After several years of service with armour corps he devoted himself to social organizations in the forces, among others he was a head of department for military youth. In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established.

The existence of the Czech Army is at state. We need to get over present cut in military budget, ill-advised savings, without searching for new appropriate financial and material sources. To save something important means always to sacrifice or to give up something. Some security and military experts wish to dissociate themselves with approved methods. They think that the White Paper doesn't express opinions on many important things. It assumed that after five years there will be need to revise this White Book. So, proposes the author, wouldn't be better for us to regard the White Book only as an analytical document containing certain proposals for the following Defence Strategy of the CR, as originally intended?

The end of the Cold War was the most important factor determinating political and security realities in the world. Consequent development has gradually led to the significant reengagement of the former Warsaw Pact member states and other military alliances, especially into all form of peace operations. The Czech Republic is following the path common for the other countries in Euroatlantic region, being motivated by common struggle for enlargement this area of stability, security, democracy and peaceful resolution of crises. Hand in hand, with growing experiences from peace operations, the Czech Republic reflects specificities of national security and military strategies, as well as the level of declared military ambitions. Principal changes the Czech forces undergoing now are aiming at fulfilment basic principles of the Security Strategy of the Czech Republic. Participation of the Czech Republic in peace operations and operations outside the republic is becoming the most predominant form of deployment of our armed forces. Therefore, peace operations studies are more pressing today than ever before in the past.

Internal auditing is an independent, objective assurance and consulting activity designed to add value and improve an organization's operations. It helps an organization to accomplish its objectives by bringing a systematic, disciplined approach, so that we are able to evaluate and improve the effectiveness of risk management, command and control, or other processes. Internal auditing is a tool of Ministry of Defence management that is used for increasing effectiveness both in departmental and public sector administration. The article is supplemented by two schemes of the position of audition authorities within the Slovak MoD.

As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted.

The role of civil-military cooperation (CIMIC) is increasing in the post-modern wars (operations). CIMIC is a significant element at the coordination of military and civilian participant activities over current military operations. New tasks for actors are as result from new NATO concept and outline new tasks dimension. The armed forces as well as the Army of the Czech Republic (ACR), have to solve many problems associated with this new dimension. The article outlines a possible set of activities associated with the new approach to CIMIC in crisis management in the context of the Alliance operation.

The article identifies new threats of global character influencing global security and quality of life. The inspiration is drawn from the debate over proposed updated Czech security strategy 2011, where several security scenarios were drafted. It is a free sequel to the study "Wild Cards in Future Development of World Security" published in this review in No. 2, 2008. The titles of some chapters are as follows: The Collapse of World's Monetary System and Global Economic Warfare, Crisis of Global Government, The Shortage of Key Commodities (oil, gas, coal, raw materials, water, foodstuffs), Migration, Organized Crime, European Union prior to Disintegration, The Crisis of NATO, New Religions, Will Rich People Live Longer?, etc.

This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient.

Armed Forces by František Kříž. After September 2001, in operations both in Afghanistan and Iraq, great attention is paid to terrorism throughout the war. In fact, new generation of warfare came in existence. War on terrorism is a large-scale low intensity conflict, without classical confrontations between states, without massive bulk of soldiers. For such type of warfare we can't use weapons of mass destruction, or classical types of warfare. At level of US Army brigade there were some changes in structure and scope of forces. Several new formations were established: Heavy Brigade Combat Teams, Infantry Brigade, Infantry Brigade Combat Teams, and Future Combat System Brigade Combat Teams. In operations, brigade S2 section is reinforced by an analysis and integration platoon, MI Company. The idea of augmentations and reorganizations of S2 groups is to elevate potential in the brigade system of Intelligence Battlefield Operating System. Article is based on articles form Military News, Military Intelligence, Global Security, etc.

The paper briefly identified the long-time objectives of overall geospatial support. Based on that, ways ahead to achieve main aims are described. Special attention is paid to software platform for geospatial production, cooperation with civilian and international partners, legal aspects, R&D as well as mobile sets intended usage.

