(LV.): 41-52 | DOI: 10.3849/2336-2995.23.2014.02.041-052 The acts of violence have swept the whole Central African Republic (CAR) since March last year. When the Muslim fighters of Seleka rebel groups had deposed a Christian president Francois Bozize, the fighting between Christian militias and Muslim population broke out. The provisional government of the Muslim Michel Djotodia allegedly intentionally massacred civilians, including women, children and old people. In December 2013, under the resolution by the Security Council, UN, the French troops of 1600 men were sent to help to African Union soldiers to keep growing chaos at bay. But up to now, the violence has not been stopped. Nearly a million of people have been internally displaced in the country. A total of 935 thousand of Central Africans are currently sheltering in scrublands or living with their relatives. More than half of the city's population fled Bangui, some 60 per cent of those displaced are children, according to the UN refugee agency, UNHCR. |

The advancement calculation is not included in any legislation addressing the issue of fire safety in the barrel artillery. This paper discusses the mathematical reasoning and calculations that are useful in the preparation of documentation for shooting in the time preparation of shootings. The derived formula can be used by judges when firing safety control shooting. |

(LV.): 63-74 | DOI: 10.3849/2336-2995.23.2014.04.063-074 Attributes and quality of the security system of the Czech Republic depend on the quality of human potential, which is part of institutions to guarantee security in the broadest sense of the word. The preparation of the staff of each part of the security system, as defined in the Security Strategy of the Czech Republic (2011), is performed in universities, colleges, and middle schools, training facilities, scientific research facilities and by employers. The capacity of educational institutions, in effect exceeds requirements of practice. The coordination of their activities and the content of education are managed by twelve-year-old conceptual document that has been in need of updating. This paper discusses those aspects and points out directions and ideas for addressing of some problems of current practice, and also some of the challenges of the future. |

V souvislosti s izraelskou námořní blokádou pásma Gazy je komentována legitimita takového kroku a mezinárodněpolitické konsekvence jejího vynucování. Ekonomické souvislosti přetrvávajících problémů stran izraelské námořní hranice jsou evidentní na příkladu sporu o právo k využití podmořských nalezišť plynu. |

One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings. |

Even though the authors use a simplified model in this paper, the final version of accoutrement modification represents the updating of the current law regulations. |

As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

(LIV.): 133-149 | DOI: 10.3849/2336-2995.22.2013.02.133-149 Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks. |

This paper outlines the political origin of this phenomenon, characterises the coherence with the transformation of the Alliance and illustrates overseas experience with some recruitment problems, namely the NCOs, the limits of women in the armed forces, the role of voluntary reserve force, and the substantiations for compulsory military service generally. The purpose of this essay is to draw attention to less known pitfalls of this process, with wide connexions, going beyond regular professionalization frames, defined as a task carried out by the military personnel department. |

Space programs of individual states are closely connected to decision-making processes of the (general) state (public) policy. Therefore we can raise a question which factors influence these processes and the formulation of space policy and also if they are so unique that could be related only to one particular state. The aim of this article is to focus on one of the factors influencing space policy-strategic culture. Its influence is analysed through case studies of seven nations. Each case study is divided into two parts. First, we identify relevant characteristics of the state's strategic culture. Then, we analyse whether and how the identified characteristics of the respective strategic culture influence the space policy of a state in question. This article seeks to contribute to the growing debate about space as "the next" strategic area and highlights rather overlooked reasons of space exploration. |

The factual impulses for intervention were endangered pipelines in Algeria, Madgaz, MEG, Trans Mediterranean, and Greenstream. Generally, the intervention was justified by several UN Security Council Resolutions. Even the military units of the Army of the Czech Republic have taken part in the Operation, backed by Resolution 2071, and at the request of Mali government. The author familiarizes readers with roots of instability in this region and actual security state of affairs. Finally he presents several scenarios of subsequent possible developments. |

This was confirmed by repeated use of nerve agent sarin during the conflict. The destruction of Syrian chemical weapons eliminated the threat of escalation of the conflict and its extension to other countries. |

(LV.): 177-179 Lieutenant-colonel Pondy was one of many pre-war army officers who joined the anti-Nazi resistance movement. The Germans announced the price on his head. To avoid the arrest, he preferred to flee across the border. He served in France, Great Britain, and the USSR. As a commander of the 3rd independent brigade he took part in fights in Slovakia and Moravia. After the war he became, among others, the commander of school for reserve officers. After communist coup d'etat in February 1948 he was dismissed from the army and degraded. Again, the arrest was imminent, so he emigrated to Great Britain. He was awarded dozens of Czechoslovak and foreign decorations and medals. In 2014 the Czech Minister of Defence presented him another high award, the State Defence Cross, in memoriam. |

During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence.This article describes the proposal of a new concept for training of personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. The article also shows the development of the situation since 2004, when the professionalization of the Armed Forces of the Czech Republic occurred. |

In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests. |

(LI.): 206-213 After 1989 public opinion polls have become inseparable part of examining our society. By analysing aggregate response data over time, we can see trajectories into the future. This might help MoD officials in decision-making processes, planning long-term developments. The "Army and Public" poll is concentrated on the attitudes of Czech population to topics such as the prestige of a professional soldier, military profession, NATO membership, confidence in public administration, last but not least, the Czech missions abroad. Positive mindsets appeared namely after 1996-97, when Czech army helped during catastrophic flood. In assessing period 2006-2009 most of respondents agreed with the statement that foreign missions proved the qualities of our army, their approval with our engagement in Afghanistan and Iraq rose significantly (by 33,1 per cent), attitudes against Kosovo were unbalanced. |

The threat of presence of extremists in the army is conceptualized in this paper. After that there are presented methodology, outcomes and interpretations of research sociological investigation, which was realized in February and March 2009 at Czech armed forces. As a risk should be assessed mostly information about contacts with extremists in the army and information about very different attitudes in relation to the importance of the issue "extremism in the army". |

Professionally trained and prepared personnel are capable to meet requirements of forces in ISAF operations. The centralizations of composite logistical services can guarantee the lowering of payments and expenses in logistics. Such arrangement makes logistic activities more economical, namely by taking over of mechanisms used in civilian economy sphere. This method is called "focused logistics". It is used for logistical support of small contingents. Its characteristic feature is interconnection of logistical data and transport technologies, rapid crisis response, and the ability of logistical support during all combat and non-combat activities. |

(LIV.): 67-75 | DOI: 10.3849/2336-2995.22.2013.03.067-075 The classification of a term of "decontamination" comes out not only from the Alliance norms, national military regulations and publications, but also from the documents that deal with the conception of decontamination for civilian purposes, i.e. from documents of the Fire Rescue Brigades of the Czech Republic. The study of both Alliance and national documents has proved that in many cases this term is being introduced in a different way which might cause not very homogenous interpretation and understanding to accomplished decontamination measurements and thus even overall disunity in a framework not only of Alliance, but also in selected basic and other parts of the Integrated Rescue System of the Czech Republic. The paper analyses approaches to the term of "decontamination"practically only by means of definitions in use nowadays. At the end of this document there are recommendations which ought be considered by the management of the Czech Armed Forces Chemical Corps within the area of its respective interest. |

(LIII.): 73-89 The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare. |
