Military DeceptionMilitary artIng. Jaroslav KulíšekVojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 40-58 | DOI: 10.3849/2336-2995.21.2012.02.040-058 The purpose of this article is to inform on elements of military deception in NATO armies and overarching principles that make military deception successful. Deception Planning is an iterative process that should be considered as an inextricable part of the operational planning. The knowledge in the field of military deception in the Czech military is low; no operational deception plan has been prepared for foreign operations or any military exercise. Deception is widely appreciated as a powerful instrument of military operations, yet it is surprisingly neglected by both the Czech Army and Military Educational System. The author tries to encourage officers and members of higher staffs to study this subject. |
The Hazard of Humane Capital Losses during the Transformation of our Security System: An Example of Czech Intelligence ServicesOpinions, controversyMjr. Ing. Bohuslav Pernica, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 1/2008, Vol. XVII. (XLIX.): 64-67 Among others, the transformation of an institution is determined by its human capital. Gains and losses of this transformation depend on the acceptation of organisational changes in the institution by its employees, working staffs that behave above all economically (expediency). The salary and benefit system, compensation packages, play a key role in transformation. The underestimation of this role could precipitate the situation that employees simply quit the institution, and thus endanger the whole process of transformation. The state of affairs in Czech Intelligence Services proves this author's view. Its adaptability is lowered, there is a danger the system will become less effective in key domains of their activities. |
Analytical Support to Norwegian Long-Term Defence PlanningReviewed - ReviewSigurd Glærum, Alf Christian HennumVojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 82-91 | DOI: 10.3849/2336-2995.25.2016.05.082-091 A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment. |
Drafting EU Global Security StrategyReviewed - ReviewCristina Bogzeanu, Ph.D.Vojenské rozhledy / Czech Military Review Nr. MC/2016, Vol. XXV. (LVII.): 92-103 | DOI: 10.3849/2336-2995.25.2016.05.092-103 Although the EU global security strategy has to offer orientation on multiple levels and domains, the present paper approaches the challenges emerging from the Union's eastern neighbourhood. The argumentation includes theoretical aspects of strategy, main characteristics of the Black Sea security environment, trends of frozen conflict evolution, and the EU's approach in this entire context. The study concludes that the serious challenges the EU faces nowadays in its eastern vicinity are the result of phenomena with a consistent history and deficient management by the EU. In our opinion, this train of events¨makes the project of a new EU security strategy so challenging that it could become a new document of an over-general character, with little practical value. |
Analysis of Approaches of Selected NATO and EU Countries to Defence Planning and Capability PlanningReviewed - Reviewplk. gšt. Ing. Zdeněk PETRÁŠVojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 3-19 | DOI: 10.3849/2336-2995.25.2016.04.003-019 The objective of this article is to answer the question to which extent a respective concentration on Alliance approaches is really indispensable. A substance of the answer is to be found in the outcomes of analysis made on defence planning processes of NATO nations and EU member states. This analysis indicates to which extent national planning processes correlate with principles of NDPP and EU capability development. The analysis outcomes point out a significant diversity of approaches to national defence planning processes, the fact which stems from different interests of their national security and defence policies and, at the same time, the outcomes substantiate that the centre of gravity of national approaches does not lean on implementing principles of NDPP but on achieving outputs of the NDPP. |

Arming Georgia in the Context of its Efforts to Join NATOReviewed - ReviewMgr. Lukáš Dyčka, Pavel FausVojenské rozhledy / Czech Military Review Nr. 4/2016, Vol. XXV. (LVII.): 74-85 | DOI: 10.3849/2336-2995.25.2016.04.074-085 This text focuses on process of armament policy of the Armed Forces of Georgia and how it was influenced by country's effort to join NATO. Authors argue that Georgia's proclaimed pro-western ambitions should have also been reflected in the process of materiel procurement. Authors investigate the time period from 2003 to 2008 when growing military expenditures reached it's top. Text shows that only few major acquisitions in that period were focused on western military equipment and that Georgia's military acquisitions did not reflect countrys inclination towards west and NATO. |
Strategic Documents of the Czech Republic and Ministry of Defence AcquisitionsReviewed - ReviewIng. Antonín Novotný, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2016, Vol. XXV. (LVII.): 21-32 | DOI: 10.3849/2336-2995.25.2016.03.021-032 This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient. |

(LVII.): 102-112 The article discusses the operational adaptability, which will be needed, in accordance with US, in future armed conflicts. Missions and Tasks of ACR Logistics Since its Establishment till PresentMilitary professionalProf. Ing. Petr Hajna, CSc.Vojenské rozhledy / Czech Military Review Nr. 4/2009, Vol. XVIII. (L.): 142-148 The author discusses the issues surrounding the construction of modern logistic support for the Czech Army as it transforms from a conscript to an all professional force of agile, light forces, with high reliability and low support requirements. The basic philosophy is to create comprehensive system that would offer complex service for a commander in the field of materiel, technology and medical services. The logistics reform must be supported by enhancing communication systems (Information Logistics System) and by seeking the ways of rationale savings, to reach the highest level of compatibility with logistics systems of other NATO nations. "Time Based Competition" and "Time Compression" must be accepted at all levels of logistics system both in peace and field conditions. In the future, the security problems will be managed more by civilian means than by hard force. The goals will be political, economical and cultural. Those changing threats will ask logistic support to be more flexible, mobile, integrated, compact and precise. |
Defining Dependency as a Part of Risk Management within Central State AdministrationReviewed - ReviewKpt. Ing. David Řehák, Ph.D., Ing. Monika Grasseová, Ph.D.Vojenské rozhledy / Czech Military Review Nr. 3/2009, Vol. XVIII. (L.): 12-18 As we look at some organization as the system of mutually tied and connected processes, se can see that every process is specifically defined. Then key processes constitute the mission of organization (the very core of its existence), which are further divided into several sub-processes, i.e. risk management is subdivided into: establishing the context, risk identification (risk sources), risk analysis, risk evaluation, risk management and risk management re-evaluation (its effectiveness), compiled by the so-called stockholders. Enumerating various risks, the authors conclude that state administration is influenced by two categories of risks: from outside and inside. They have impact both on strategical level and operational one. At the same time, most of elements of organization (employees, material, activities) can present assets, on the other side might present inner risks. |

Seeking Foundations of Economy Methods and Savings in MoD SectorInformational pagesProf. PhDr. František Ochrana, DrSc.Vojenské rozhledy / Czech Military Review Nr. 2/2012, Vol. XXI. (LIII.): 91-101 | DOI: 10.3849/2336-2995.21.2012.02.091-101 This paper deals with theoretical and practical correlations of "additional" savings in defence sector. Referring to conclusions of White Paper of Defence, the author differencites between rational savings and irrational ones, i.e. the false savings. Rational savings lead us to higher economy, effecitivy and usefulness. Irrational savings present non-system measures when respective "cuts" are only for for appearance's sake, the savings are only for show. In reality, in terms of long-term prospects they will bring even higher social expenditures before those "cuts" were introduced. The author proposes several recommendations concerning effective saving to eliminate wasting defence sources. |