This article aims to explain possibilities of using modern evaluation tools of operational effectiveness for managers in the ACR. Ground military vehicles operations are an important aspect of each organizational unit within the ACR. For its realization is necessary to have adequate sources. The authors reviewed current traditional approaches to evaluate the operation effectiveness of ground military equipments. They focused on the role and abilities of transport commanders and executives. This research presents the methods to identify the causes of excessive fuel consumption. The selected vehicle was analysed for exceeding the consumption norm of 270 litters. The primary cause of passing established limits were idle running vehicle's engine and unusual decrease in fuel.

When the White Paper on Defence was drafted, there was lot optimism as of crisis, then only set in motion. It was regarded as a mere limited, transitional phenomenon. Nowadays we see that it is not a standard crisis known from history, but the so-called systems crises. It is a different sort of crises; we ought to respond by systems reaction in which the society should response to crisis as a whole. This paper originated as a research paper dealing with methods the Czech state should adapt to avert opening crises, with all its sectors and components, including the sector of Department of Defence. The author proposes to draw up a working document "The Army for the Next Twenty Years".

The paper offers new looks at the system of railroad reconstruction in crisis and emergency situations. It originates from The Operational Plan of State Territory Preparation that is implemented in harmony with The Plan of Technology Protection of Railroad. This article is a free sequel to information published in this Military Revue No. 4/2005 dealing with drafting the plan of railroad technology protection. The authors´ main purpose is to give readers basic knowledge on key changes in railroad security system and main security measurements till 2013. The protection system is intended to be more flexible and economic.

In our country, existing strategical documents related to security used to be compiled very carefully, but proved to be not very effective, as they did not fit to practical everyday security policy, they did not comply with day-to-day requirements. The only exception was the 1991 doctrine dealing with the creation of Integrated Rescue System and the implementation of professional armed forces. At present, there is a tendency to rewrite those strategy documents again, namely in the field of security. The preparation of a new version of Czech security strategy is taking place in time marked with new trends in world politics and economy. The main attention is attracted by crisis management, arms control, disarmament, WMD non-proliferation, cooperation with non-NATO nations, and international organizations, last but not least counterterrorism and cyberspace security strategy. In short the study mentions Czech political-military ambitions, defence strategy, defence capacity and resources, it appreciates in value knowledge gained by the Centre of Security Policy, Faculty of Social Science, Charles University Prague, and it contains conclusions and recommendations for the preparation the 2011 Czech National Security Strategy.

There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

Although private military companies like the former Blackwater were regarded as a relatively new phenomenon in international security, their history is not new. The participation of private individuals, and /or groups of private individuals, soldiers of fortune, in "foreign" armed conflicts is at least as old as the history of wars by itself. It is impossible to open a debate about the scope and possible impact of the current use of private military and security companies without knowing and evaluating their long-term historical developments. The goal of this study is therefore to map the history of the use of private military forces, their involvement in various conflicts, services they offer, among others, from the point of international law.

The purpose of this text is not a systematic description of preparation, confirmation and implementation of Defence White Paper, nor overall evaluation of its assets or failures. It only wants to draw your attentions to several problem factors that have got complicated the preparing of strategical documents in the field of defence and security in the Czech Republic and in fact they do not allow to form predictable surroundings for defence planning.

In course of action, modern forces ought to be capable to safe living surroundings by the implementation of environmental protection into military planning and decision-making process. Traditionally it protects not only a location around military bases, training areas, but also in all operational area of deployed armed forces. This study therefore deals with methods of environmental protection and the so-called risk management to prevent damages that can't be remediated, both in the field of natural, cultural or historic sights and relicts.

Article analyzes the relation between legal and internal regulations and acts in public administration focusing on their hierarchy, quantity, liability in specific area of armed forces. There is wide range and amount of relatively autonomous service regulations and official channels (internal orders, guidelines, advices). Although any internal regulations have to be in accordance with superior sources of law, relation between legal and internal level is not clear. Article exemplary outlines, that consistent system of internal rules is based especially on running and immediate updates to meet harmony with legal code.

