Current Problems and Needs of Modern War Veterans (sociological research)Reviewed - ResearchJaromír Ďuriš, Jiří HodnýVojenské rozhledy / Czech Military Review Nr. 2/2020, Vol. XXIX. (LXI.): 62-75 | DOI: 10.3849/2336-2995.29.2020.02.062-075 The paper presents selected knowledge and findings of the sociological survey, which was focused on identifying the needs and problems of modern war veterans leaving the military service in 2018. The findings of the research point to recurrent problems in communication and information transmission to the ending soldiers in their service as well as the lack of information in relation to the resort's offers of care and assistance to war veterans. The subjects involved in the war veteran care system do not always have full current information, which may lead to negative reactions and attitudes of some military personnel that the setting system does not adequately respond to soldiers' problems and needs, especially before leaving military service. |

(LXV.): 70-90 This article examines the needs and problems of the modern war veterans and identifies factors that may contribute to making them a high-risk group. It uses data from two questionnaire surveys. The respondents were war veterans leaving active service and war veterans who left active service less than ten years ago. The analysis shows that participation in the mission has a negative impact mainly on the family and relationships, and that the most common problems on leaving active service are related to finances and finding a new job. Further, few factors have been identified that may contribute to a high-risky group: less than nineteen years of service, age under forty, having health restrictions due to active service and leaving service as a decision of the employer. |

(LXIV.): 35-51 | DOI: 10.3849/2336-2995.32.2023.02.035-051 The aim of the paper is to determine the extent of the use of strategic and decision-making analysis methods and the specifics and barriers of their practical application in the process of creating conceptual documents in the Ministry of Defense of the Czech Republic. In the qualitative research, a semi-structured questionnaire was created for the purpose of data collection and submitted to eighteen creators of the department's conceptual documents. The obtained data were evaluated by open coding according to the grounded theory, one of the methods of systematizing qualitative data. The results show that the methods are used, but informally or in a modified form - adapted to the specifics of the department. Barriers to the use of methods, are primarily the varying level of competence of the creators, the inappropriateness of certain methods for certain types of documents, time pressure or the preference for an intuitive approach. The ideal strategy seems to be a combination of the intuitive and rational approach. |

(LXIII.): 106-120 | DOI: 10.3849/2336-2995.31.2022.02.106-120 Authors of the paper present results of research in the area of deployment and operation of multirotors, i.e., autonomous aerial systems with vertical take-off and landing (VTOL) capability. Survey of Czech Army experts' opinions based on the Delphi method points to the significance of MINI VTOL UAS project undertaking - reconnaissance VTOL autonomous aerial system. The conclusion of the analysis is the identification of the primary applications of and requirements for (concept, system, and training) successful deployment of multirotors, with framing of existing issues of technical, acquisition/program and legislative nature, and determination of their importance. The paper also explores experts' views to the acquisition and operation of multirotors in Czech Army to achieve their full operational potential, certainly available in the future battlefield. Inconsistent architecture of information sharing was identified by experts as one of the most important issues with the highest likelihood of solution in the upcoming years. |

The problem is a shortage of health personell in some specific medical branches to fulfill these ambitions. There are only 35 surgeons in the Czech army at present. Results of questionnaire survey performed in this group show a high level and preparedness for multinational deploytment in foreign missions, on the other hand put a lot of questions for future. |
Experiment of Using Structured Techniques in Intelligence AnalysisReviewed - ReviewJozef VojtekVojenské rozhledy / Czech Military Review Nr. 4/2019, Vol. XXVIII. (LX.): 32-43 | DOI: 10.3849/2336-2995.28.2019.04.032-043 Research into the use of structured analytical techniques has shown that analysts use specific structured techniques to achieve better analysis results than using traditional intuitive approaches. The experiment was based on solving the analytical tasks of two intelligence scenarios in a set of 32 people. To verify the null hypothesis, a chi-square test of independence was performed at a 5% significance level. In the control/intuitive and experimental/structured technique groups, responses were evaluated in four criteria, in an overall qualitative intelligence analysis, in rank corps, depending on the time of service and education. The number of correct answers was the highest in the experimental group when dealing with the intelligence analysis criteria for both scenarios. Improved analysis of the experimental group in the second scenario solution was statistically significant. The null hypothesis, using structured methodology improves qualitative intelligence analysis, is not rejected. In the experiment, other test criteria are below than the critical value. The results of the research have shown that the success of the problem solution is influenced by the correct use of the Hypothesis Testing technique. The use of structured techniques depends on the level of knowledge and the type of intelligence problem. At the same time, the conduct of research has shown the influence of analysts' cognitive biases. |

