NATO After the End of the Cold War

The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace.

Major Trends in the Military Budgets of the United States and the Russian Federation in the 21st century

Government expenditures allocated for defence are one of the categories comparable between countries to observe and analyse long-term trends. The paper compares the defence budgets of the USA and the Russian Federation between 2000 to 2019 with the aim to analyse potential causes of fluctuations in defence spending. The purpose of the paper is to demonstrate that military budgets are dependent on a combination of various factors such as current domestic policy, the economic cycle and global security and economic issues. The work uses significant as historical milestones to analyses their impacts on the dependent variable of military budget. As these, Operation Enduring Freedom (2001), Iraq war (2003), the inauguration of the US Presidents Barack Obama and Donald Trump, the economic crisis (2007-2008), the Russian currency crisis (2014) and the Russian annexation of Crimea (2014) were identified.

The theoretical journal Vojenské rozhledy was founded in 1920. Its publishing was interrupted twice, but it has continued until now. The aim of the article is to evaluate the importance of the journal for development of the military and security theory and practice and to reflect on its possible future. Attention is paid to the focus of the magazine during the Czechoslovak First Republic. The article also deals with the attempt to issue Vojenské rozhledy during the Second World War and unsuccessful efforts to restore it after 1945. The article also deals with the circumstances of publishing and aiming of the magazine Vojenská mysl, which replaced Vojenské rozhledy in the period 1950-1991. Since 1992 it has been continuously published under the original name Vojenské rozhledy. The author concluded in his analysis that, despite the changed conditions, which make it difficult to publish theoretical journals in general, the Vojenské rozhledy are irreplaceable in the Czech conditions.

The Revolt of French Soldiers Against the Failing Immigration Policy

The article is about the revolt of French soldiers against the failing immigration policy of their country. It explains its rational causes at the historical, geopolitical as well as security levels. It analyses its three main acts since 2013 until today and presents their key actors: the high level generals and politicians. These acts are presented as historical accidents. The article shows that French soldiers refuse to be silent face to face big stakes, especially on the field of defence of the Republic against the growing violence of young immigrants. The text continues with the analysis of two manifests of French soldiers from spring 2021 that evoke the threat of the civil war in France and the role of the Armed forces in such a scenario.

United states of America classified from 2019 Iranian revolution guards as "foreign terrorist organisation". Article analyses consequences of this step. Text in the introduction presents Guards and highlights the differences between this organization and "classical" terrorist organization. Goal of the main part of text is to analyze American steps and finds consequences resulting from it. This work concluded that though legal consequences of putting Guards on the list of "foreign terrorist organization" are small, on the other hand its practical impacts are huge. There was also found link between putting Guards on this list and new American strategy of "maximal pressure" against Iran.

The authors offer the research outcome focusing on the assessment of risk management practices applied in the Armed Forces development planning process. Based on analytical outcomes, contemporary theory and best practices authors outline comprehensive approach to risk management within the Armed Forces development planning process. The purpose of the article is to enhance effectiveness of existing managerial process and elevate risk management from rather administrative exercise to effective management tool in the time of growing level of uncertainty. As the most suitable instrument, the Risk Management Plan is developed including the necessary implementation measures within the Armed Forces of the Czech Republic.

The article deals with the issue of warfare. Its aim is to describe and clarify the character of warfare in its contemporary doctrinal context. The authors of the article focused on the specifics of individual forms of warfare and its complexity within the annexation of Crimea by the armed forces of the Russian Federation in 2014. Description, content and comparative analysis of used sources and doctrinal publications were used. The authors conclude that the complexity of contemporary warfare creates appropriate conditions for the nation and its armed forces to enforce its interests and achieve strategic goals. The main contribution of the article is to provide information that is not available in professional literature or it is not part of doctrinal or other national military publications.

Reasons of formation and integration of cyber forces and information operations into the Army of the Czech Republic

The goal of this informative article is to comprehensively describe the causes of the formation and integration of cyber forces and information operations into the structure of the Army of the Czech Republic, including other significant connotations. The intention is not to present new scientific findings, but to point out the meaning of the existence of cybernetics and information operations as a necessary separate component of the Army of the Czech Republic capable of responding to the dynamic development of the security environment and the continuous development of modern technologies. The content and main arguments of this article reflect the transition from the classical form of warfare to the new platform, represented mainly by cyber space and a hybrid combination of a wide range of power tools with an emphasis on information operations.

Framing of Task Forces as an Outcome of Transformation of Force Using Scenarios into Capability Requirements

The aim of the article is to broaden scientific discussion held within the defence and security community on methodological approach to scenario development process. The author brings an innovative look at the concept of modular task force development, which is considered, in his conception, as a result of interconnection between capability requirements arisen from scenario analysis process, and respective type of force units being a part of the current military structure. The author´s approach to task force generation process, illustrated by a case study, is a synthesis of best practices and findings derived from national as well as EU and NATO planning processes. The proposed concept of the task force generation might be perceived as an effective tool for supporting strategic decision-making process.