This article is primarily engaged in the analysis of existing situation in the area of securing outfit components and in the assessment of the level of support provided to women and men working in the Czech Army. It evaluates the current state of supplying the soldiers with all necessary outfits in compliance with the current legislation and the way of its actual implementation. It analyses the current legislation and the possibilities of distribution of uniforms to their end users. The assessment primarily addresses the fulfilment of objectives for which the distribution system of uniforms was established.

Today, the word Concept is one of most used terms in the framework of long and medium term of defence management. Concept development as a process is mentioned in significant number of departmental regulations and descriptions of activities of organizational bodies of the Ministry of Defence and General Staff. Concept development and Experimentation is a kind of incantation used when we speak about the development of long and medium term strategic documents. This article comprises the analysis of the legal regulations concerning the development of strategic documents. It analyses the implications of the governmental Methodology of mid-term concepts and Methodology of preparation of public strategies for departmental strategic documents.

The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

Shortly after the Czech government gave its approval with conclusions and goals of White Paper on Defence, the Defence Ministry and the General Staff began to fulfil assigned objectives. The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. The author thinks that we are in a point when it is necessary to open a wide debate over the responsibility for country defence, the state of armed forces, defence capabilities. He concludes that this Military Review should be the best place to start with.

Recently the defence department has been meeting lower and lower money sources that could finally bring about lower salaries, reduction in numbers of servicemen, dozens of military units are dissolved. One of such economic measures are plans for dismantling the last Military Secondary School (MSS ) in the Czech Republic. Backed by the assessment of expenses or inputs and outputs, stated in several tablets, the authoresses evaluate the abolition of MSS from a long-term view as rather ineffective, in spite of some short-time savings.

The term of "growing complex of threats" covers higher and higher probability of concatenation of various intercommoned, mutually tied factors reflecting structured technological and informational reality of global society, making their solving by traditional means of security system extremely difficult. "Crisis situation" represents more general problem of natural disasters or technology breakdowns that are influencing one another, that cause great distress or destruction, in an unexpected manner, activating subsequent threats of so far unforeseen threats. For that reason we must adapt Czech security system to new liquid, instant and indivisible complex threats.

The article deals with some aspects of military art in connection with the forthcoming Doctrine of the Army of the Czech Republic. Its aim is to contribute to discussion on the issue of operational art and highlight the major benefits in military terminology. The author describes some specific doctrinal terms and briefly suggests their possible application during the planning and conduct of military operations.

The re-election of Barrack Obama implies that the President preferring political solutions to military ones will have remained for the next four years in the White House. As far U. S. strategy culture is concerned, without doubts American armed forces are going to be prepared to be modern, strong, agile and capable to meet the U.S. National Security strategy goals whatever and wherever they might be. Simultaneously, Obama´s programme for his second term presupposes to close down several military bases all around the world, together with reductions in the size of forces, manpower. Only the most important will be preserved. The further development will be therefore predestined by necessary quantitative reductions, but at the same time by qualitative updating American armed forces, and by the stress on power projection capabilities to take an active approach to counter any threats worldwide.

The objective of this article is to analyse the security and foreign policy of the Russian Federation in 2008-2012, in terms of security culture. The article is based on the assumption that the Russian security and foreign policy during Medvedev's presidency was characterized by four features: promoting multilateralism, exaggeration Russian national security threats, emphasizing the possibility of the use of nuclear deterrence, and using energy as a political tool. The article is based on three Russian strategic documents, i.e. Foreign Policy Concept of the Russian Federation, National Security Strategy of the Russian Federation to 2020 and the Military Doctrine of the Russian Federation. It also examines some events of Russian internal and external policy, especially Russian-Georgian conflict, Medvedev's proposal to create new security architecture in Europe, or the security relations between Russia and the EU, NATO and the U.S.