(LX.): 20-37 | DOI: 10.3849/2336-2995.28.2019.02.020-037 The article offers for expert discussion research outcomes assessing commanders´ development in the area of leadership for assignments in defense organization. It also evaluates the level of utilization of gained competencies while managing these organizations. Research was conducted from 2017 to 2019 and embraced predominantly surveys among participants of career courses provided by the Centre for Security and Military Strategic Studies of Defense University in the life-long education program. Research outcomes proved limited level of understanding and implementation of leadership theoretical framework in daily business. Additionally, it shows that the implementation of verified leadership processes and principles by middle- and higher-military management fluctuates about the average level. Furthermore, it figured out an insufficient application of all available instruments for people motivation and support including the approach "leading by example". Finally, it outlined several recommendations for the reinforcement of military personal preparation in the area of leadership for the successful conduct of middle- and higher-managerial position in military organizations. The first and at the same time the most significant step is the recommendation for implementing leadership areas into the Ministry of Defense conceptual documents in the form of vision, strategy and systemic measures. |
Applicability of Former Soldiers at the Labour MarketReviewed - ResearchKristýna BinkováVojenské rozhledy / Czech Military Review Nr. 2/2019, Vol. XXVIII. (LX.): 82-98 | DOI: 10.3849/2336-2995.28.2019.02.082-098 The article deals with the applicability of professional soldiers in the labour market after the termination of military service. Its aim is to outline the information about the unemployment of former soldiers and to present the main results of sociological research, which was held among 313 former members of the Czech Armed Forces. Based on the processing of statistics of the Labour Office of the Czech Republic, it was found out that on average 18% of former soldiers of productive age were 8 months without employment during 2008 - 2017. With the help of a questionnaire survey, it was found out that more than a fifth of the respondents were looking for an employment in the civilian sector for more than half a year. The majority of respondents do not perceive the system of preparation for a second career of soldiers as elaborate. They state that the issue of second career was not addressed during their military service. There are possible recommendations for improving the current state of integration of soldiers into the labour market at the end of the article. |

(LIX.): 83-94 | DOI: 10.3849/2336-2995.27.2018.02.83-94 The general trend of weight gain, decreasing physical fitness and health complications in the general population is also reflected in the recruitment of new candidates. Their physical readiness is expected to be high. The aim of this study was to verify whether or not the physical condition of the soldiers entering the army during the 2000-2017 test of physical fitness actually deteriorated or not. The results for the assessed period in the monitored parameters indicate that some components of physical fitness are copying the general trend and showing a slight deterioration. Yet, in general, it can not be said that the fitness of new soldiers is declining, as some of its components show a slight increase. |

(LIX.): 95-108 | DOI: 10.3849/2336-2995.27.2018.02.95-108 Within the context of evaluation system of education quality in career courses that are organized at the Center for Security and Military Strategic Studies of the University of Defence in Brno, the article deals with course evaluation questionnaires. It demonstrates benefits of introducing online questionnaires, and a persistence of responses sets that are invalid in terms of internal imbalance. To filter out this undesirable natural phenomenon, a method was proposed for determining the consistency of responses sets. The outcomes lead to the goal to enhance quality as well as quantity of responses to evaluation questionnaires. In terms of quality, the intention is to continue filtering out invalid responses sets using the proposed method. In terms of quantity, the intention is to motivate the course participants to fill the evaluation questionnaire by dividing it in parts, so that they can experience the changes based on their responses yet during their course. |

(LIX.): 105-119 | DOI: 10.3849/2336-2995.27.2018.04.105-119 The retraining courses of the Ministry of Defence aim to prepare soldiers for the civilian environment and to enable them to acquire the knowledge and skills that are applicable in the labour market. In the years 2008-2017 11 605 soldiers of the Czech Armed Forces terminated their service. The application for retraining was submitted by 3 644 persons, of whom 2 769 were retrained. The prevalence of retraining is in technical professions (1 342 persons) and in managerial and business training (832 persons). The research question and the statistical evaluation of the data obtained confirms the hypothesis that most soldiers were not retrained. The results of sociological research carried out among 313 former soldiers of the Czech Armed Forces show that more than three fifths of soldiers did not apply for retraining (64%), especially among higher positions and college graduates, because of no information about the data of termination of service (25%), no need for retraining (20 %) and not completing the retraining course (30 %) mostly because of the refusal of the superiors. The shortcomings of the retraining system of professional soldiers are summarized. |

(LVI.): 35-47 | DOI: 10.3849/1210-3292.24.2015.03.035-047 The article presents partial conclusions of the questionnaire survey on "Problem Solving in the Defence Department of the Czech Republic". First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article. |