The French "Centre de Doctrine d'Emploi des Forces" (CDEF) has published new doctrine FT-05 The Tactical Commander's Guide to Command and Control in Operations. The global action of land forces is now carried out within a strategic environment that has dramatically changed for 15 years. In this new environment, the French Army asserts and implements a double requirement: that of power and the control of force. The article presents the fundamental conclusions of this doctrine and compares them with the Czech national doctrinal documents. Author concludes that in comparison with the French doctrine, Czech doctrines are much more focused on the procedural and technological part of the Command and Control Systems than the ability of commanders to command.

The War Between Georgia and the Russian Federation as an Important Milestone

In 2018, it has been already ten years since one of the major wars of the post-Cold War period, namely, the war between Georgia and the Russian Federation. This war lasted only for five days, but it also became an important milestone in the development of the international security relations as well as the military science at the beginning of the 21st century. The article evaluates its geopolitical framework on the basis of the neorealist theory of the balance of security threats and it also deals with its impact on the development of the Russian military.

The aim of the article is to recall the thoughts of war strategists on how to conduct military operations during the Cold War and to present the issue of operational maneuvering groups. Their use was a new conceptual framework of offensive operations led by the highly mobile military units of the Warsaw Pact in the 1970s and 1980s. Based on the analysis and comparison of historical sources, a set of information and knowledge from the field of military art is presented here as well as a more comprehensive view on the tactical, operational and strategic context of the offensive operations on the European battlefield. Their impacts were also essential in the way of training of troops and education of military officers in the former regime.

Commanders´ Development for Strategic Level Defence Management

The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures.

The article discusses the history and present state of instruction in the Arabic language in the Armed Forces of the United States and the United Kingdom within the context of their engagement in the Middle East. The analysis of the evolution of institutions tasked with Arabic language instruction since the end of the World War II mainly addresses the issues of fast language-capacity building and the cooperation between the Armed Forces and the academic sector. The main issue in state-organized instruction in non-standard languages is a discrepancy between the required long-term nature of building of linguistic capacities and an immediate need of states addressing new regional challenges requiring a specific knowledge of new languages.

The paper deals with the professional development of cyber security corps. In the introduction the individual elements that are active in cyber security are described. Strategic analysis of the education is carried out to define the initial state. The main part of the paper is devoted to the design of the education system. The individual elements are defined in the paper, and the model of relationships between these elements is shaped. The attachment contains complete set of topics and their classification into the strands to fulfil the profile of the cyber security expert.

The article deals with selected international treaties, current agreements and international cooperation initiatives in the field of non-proliferation of nuclear and chemical weapons, in which the Czech Republic is represented through specific bodies or ministries. There is also a general description of the view and the specific military approach. Infantry company urban operations training experience shows that effective training requires interaction of doctrine with equipment and structure of units. NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses.

Since the 1st release of an internal ministerial norm guiding planning processes of activities and development within the Czech Ministry of Defence (MOD) presuming existence of Capability Planning Methodology, this document has not been established. This article offers selected theoretical starting points and, on their basis, it outlines possible a ministerial process tree focused on the capability process as a ground for its definition within Czech MOD conditions. Further in a framework of an added value model proposes possible internal structure of above mentioned process down to sub-processes level with justification of their purpose and mutual links. Formulating mentioned attributes of the capability planning process this article makes a contribution to set up this process within the Czech MOD.

Neorealism and Contemporary US-Russian Military Competition in the Post-Soviet Space

In the light of neorealist theory, the Eastern enlargement of NATO satisfies basic feature of expansion: 9 former countries of the Warsaw Pact become members of NATO. USA as a Sea power reinforced its superiority at the detriment of the RF as a continental power. The annexation of Crimea, as a Russian answer, had intensified security fears of post - Soviet countries and of Poland and enlarged the space for external balancing of the USA. Author warns that a confrontational structure had become typical for the area or the Western part of the Post - Soviet space. It increases the number of military incidents, and, even, the threat of a direct military confrontation including a Russian use of tactical nuclear arms, being inspired by the Rogers plan from 1980´s.

Strategic engagement of the Russian Federation and the United States of America in the South Caucasus: Four phases of development

This article analyzes strategic engagement of the Russian Federation and the United States of America in the South Caucasus in four phases of development from the end of the Cold War until present day. The first phase covers early nineties, the second is from mid-nineties to 2003, the third from 2004 to 2008 and the fourth from 2009 to 2016/2017. There are three key trends during the examined period. First, Russia has permanent strategic interests in the South Caucasus due to maintaining its own state security and securing the position of the most prominent external actor in the region. Second, Russia's weakness and active engagement of the US/NATO are barriers to realizing Russia's state interests. Third, the South Caucasus is strategically more significant to Russia than the US/NATO.

