The article is a polemic reflection over the potential concept and vision of defence and EU combined armed forces, from the military point of view. It recalls previous efforts and present activities to implement common security and defence policy in practice. It is a short analysis of conditions under which the EU is situated, and in general contours it characterizes possible advantages of common European armed forces. It expresses author's opinion that by forming "European Pillar" in NATO, the transatlantic linkage between the EU and the USA will not be weakening, but on the contrary, it will be strengthen. The author uses the terms "European army" and "common armed forces of EU" that he takes as synonyms and therefore he asks the reader to take this fact in account.

Operation Serval (French: Opération Serval) is an ongoing French military operation in the Republic of Mali, West Africa. The aim of the operation is to oust Islamic militants in the north of Mali, who had begun a push into the centre of Mali. Operation Serval follows the Security Council Resolution 2085 of 20 December 2012. The operation is named after the medium-sized African wildcat species Serval. The author analyzes historic and geopolitical context, including activities of AQMI terrorists. The Serval Operation is of dissymmetric character. At the rear of advancing French troops some groups of rebels and terrorist stayed to make acts of sabotage. According to the author it is necessary to prevent from long-term involving into the conflict, among others, as French territory or territories of other countries might become a target of terrorist attacks.

The prerequisite of effectivity of people training for the emergencies lies on their timely and high-guality preparation. At present, in the Czech Republic, we prepare defence-training concept for school youth protection under normal risks or emergencies. But it was only in the school year 2012-2013 that more conceptually comprehensive preparation has been introduced, of more binding character, at least in elementary schools, because after the abolition of Act on Military Education in 1991, this sort of preparation is not supported by a special law.

Its own nuclear program is an important instrument of Iran's domestic and foreign policy. In foreign policy it is used for promotion of its regional interests and it also serves as a guarantee against foreign actor's interference in Iranian domestic affairs. So far, the negotiations between Iran and the international community have not brought about any tangible results. Among other reasons, there are different expectations of both parties. The international community is ready to lift sanctions, supposing Iran accepts the UN resolutions. Iran, by contrast, demands to be recognized as an internationally recognized regional power, with legitimate rights and interests.

The article deals with contemporary security situation in the Sinai Peninsula. Attention is paid to certain aspects that form the local negative trends in security developments and their mutual interconnection, as a part of social movements after the events of the so-called Arab Spring and the consequences of the Egyptian Lotus Revolution that have a cardinal influence for both the deployments of Egyptian Army and the security sector in this territory. The opening part of this article is a brief historical excursion into the peace agreement between Egypt and Israel that arranges the special status of the Sinai as a demilitarized area and the adjustment of social-economic reality of the Bedouin population performing decisive influence for described situation.

The article deals with using of simulation technology for training commanders and staffs in new types of operations. It summaries the overall development in the area, occurred since the establishment of the Center of Simulation and Training Technologies. There are presented turning points in training on simulators, i. e. requirements for combat in urban area, special operations of small units, of ground forces interaction with supporting units, the use of command and control systems and the cooperation between the military and rescue workers. It also points to the new requirements in the fields of training and shows possible ways of their solution. The second part deals with problems of NEC and its implementation into simulation systems. The article presents the results of SIMNEC defence research and its contribution to the future expansion of the capabilities of tactical simulator.

This study deals with the responses to recent Syrian conflict in the Czech Republic. The authors introduce particularly activities inside Syrian diaspora, actually formed during the time of communism. Syrians citizens living in the Czech Republic are not homogeneous, which is similar to the situation in Syria. In our country we can find both people loyal to the regime of Ba'ath Party and Bashar al-Assad, and also members of opposition that in fact has divided into two groups, since the mid-2012. The authors introduce reactions of various subjects from the Czech Republic.

The purpose of this report is to imagine the unthinkable of the worst case scenario for the global future post-modern society. The analysis addresses the main features of global risk society, human suffering, and loss of life from natural catastrophes, man-made catastrophes, economic losses, peak-oilcrises impacts, threat of terrorism, radical Islam, fragile states, etc. Important are the consequences of the end of the Vestfal system and global climate change. There is substantial evidence to indicate that significant global warming will occur during the 21st century. The research suggests that once temperature rises above some threshold, adverse weather conditions could develop relatively abruptly. Drought persists for most of the decade in critical agricultural regions and in the water resource regions for major population centres in Europe. As fertility shrivels, societies get older-and much of Europe are set to get older than any functioning societies have ever been. To avoid collapse, European nations will need to take immigrants at a rate no stable society ever attempted. Europe will be significantly more Islamic.

Existing military medical service and health care in armed forces is tied by many official legislative norms by Ministry of Health that are difficult to follow by military structures, military manuals and inner rules. The authors trace current legislative framework that limits medical treatment and respective institutions of military medical care. They identify possible problems and suggest solutions how to overcome emerging troubles. The present MoD regulation No. 285/1999 does not meet reality and must be updated.