Logically, the current security situation ended in conclusions that the complementarity between NATO and the EU became a real necessity and only interaction between the Alliance and Union?s security and defence policies could bring required effects, while upholding global and local security stability. Armed forces are required to be fully deployable and sustainable in operations in austere conditions for an extended period of time. In NATO-led operations currently participate many nations of different sizes, force structures, equipment, training and capabilities. The only way to reach operational goals while achieving economies of scale is a mutual cooperation of all involved participants. Basic key prerequisite for such cooperation is interoperability. |

Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies. |

Captain in Memoriam Walter Hecht: War Veteran, 311th Czech Bomb Squadron, RAFPersonal dataVojenské rozhledy / Czech Military Review Nr. 1/2012, Vol. XXI. (LIII.): 175-176 He came from a problem region of Silesia, where three nationalities quarrelled each other: the Czechs, the Poles and the Germans. After Polish occupation of Silesia, he was expelled from the country by new Polish authorities as a "politically undesirable" person. He and his fiancée left their native land. In England he volunteered the Czechoslovak Army abroad. As a soft technician in 1941 he became an air mechanic and repaired navigational and control devices of badly damaged airplanes. By unhappy mischance, he was knocked down by a bus. He died at military air force hospital. After his death he was decorated by Czechoslovak War Cross 1939, Military Commemorative Medal with Great Britain Bar, and in 1991 he was posthumously promoted to the rank of air captain. |

They were measured and tested during academic semester, namely in time of examination. Results reached were analyzed. Statistics proved our assumption that during the exam period this study burden deeply influenced overall nutritional state by anthropometrical indicators in male clusters; with 95% rate probability it influenced body mass, body fat and the percentage of water in a body. Zero hypothesis was confirmed as far as muscle material was evaluated. |

Based upon the Czech-Canadian Partnership for Learning Program, the project provides synchronous communication between a native speaker and a student during language training, regardless the distance. Mutual communication is an opportunity when the students/learners can use their second language not only in professional discussions, but also in solving problem matters, relevant to their study branch, interests, current events or hobbies. The threat of presence of extremists in the army is conceptualized in this paper. After that there are presented methodology, outcomes and interpretations of research sociological investigation, which was realized in February and March 2009 at Czech armed forces. As a risk should be assessed mostly information about contacts with extremists in the army and information about very different attitudes in relation to the importance of the issue "extremism in the army". |

(LI.): 191-197 The article is oriented towards making up language curriculum at the Faculty of Military Technology, Defence University. It is a follow-up to earlier essays published in Vojenské rozhledy 2006-2007, dealing with language preparation of learners enrolled at the Defence University, i.e. at educational institution with technical bias. The authors analyse the optimalization of current schedule used for teaching English language. Data were collected by means of questionnaire poll. The cluster of respondents covered both teachers giving lessons under mentioned scheme and university students preparing themselves in accordance with tested scheme. The results reached proved the necessity to form language curriculum at several levels and concept of flat language teaching. |

(LI.): 150-162 The article summarizes the results of sociological research into organizational culture in the ACR. It should create the picture of military organization, perhaps point at potential dysfunctions and thus to help to their correction. Respondents's opinions on remunerations were detected, in respondents places of work, in combination with their expectancy, anticipations what military service might bring to them. Two thirds professional soldiers have positive attitudes towards interpersonal relations at their working places. The worst position on the scale had the chance to work with the latest technologies and to start a professional career, i.e. to reach important positions. The culture of sustenance, sports facilities were evaluated positively. The lowest rating was allocated to arms equipment, furnishing and quality of garrison quarters. Respondents were also unsatisfied with high level of bureaucratic procedures and formalization. |

(L.): 154-167 It is an information study about sociological research completed among Czech servicemen, former members of military missions abroad, under the aegis of the rector of the University of Defence. The research goal consisted in finding causal relationship between missions and breakup rates. Among others it was determined that for breakups were predispositions even before partners went to missions abroad. A total of 3 % stated they wanted to escape from family problems. Partnership after returning home broke up in 15.6 % of questioned veterans. Research should provide cornerstone data for a proposal of concrete measures for reducing divorces and partings. The Continuous Assessment of Defence University Students in English LanguageLanguage preparationMgr. (L.): 78-83 Academic year 2006-2007 gave rise to Continuous Assessment Project prepared by the Centre of Language Preparation Brno. The project is concentrated on monitoring study results in English language with the aim to make teaching process more effective, so that the students could meet required levels SLP 3333, NATO STANAG 6001. The research was conducted within Faculty of Economy and Management and Faculty of Military Technologies. Because of specific situation at Faculty of Military Medicine, the research was not done here. The authors offer comparison of two study classes of Defence University, collected by means of questionnaire method. The results reached are illustrated upon several accompanying tablets. But more generalized results could be concluded at the end of winter semester / academic year 2008-2009 respectively, when officer candidates pass final English exams. |
