Vojenské rozhledy / Czech Military Review Nr. 1/2015, Vol. XXIV. (LVI.): 72-85 | DOI: 10.3849/1210-3292.24.2015.01.072-085

The process of the Lessons Learned in the Czech Armed Forces is not ideal for several reasons. One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process.

The Post-Conflict Stabilization: Iraqi Example

Book review

Vojenské rozhledy / Czech Military Review Nr. 4/2007, Vol. XVI. (XLVIII.): 193-196

The reviewed book analyses the local wars of the last decades and demonstrates that the problem number one is not their military solutions, but consequent peace arrangement. It is not only a case of Iraq, the authors mention the role of France/US in Vietnam, Russian activities in Chechnya and Afghanistan, Israel in Lebanon, Allied forces in Kosovo. For that reason we can welcome this publication, written and published by the team of authors from the Institute for Strategic Studies, University of Defence, Brno. The book summarizes the experiences from conflicts above, namely the lessons from Iraq. The end of armed conflict in 2003 meant simply the transition to another conflict. A very serious and open problem is the question, whether the system of democracy is suitable for Muslim world. The situation in this country could be openly labelled as a civil war. The authors predict even the desintegration of Iraq into three independent countries. Iraqi conflict is an example of asymmetric warfare, in which more soldiers died in time of "peace" (to this date 3,600 soldiers) than during military operations (139 American soldiers).

Operation Artemis (A Reference Model for the Development of Battle Groups)

Pplk. Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 95-105

EU Battle Group CZE/SVK was formed as the part of a long-term strategy to turn the Czech Army from static defence, garrison force, to mobile, expeditionary formations capable to participate in EU common security and defence policy operations. In June 2003, the first EU autonomous military crisis management operation Artermis was launched. It successfully demonstrated EU ability to operate with quite a small Interim Emergency Multinational Force (IEMF) in a highly hostile environment. The IEMF, dispatched 6,500 km from Brussels, operated under the UNSC mandate, in cooperation with UN forces (MONUC) in the Ituri District, Democratic Republic of the Congo. Operation Artermis demonstrated the need for further development of rapid response capabilities. Subsequently, it has become a reference model for the development of Battle Groups, with rapid response capability. Lessons learned are valuable for Czech army planners being involved in force planning, or building the first EU Battle Group CZE/SVK. All information and sources for this paper were drawn from unclassified sources.

The First and the Second Russian's Military Campaign in Chechnya: An Attempt to Compare

Informational pages

Jan Jindřich

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 106-116

This work consists of analysis of differences in chain of command, tactics, weaponry and equipment used by Russian Army during the first and the second Chechen war. Main theme is searching for the answer to what degree were Russian generals able to learn from their own tragic mistakes, being done in the first war, and what are the main reasons of Russian relative success in the second. In simplification, the key factors are as follows: new joint command, at the beginning delegated to the Ministry of Defence; detailed planning of combat operations; and respect to enemy combat abilities. In addition: increased effectiveness of Russian ground forces, artillery and air force cooperation, massive deployment of new weapon systems such as Precisely Guided Ammunition and ammunition with Thermobaric effect, last but not least rather unusual effort of the Russian Army to minimize human casualties of its own forces. The reasons mentioned above with many others lead us to the conclusion that Russia is bound for a military victory in Chechnya, nevertheless a long journey remains to be covered.

Social and Psychological Characteristics or Activities of Military Units in Mission

Npor. Mgr. Olga Šotová

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 121-135

This essay is an attempt to analyze Czech military missions abroad and tries to explain why soldiers often change their general attitudes towards surrounding world after coming home from the mission. The authoress summarizes her social and psychological experiences she gained during her engagement in Kosovo. Peacekeeping operations of this pattern are different from warlike ones. Motivation of soldiers is sometimes quite hidden, problems with family background are temporarily postponed. All this is supplemented by tensions in a constricted group, without proper social stimulation. There are several phases of adaptation, covering individual months. The patrolling activities although boring, represent one of many psychosomatics strains, apathetic and jaded soldiers are specially disposed for conflicts. Among others specifics being solved in missions are e.g. mobbing, bossing, or disorderliness.

Full Professionalization has becoming a problem (A Book by B. Pernica "Professionalization ofArmed Forces")

Book review

PhDr. Antonín Rašek.

Vojenské rozhledy / Czech Military Review Nr. 2/2007, Vol. XVI. (XLVIII.): 229-232

The professionalization of modern forces is an upcoming trend in all advanced democratic countries. It is demanded by complexity of current armed fight, advanced sophisticated weapons systems, antipathy of young people to serve in forces; established selective service was not solution, as it was more or less tied with bribery. In our country, compulsory military service was abolished after 135 years of its existence, in 2005. Mr. Pernica, the author of a book "Professionalization of Armed Forces: Trends, Theory, Experience", published by Czech Military Agency of Information and Services, treats military service as a sort of public enterprise in market of labour force. He introduces two models of armed forces: conscript service and volunteer service. At the end of this review Mr. Rašek points out that under the condition prevailing security risks and wide-spread interventionist policy, there is a possibility that we shall have to return to conscription system.