This extended essay is based upon various sources, among others on May 2010 President Obama's speech at the U.S. Military Academy at West Point, where President Obama described his national security objectives. The highest priorities of U.S. national security are the safety of Americans at home and abroad and achieving a peaceful, stable world through global cooperation despite a flawed international system. The Obama's security strategy relies heavily on diplomacy and engagement, economic development and other methods of influence, along with U.S. military capabilities with global reach and unsurpassed resources. As we face multiple threats, from nations, non-state actors and failed states, America will maintain the military superiority that has secured country, and underpinned global security, for decades. The security strategy is global, and identifies an array of real or potential security challenges that include: countering violent extremism and insurgency; stopping the spread of nuclear weapons and securing nuclear materials, resolving and preventing conflict; and reducing destabilizing risks to economic interdependence.

It is the title of homonymous publication by Jan Eichler from the Institute of Foreign Relations. The author depicts basic characteristics of main features of security and strategic culture of present world. He tries to answer the following three questions: What are historical and political factors of security /strategical culture of respective actors, what are main features of their doctrinal documents, and their impacts on the development of global international relations in the early 21st century? He deduces that the participation of the CR in military interventions in third world countries could generate a risk of terrorist's attacks against not only members of armed forces abroad, but also installations in our state territory.

Unlike the real state of affairs, the scenarios for Europe 2010 did not presuppose the rise of financial and economy crises. Political scientists did not perceive the series of terrorist attacks, namely in Great Britain, Spain and Russia. Security questions, home security and defence, came to the foreground more then was originally expected. There are hubs of future power blocks of divided Europe. It is impossible to incorporate all the results and consequences of our presuppositions. Since we want to look into individual, particularly interesting developments, the author recommends to create several teams for individual scenarios, instead of drawing several scenarios by one scholarly team.

After several years of service with armour corps he devoted himself to social organizations in the forces, among others he was a head of department for military youth. In 1968 he became a deputy Czech minister for youth, PT and sports. During period of normalization he was released from the army. He made his living as a free lance translator and author. After the Velvet Revolution in 1989 he became advisor to deputy defence minister for humanitarian affairs, later he became assistant to deputy defence minister for strategical control, deputy director of Institute for Strategic Studies, deputy director of Institute of International Relations. After his untimely death, the prize named after him for works in the field of defence was established.

The information revolution is affecting the whole spectrum of conflict. Here the authors advance an ambicous idea of "swarming" that may emerge as a definitive doctrine that will encompass and enliven both cyberwar and netwar. Swarming is seemingly amorphous, but it is a deliberately structured, coordinated, strategic way to strike from all directions, by means of a sustainable pulsing of force and/or fire, close-in as well as from stand-off positions. Swarming depends on a devolution of power to small units and a capacity to interconnect those units that has only recently become feasible, due to the information revolution. The idea of swarming stands for engaging an adversary from all directions simultaneously, either with fire or in force.

In the middle of Obama's first presidency, several waves of criticism turned up. According to some analysts, Barrack Obama's first presidency introduces the beginning of new world's era, the so-called "post-ethnical society". The latest discussions prove that the United States have been no longer the only world's superpower, they will remain in the position of world's leader, but still aregoing to substantionally influence global arrangement. Unsuccessful and protracted wars, reflecting serious economic depression with successive debts, effect military budget cuts, even though the American Armed forces are still powerful, potent and mighty power, all around the world, influencing word's events as a stabilising force. The study depicts political and security layout against American domestic political background.

Crime prevention belongs among main and long-term tasks in work with personnel in the MoD Sector. It is organized at three levels: interagency, departmental and local. It is concentrated at decreasing risk factors that usually contribute to criminal behaviour. In the near future, when organizational structure of MoD will be optimalized, current valid documents dealing with crime prevention are going to be reassessed, so they could meet new requirements of command and control system. They will be more directed to problems of extremism, property-related crimes, alcohol addiction, drug and non-drug abuse.

People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions,there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

At first, we are familiarised with terms of extremism, Romanies (Gypsies), anarchists, neo-Nazis, then the author introduces possible picture of security situation at the turn of second and third decades of 21st century. He believes that in every country there is a limited ability to integrate ethnic groups by majority. As soon as the limits are exceeded, problems begin. His scenario ends with a pessimistic vision: increasing tensions will ask army deployment, but even local armed forces are not able to enforce law and order, therefore the government must ask for help neighbouring states.

The results of American foreign, security, defence and military policies are ambiguous. The war in Iraq ends, troops are going to leave both Iraq and Afghanistan. Obama was held up in Arab spring. He tried to improve relations with Russia. The centre of gravity was moved to the Pacific area, which got complicated ties with People's China. He didn't succeed in solving troubles with nuclear programme in Iran. His moderate success in foreign policy was the consequence of his concentration on home politics, health care reform, economy and financial crises. At the end the essay evaluates the Chicago summit that among others officially affirmed that NATO activities in Afghanistan would be concluded by 2014 and declared the so-called smart defence.

