic aims including the clarification of its importance in military operations. It focuses on the identification of conditions that determine the existence of the rescue system. In the historical context, it describes the circumstances of development of the recovery of isolated personnel, including its incorporation into a functional system. It identifies and analyzes events that, in terms of their importance and ability to influence subsequent development, represents milestones in the organization of Personnel Recovery and from them describes the measures taken. |

Authors analyse key change drivers in external environment (security threats, EU strategic autonomy, transatlantic link). In second step authors evaluate measures taken in political, military, administrative, economical and societal domain in response to key change drivers and highlight related risks to effective defence policy formulation and implementation. |
Evaluation of Education QualityReviewed - ReviewJan KroulíkVojenské rozhledy / Czech Military Review Nr. 2/2018, Vol. XXVII. (LIX.): 95-108 Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

(LVIII.): 22-39 The article deals with ways to help soldiers with the integration into the labour market after leaving the military service. Its aim is to describe the current state of knowledge in conditions of the Czech defence department and methods of so called outplacement in selected European countries. Within the description of the current situation in the Czech Republic, the article focuses on the training of a professional soldier, retraining courses and other measures that are implemented. While processing the text, literature search, analysis of legislative and statistical documents and direct interviews with experts from the Ministry of Defence and other experts from foreign ministries and institutions of the defence department were applied. The article provides a summary of the pros and cons of preparation of soldier for a career in the civilian sector in the Czech Republic, and submits suggestions for improving the current situation. |