The Cold War: Look back in Peace (Parallel History Project on NATO and the Warsaw Pact)

Book review

Ing. Josef Nastoupil

Vojenské rozhledy / Czech Military Review Nr. 1/2007, Vol. XVI. (XLVIII.): 180-183

The former warriors from opposing sides are recounting their version of events have always been important in understanding history. In studying the Cold War, The Parallel History Project on NATO and the Warsaw Pact (PHP) has undertaken the mission of preserving the history of the two alliances that faced each other for decades on the continent of Europe during the Cold War. It has been collecting, analyzing and interpreting previously secret government documents and making them available via their unrestricted website [www.isn.ethz.ch/php/index. htm]. Documents alone cannot define the thinking behind events, so PHP is now gathering key players from both sides to discuss their perspectives on events. The first meeting in this series took place in Sweden, in April 2006. Similar conferences should add to the historical accuracy and understanding of that very long and dangerous period when the two large groups of armies stood ready against each other. Prospective Attitudes to the Reform of Security System

Military art

Ing. Vladimír Krulík

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 48-64

Potential improvements of our security system depend above all on the governmental concern to really implement the reform, as a complicated, laborious and sensitive process. The preparing work being done in 2001-2002 proved deficiency in Czech security system. The author says that it is practicable to set rules by issuing clear directives, further it is necessary to prevent unreasoned manoeuvring within boundaries of implementation programmes, whatever manoeuvring could be motivated, by political, local, regional or subjective interests. This essay places emphasis on the presentation of various methods by which the security system could be changed for the better, explaining them in rather non-traditional ways, from more broad angle, embedded into a wide frame of knowledge, experiences and recommendations.

Left Aside: Applicative Impact of Public Legal Nature of Service Relationship of Servicemen

Military law

PhDr. Ing. Matěj Fichtner, MBA

Vojenské rozhledy / Czech Military Review Nr. 4/2011, Vol. XX. (LII.): 169-177

The paper is devoted to the public legal nature of the service relationship and consequences that arise from this fact. It implies the non-existence of publicly available applicable theoretical apparatus (explicit paradigm), which would describe service legal relationships in context of stabilized principles of Czech judicature. It is the judicature from which this paper derives basic knowledge about the service procedural law and systematically connects them in a unified theory. As a result, it concludes that the service relationship, or the service law, is a special branch of the administration law. It points out the necessity of a discussion about procedural service law that is a source of most problems and misunderstandings.

Military Exercises EU-MILEX

Ing. Jaroslav Kulíšek

Vojenské rozhledy / Czech Military Review Nr. 2/2010, Vol. XIX. (LI.): 65-81

Such exercises are regular part of European exercise process that in periodical cycles examines individual capacities of solving crisis situations, conducting crisis operations under methods developed by the EU. European training process does not cover only the preparation of military units, but also those of civil elements (police, rescue teams, diplomats). Since 2007 the exercises have been ran according to a common scenario "ALISIA", with the purpose to practise crisis operations control by commanders and staffs of EU nations, without any means and elements or support by NATO. European exercise process allows to the EUMS to organize and harmonize two exercises of solving crisis situations in a year. Five members of the Czech Army took part in the exercise MILEX 09 last year. They were involved in the operational planning process at the EU OHQ Specialist Staff, CJ2, CJ4, CJ5 and CJ7 departments. The article is mostly based on the experiences of Czech offi cers at the EU OHQ LARISSA.

Critical Analysis of Interconnection between Planning by Objectives and Capability Planning

Vojenské rozhledy / Czech Military Review Nr. 4/2014, Vol. XXIII. (LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024

The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management.
The analysis is aimed at identification and description of discrepancies hampering an efficient interconnection between planning by objectives and capability planning and, as a conclusion, the analysis proposes a definition of the core problem which causes respective discrepancies.

The Czech Armed Forces' professionalization is an underlying qualitative change and its realization is not without risks. This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department.

The career education of the Ministry of Defence (MoD) personnel is a key component to meet requirements for qualifications. As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described.

The article deals with the issue of creation and realization of space policy. Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration.

The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR.

Each officer is obligated to meet his or her qualification requirements, identified in the job description. In order to obtain a required military qualification, officers are usually send to a training course, which is either provided or organized under the auspice of the Ministry of Defence. The discussion within the Armed Forces of the Czech Republic about the system of military courses has been ongoing for the last two decades. Although the system of officers´ development is periodically reviewed, a certain economic paradox still remains. While the number of officers without adequate qualification is not diminishing, at the same time there is a segment of officers who exceed their qualification requirements, but they do not make any progress in their military careers. Despite the situation, these officers are required to take additional training and educational activities.

It is an information study about sociological research completed among Czech servicemen, former members of military missions abroad, under the aegis of the rector of the University of Defence. The research goal consisted in finding causal relationship between missions and breakup rates. Among others it was determined that for breakups were predispositions even before partners went to missions abroad. A total of 3 % stated they wanted to escape from family problems. Partnership after returning home broke up in 15.6 % of questioned veterans. Research should provide cornerstone data for a proposal of concrete measures for reducing divorces and partings. The stratified sample consists of 348 respondents from the ACR who took part at least in one mission abroad and were married, or lived in long-term partnership. Data collection lasted from July to October 2008.

Army rations or preserved foods are used to be normally prepared in field kitchen. For standardization reasons, the forces of NATO nations have agreed on several principles, embedded in STANAG 2937 that is the basic document for nutrition of soldiers, compulsory for all NATO member states. Up to now, as a field food support, the Army of the Czech Republic has had at its disposal only the so-called "combat ration food", offered in two variants. At Jan Bata University Zlín, experts finished the development of pre-prepared meals, i.e. "meals ready to eat" intended to be prepared in field conditions. Basic rations meet all requirements prescribed by the Czech Field Manual Prov-1-1. Emergency rations meet 60 % of required energy value. They are intended to help in crisis situations, in time of lack of food. For handling, packing and traffic grounds, food rations are planned for 25 persons.