During the past twenty years there have been many substantional changes in the field of language preparation. As more and more military professional take part in military missions abroad, we lay emphasis on language drills, so that military professionals could communicate with members of other armies. For teachers at the Centre of Language Preparation this situation constitutes necessity to find out new ways how to language schooling do more and more effective, how to motive students and learners. The article is accompanied by chart with the appraisal of language skills.

The Slovak author Štefan Volner wrote a book called The Wars of the 21st Century (Zvolen 2007). After the break-up of common Czechoslovak state we promised each other that the relations between Czechs and Slovaks will not change, but after fifteen years we see that we are really departed, when speaking about Slovak home policy, about Slovak security questions, its army. Štefan Volner who often publishes in the review Vojenské rozhledy helps to cover this gap and thus our military public can follow his scholarly works dealing with security and defence. In reviewed book he enumerates the causes of 21st century wars and analyses four basic paradigms: civilizational; Toffler's third wave; realistic approach; and finally thermodynamics, dealing with non-linear causes of war. Asymmetric wars came into existence as the roots of wars are asymmetric. It is not difficult to win the war, but more difficult is to guarantee post-war reconstruction.

Czech dailies and weeklies publicised their analyses of the diplomatic dispatches released by WikiLeaks. Some were concerned in world's politics, but higher attention was paid to 1,271 dispatches from Prague. According to the dispatches, the U.S. Navy wanted to purchase 23 Russian anti-ship missiles to obtain the weapons from Belarus through Ukraine, with a Czech arms dealer. However, the Czech government decided to derail the plan by not granting the Czech middleman the needed permission to export weapons from a dictatorship like Belarus. Various cables also detailed a dispute in the area of arms technology. Some observations from the dispatches dealing with characteristics of Czech prominent politicians are amusing. Overall, the United States evaluated the CzechRepublic positively, as an economically mature country and as an ally.

There are two great interpreters of the Napoleonic experience, Jomini and Clausewitz. Both were interested in the application of military force to achieve political goals. The article familiarizes readers with Jomini's theoretical fundamentals of operational design elements, namely the lines of operations. Jomini left a great mark on the details of strategic planning: campaign planning, the selection of the theatre of operation, the base of operation, the line of operation, and decisive points. At the end of this process of selection was the final deployment for the decisive battle. Jomini's major contribution, then, was to provide the geometry of the battle space. In his investigation of the nature of war he developed several key operational concepts. As an operational art tools they help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept of operational lines is evolved in all operational functions in terms of ongoing military missions.

The gravity of this article is laid down on the present-day state of affairs. China bought Spanish, Portuguese, and Greek obligations, i.e. China lent a hand to those countries (so did the European Union). In this way, China increased its influence in Europe. Stabilized Europe is necessary for Chinese export, it was not mere charity. Defence expenditures of People's China has reached 100 billions USED a year. Supposing the Chinese are intended to reach world's domination, they should stick to this kind of policy and they should not try to acquire the dominance by armed force. China behaves like an asymmetric power, knowing well that it can't surpass the U.S. by arms. China does not want to repent Russian mistake to be "over-armed" by America in futile arms race. Still, there is plenty of free space to compete with the U.S., e.g. cosmic or space competition, computer and Internet technologies.

Making use of multimedia, ICT, in a foreign language teachinglearning process is the effective way how to influence motivation and results of the educational process. Based upon the Czech-Canadian Partnership for Learning Program, the project provides synchronous communication between a native speaker and a student during language training, regardless the distance. Mutual communication is an opportunity when the students/learners can use their second language not only in professional discussions, but also in solving problem matters, relevant to their study branch, interests, current events or hobbies. The authors' experience and its analysis form also a part of this paper.

The fundamentals of this concept, as they were explained in previous Military Review No 1, 2011, have stayed unchanged, up to the present. There still exist operational bases, directions, courses, lines, upon which military convoys transfer by the plan or in disorderly manner. Such picture corresponds to linear wars of first, second and third generations. The wars of fourth generation are characterized by the speed and initiative. The frontiers between war and politics are blurred, so are between civilians and combatants. They are mostly wars with and among non-state actors, counter-insurgency operations (COIN) Based on doctrinal analysis; author describes concepts philosophy in functional and logical aspects. This might help the commander and staff to visualize the arrangement of military capabilities in time, space, and purpose to accomplish the mission. The concept might be successfully applied in connection with stability and COIN operations.

Private Military Companies (New Elements in Operational Environment)

This article deals with PMSCs as a relatively new phenomenon in warfare areas. It is open to discussion whether private military companies and the private contractors that they employ, should be treated just like any other transnational industry, or whether they should be treated like mercenaries under international law. As it happened in many countries, private companies and private contractors operate in a legal vacuum. From a strictly legal point of view individuals employed by private military companies are not to be considered as mercenaries. The private military industry offers a wide range of services. Procurement of military services by individuals and private firms has developed in a direction that had probably not been anticipated in previous years. Some military analysts say that the exclusive role of the state in the domain of defence and security is outdated and should be re-examined.
