The article deals with the process of identification of competencies for commanders in leading units in military operations. The used methodology based on combined approach founded on selected competency rosters and its further modification seemed to be relevant and applicable in the Czech Armed Forces conditions. Military officer's profiles anchored in the EU Commission Database for Armed Forces and in the EU Sectoral Qualifications Framework for Military Officer Profession have been proven as the most relevant frameworks of competencies. Both are formulated and structured to be as generic as possible for all officers regardless of their specialization. They were established on current theories and incorporate extensive amount of entries from various national sources. The resulting list of 24 generic competencies, selected from a total of 69 competencies analyzed, represents a possible example of a set of requirements imposed on the Czech Armed Forces officers.

The aim of this article is to provide comparison of the main indicators of military power among the individual EU countries, between the EU in total and the U.S., and the comparison of the world's biggest military powers. Current evolvement of changes in military power indicates the shift of the centre of gravity aiming prevailingly eastward towards raising and growing economical powers. Due to the differences of various input data, multiple information sources used for comparison are significantly different. In addition, it is difficult to get them for some isolated countries, the results of which are sometimes only estimated. The study also includes information on the main importers and exporters of the military equipment, as well as the estimation of future trends.

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

This article examines whether Turkey is ready for a full-scale military conflict with Bashar Al-Assad's Syria. It draws from an adaptation of Clausewitz's concept of three resources that a state must possess to be able to win a war: the fighting forces proper, popular support, and its allies. Turkey is at a significant disadvantage when it comes to its air force and air defense capabilities. Should a major confrontation erupt, Turkey would not be guaranteed to be able to control the relevant air space. Turkish citizens do not favor seeing their country in a foreign quagmire. Despite myriad differences, Turkey it is still deeply embedded within NATO, and its strategic interests do not differ from those of its strategic allies. Turkey also cannot afford to risk an open military conflict with Russia. The article concludes that Turkey is politically and militarily not capable of fighting a full-scale war in Syria.

With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article.

Structured analysis is a systematic approach to solving intelligence analytic problems. Methodology and analytical techniques in the intelligence analysis include the selection of structured techniques from the point of view of the analytical task and the use of the analytical spectrum. Basic structured analytical techniques ensure transparency and reduce personality bias. Taxonomy is the basis for quality analysis. There are 55 types of techniques that complement expert judgment and intuition. A properly structured analysis contains twelve questions supplemented by a number of analytical techniques. The method of analytical spectrum in strategy leads to the split of the process into the phase of analysis, synthesis, selection of information and argumentation, and the analysis itself consists of four sub-stages. The basic parameters that negatively affect the use of structured analytical techniques by intelligence analysts are the analytical and collective approach, the patterns and the level of education.

Research into the use of structured analytical techniques has shown that analysts use specific structured techniques to achieve better analysis results than using traditional intuitive approaches. The experiment was based on solving the analytical tasks of two intelligence scenarios in a set of 32 people. To verify the null hypothesis, a chi-square test of independence was performed at a 5% significance level. In the control/intuitive and experimental/structured technique groups, responses were evaluated in four criteria, in an overall qualitative intelligence analysis, in rank corps, depending on the time of service and education. The number of correct answers was the highest in the experimental group when dealing with the intelligence analysis criteria for both scenarios. Improved analysis of the experimental group in the second scenario solution was statistically significant. The null hypothesis, using structured methodology improves qualitative intelligence analysis, is not rejected. In the experiment, other test criteria are below than the critical value. The results of the research have shown that the success of the problem solution is influenced by the correct use of the Hypothesis Testing technique. The use of structured techniques depends on the level of knowledge and the type of intelligence problem. At the same time, the conduct of research has shown the influence of analysts' cognitive biases.

The article focuses on information and psychological operations as a challenge for the security and defence establishments of NATO member states. A conceptualisation of the terms 'information operations' and 'psychological operations' is discussed in the contexts of reshaping the war-and-peace dichotomy, and of resilience and deterrence. It is suggested that these terms suffer from a normative approach to the paradigm of war and peace, and to the use of non-military means. This may lead to the greater vulnerability of security and defence systems in confrontation with an adversary. Also, special attention is paid to the vulnerabilities of security and armed forces, being overlooked in concepts of resilience.

The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate "counter-terrorism" laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict.