Implementation of Capability Assessment Process within the Armed Forces of the Czech Republic

The article thematically completes a series of articles which subject was to present outcomes of analyses focused on national as well as NATO and EU capability planning processes. Synthesis of analysis outcomes resulted in conceiving a methodologic framework for military capability assessment, whereas the first phase of this framework, i.e. configuration of the national capability requirements database, has been already described in the previous edition of the Czech Military Review. So this article details final phases of the proposed methodological framework, which are set of reference units and mechanism for matching capability requirements against current state capabilities. The key outcome of capability matching phase is identification of capability shortfalls and their subsequent prioritisation. The level of priority is expressed as a degree of operational risk and relates to an expected intensity of operational engagement of force units in military operations. This approach stems from the principle of the capability assessment process which shall be carried out by military experts and which deals exclusively with an expected military end-state in operations.

Comparison of Approaches Towards Electronic Warfare

The article examines the different approaches of the North Atlantic Treaty Organization and the United States Armed Forces towards Electronic Warfare, the military activity in the Electromagnetic Environment. All reference materials used for this analysis, including the specifics of the Army of the Czech Republic's approach toward the subject area, were obtained from unclassified military sources. It describes, explains and visualizes the individual approaches, and by their comparison it identifies and subsequently emphasizes cases of divergence, including non-compliance in established Czech terms, definitions and abbreviations. It highlights the obsolescence of the still valid military publication Electronic Warfare in the Army of the Czech Republic, the use of which, in its current form, has already been deemed as unfounded and counterproductive. It presents proposals and recommendations for unification of approach towards the Electronic Warfare issues within the Army of the Czech Republic, in order to ensure consistency with the current North Atlantic Treaty Organization policy related to activities in the Electromagnetic Environment. It contributes to better understanding of doctrinal views on the role of Electronic Warfare in execution of combat support tasks in contemporary military operations, thus creating preconditions for elimination of associated misunderstandings in terms of the Army of the Czech Republic.

The development of C2 theory and practice within force requires an interdisciplinary approach. Commanding army needs not only the familiarity with armed forces and warfare principles, but also the knowledge and understanding of the development of security and operational environments. It is the development of security and operational environments that directly affects the theoretical and doctrinal thinking, the approaches to armed forces employment to deal with contemporary and future crisis situations. This paper is an attempt to project some opinions on C2 issues from the sixties last century to the present. As there are two periods with dozens of common characteristics, we can find a number of similarities. This article aims to point them out.

Results of Research to the Issue of Engineer Support in Combat Operations

The paper deals with the ability of engineer units to provide engineer mobility support in combat operations. Based on the analysis of the results of structured interviews conducted with extensive amount of the Czech Armed Forces officers, and their generalization, were found discrepancies between the current and required state in the organizational structure of engineer units to provide effective mobility support, and requirements for engineer devices to support mobility in the Czech Armed Forces conditions were formulated. The aim of this article is to present recommendations for inclusion of different types of engineer devices into formed engineer formations for mobility support in relation to the tasks performed within engineer role of mobility support and determine recommendations for the further direction of research in this area.

The Importance of Development Trends Analysis and its Military Implications for Defense Planning

Participation of experts form NATO member and partner countries in security situation development trends together with related military implications is meanwhile the newest mean of member states engagement onto NATO Defence Planning. In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition

Some Aspects of Biological Defence in the Czech Armed Forces Conditions

The paper deals with general aspects of problems of biological warfare agents and toxic industrial biologicals understanding from the point of view of protection against their effects and a possibility of specialists´ cooperation. The aim of the paper is to point to some problematic aspects of biological defense realization in connection to experiences from their historical usage. With the help of analysis of current strategical and operational documents and synthesis of available experiences from operational deployment of medical service and chemical corps units variants of optimization of current state have been proposed. These ones are main conclusion of the paper.

From Bombing to Targeted Killings: Transformations of the US Fighting Against Global Terrorism

The aim of the article is to compare foreign policy of G. W. Bush jr. and Barack Obama in terms of use of military force. Transition from ground operations to targeted killings is demonstrated on three military operations - Operation Enduring Freedom, Operation Iraqi Freedom and Operation Inherent Resolve. The shift from bombers to drones had several reasons, mainly changing features of the threat. Authors are asking questions why and how did change the US fight against global terrorism with respect to military technologies and how is this change reflected in US fight against the threat of Islamic state.
